Service Department for Diplomatic Corps advocates research on innovative mechanisms for financial autonomy

This research project is led primarily by a team of managers from the Service Department for Diplomatic Corps, in collaboration with members from the Diplomatic Academy of Vietnam and the Administrative and Financial Department under the Ministry of Foreign Affairs. Notably, this is the first ministry-level scientific research project that the Service Department for Diplomatic Corps has undertaken since its founding 60 years ago (June 10, 1964 - June 10, 2024).
Grassroots-level project acceptance council for the project was chaired by Associate Professor Dr. Dang Dinh Quy, former Deputy Minister of Foreign Affairs. The Council members included Dr. Chu Dinh Dong, Head of the Organization and Personnel Committee, Party Committee of the Central Business Bloc; Dr. Vu Hai Nam, Director General of the Department of Personnel and Organization, Ministry of Home Affairs; Ms. Vu Thi Hai Yen, Deputy Director General of the Department of Public Expenditure, Ministry of Finance; Ms. Toan Thi Ngoan, Deputy Director General of the Department of Administration and Finance, Ministry of Foreign Affairs; and representatives from the Department of Scientific Management, Diplomatic Academy of Vietnam.
During the advocate session, after the research team presented an overview of their findings, including a article published in the Journal of State Management, Associate Professor Dr. Dang Dinh Quy and other councilmembers commended the project for its thorough approach, practical relevance, and robust, reliable data.
The council acknowledged the challenges the research team overcame and dedicated significant time to discussing theoretical and practical bases for reforming the autonomy mechanism at public service units. The council reviewed the legal framework, international models for managing public service units, current trends in financial autonomy nationwide, and restructuring efforts for these units.

Council members also analyzed data and provided specific recommendations for various public service units within the Ministry of Foreign Affairs, such as the Service Department for Diplomatic Corps, the Diplomatic Academy of Vietnam, The World and Vietnam Report, the Foreign Press Center (a subsidiary of the Service Department for Diplomatic Corps), and the V75 Foreign Transport Center.
In his concluding remarks, Associate Professor Dr. Dang Dinh Quy emphasized the need for the research team to focus on proposed solutions for three levels of management within the Ministry. He encouraged leveraging international experiences as a foundation for making targeted recommendations for similar entities and highlighted the project’s focus on financial and operational autonomy mechanisms.

Ultimately, the council members agreed to approve the project at the grassroots level and suggested that the research team refine it further, particularly in terms of financial autonomy recommendations. These should clearly outline which recommendations the Ministry of Foreign Affairs can implement directly, which are relevant to other ministries, sectors, and localities, and which policy suggestions should be considered by higher administrative bodies, such as the Government, National Assembly, and the Communist Party of Vietnam.
