Ensuring the rights of the people in accordance to the new poverty standards
To further implement effectively sustainable poverty reduction goals and ensure the rights to social welfare of the poor, Viet Nam has published the new, multi-dimensional poverty standards for the 2021-2025 period.
According to the new poverty standards, the criteria of a poor household, in regards of lack of income and access to basic social services, have been raised in comparison to the 2016 – 2020 period.
Such changes aimed at not only ensuring people’s minimum income, but also supporting their accessibility to basic social services such as employment, health services, education, housing, clean water, sanitary, technology and information.
Therefore, what benefits would poor households receive from supportive poverty reduction policies?
First, poor households are supported to take a loan of up to 100 million VND without any proof of their loans. Loans taken for labour export could be up to 100% of payment of the labor’s lawful contract with the designated companies and organizations, with an interest rate of 6.6%/year (0.55%/month).
Second, they are provided with free medical insurance, allowance for meals, travel expenses when receiving treatment in the government’s district medical facilities and above, as well as reduced medical expenses in accordance to medical insurance.
Third, education for children and students, up to high school level, will be free of charge, along with allowances.
Fourth, poor households are eligible for loans to build houses, sanitarian toilets and apply for domestic water services.
Fifth, poor households should receive discounts on monthly electricity bills for at least 30 kWh of usage.
Sixth, poor, ethnic minority households in difficult areas will be provided, free-of-charge legal services such as legal consulting, lawsuits, …

Resolving urgent, key poverty issues
In light of the Covid-19 pandemic’s effects in exacerbating the poverty situation, the timely implemented National Target Programme on sustainable poverty reduction for the 2021-2025 period would contribute to resolving urgent, key poverty issues with focuses and deadlines to ensure human rights.
Therefore, the Programme focuses on investing, developing socio-economic infrastructures in core poverty areas, improving income and living standards of poor people, promoting education, creating jobs, keeping vulnerable people out of poverty.
With poor areas, the Programme focuses on constructing essential, inter-regional infrastructures to support the livelihood of the people, manufacturing and production in poor districts, difficult villages on stricken, coastal areas and islands, to further improve the quality of life for the people.
Regarding poor people, the Programme directly supports poor, near-poor and recently poverty-escaped households in improving incomes through diversification of livelihood and poverty reduction models; supports developing agricultural manufacturing; supports vocational training on a larger scale with better quality for poor people and those living in poor, difficult areas, therefore closely associates vocational training to jobs creation and sustainable livelihood.
Simultaneously, the Programme also supports local workers in poor areas, difficult villages on stricken, coastal areas and islands to work abroad.
Notably, the Programme focuses on improving nutrition for children ages 0-16 from poor, near-poor and recently poverty-escaped households in poor, difficult areas.
To further improve the quality of lives and promote sustainable poverty reduction, the Programme also supports housing for poor, near-poor households to ensure that poor, near-poor households can have safe, stable houses that can withstand natural disasters.

Poor people, as well as those living in poor, difficult areas will also receive support to access telecommunication services such as telephones and Internet services to widen their knowledge and enhance their abilities in manufacturing, finding jobs, improving sustainable livelihoods.
The Programme also seeks to promote connections, raise awareness of the entire society of comprehensive, sustainable multi-dimensional poverty reduction, therefore kindling the spirit of self-dependence, self-reliance of the people and the community, mobilizing resources to meet sustainable poverty reduction goals.
Moreover, famous examples, innovations, effective poverty reduction models will be promoted and expanded to further spread the support for sustainable poverty reduction in the entire society.
Finally, Viet Nam will also improve the capabilities of public servants in engaging in poverty reduction, specifically those in local areas, to further support poor people in escaping poverty and vulnerable people from falling into poverty; closely monitor, evaluate the situation and results to promptly resolve difficulties and hindrances.
These are humane, practical policies that demonstrate the Party, the Government’s care for “the bread and butter” of the people, putting people at the center of policies, implementing innovations for the people, and "promoting the well-being and happiness of the people as the striving target” as stated in the 13th National Party Congress Resolution.
