The plenary session of the Conference was chaired by Member of the Politburo, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, with the participation of Pham Gia Khiem, former Member of the Politburo, former Deputy Prime Minister, former Minister of Foreign Affairs; Le Hoai Trung, Secretary of the Party Central Committee, Secretary of the Party Committee of the Ministry of Foreign Affairs, Minister of Foreign Affairs; Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister; Nguyen Dy Nien, former Member of the Party Central Committee, former Minister of Foreign Affairs; Nguyen Thanh Tam, Member of the Party Central Committee, Deputy Head of the Party Central Committee's Organization Commission, and more than 400 delegates attending in person, including leaders and representatives from committees, ministries, sectors, localities, former leaders of the Ministry of Foreign Affairs, people's organizations, political-social organizations, and prominent overseas Vietnamese delegates connecting directly with 98 Vietnamese representative missions abroad.
The Conference took place as the entire Party and people are actively preparing for the 14th National Party Congress – a significant political event that opens a new era of development for the country.
The review of work related to overseas Vietnamese not only summarizes practical experiences but also further affirms and clarifies the role of the overseas Vietnamese community in the great national unity bloc, in the cause of building and defending the Fatherland, as well as in mobilizing and promoting resources for national development in the coming period.

Speaking at the Conference, Prime Minister Pham Minh Chinh affirmed that the review of 20 years of implementing Resolution 36-NQ/TW is very timely, necessary, and of special significance as the country enters a new development phase. The review process was seriously implemented by the Ministry of Foreign Affairs under the guidance of the Secretariat, the Government Party Committee, with close coordination from party committees, ministries, central sectors, and localities, and the active response of the overseas Vietnamese community.
The Prime Minister emphasized that the overseas Vietnamese community is an inseparable part of the Vietnamese national community and an important resource for the cause of building and safeguarding the Fatherland. He also highly appreciated the increasingly significant and comprehensive contributions of overseas Vietnamese in various fields such as politics, economy, science and technology, culture, society, foreign affairs, and promoting the country's image.

Based on this, the Prime Minister outlined key directions and tasks to promote "three breakthroughs" in work related to overseas Vietnamese in the coming time, including: (i) Strongly promoting the great national unity bloc while protecting the legitimate rights of the overseas Vietnamese community; (ii) Building a sustainable overseas Vietnamese community that grows rapidly in quantity and quality, closely connected with the homeland; (iii) Effectively mobilizing all resources of overseas Vietnamese to serve national development, especially in science and technology, innovation, digital transformation, and strategic breakthroughs.
The Prime Minister emphasized that policies should aim at: "A facilitating state, a pioneering community – inside and outside in harmony – a prosperous country, cherished friends, happy people".

Minister of Foreign Affairs Le Hoai Trung emphasized that the achievements in work related to overseas Vietnamese in recent times are the result of the synchronized participation of the entire political system and people in the country, vividly demonstrating the strength of the great national unity bloc – "unity, unity, great unity; success, success, great success" as beloved President Ho Chi Minh advised.
The Foreign Minister expressed gratitude for the attention and direct, continuous guidance of the Party and State, especially the decisive and thorough direction of Prime Minister Pham Minh Chinh regarding foreign affairs and work related to overseas Vietnamese.
In the complex international context with many challenges, the Prime Minister has directly guided the implementation of numerous policies and solutions for socio-economic development while always paying special attention to the overseas Vietnamese community, frequently meeting, exchanging, listening to, and addressing the legitimate interests and aspirations of overseas Vietnamese.
The Foreign Minister affirmed that the Ministry of Foreign Affairs will continue to thoroughly grasp the directives of the Party and Government, closely coordinate with committees, ministries, sectors, localities, and the overseas Vietnamese community; innovate thinking, implementation methods, overcome limitations and difficulties, enhance the quality and effectiveness of work, contributing to further promoting the role, potential, and important contributions of overseas Vietnamese to the cause of building and safeguarding the Fatherland, enhancing the country's position and prestige on the international stage.

The Conference heard the central report from the Ministry of Foreign Affairs presented by Deputy Minister Le Thi Thu Hang, along with heartfelt reports and speeches on "Leveraging the resources of Vietnamese experts and intellectuals abroad to contribute to the development of science and technology, innovation, and digital transformation of the country" by Deputy Minister of Science and Technology Bui The Duy, "Supporting the overseas Vietnamese community in religious and belief activities" by Deputy Minister of Ethnic and Religious Affairs Y Thong, "The Vietnamese community in Japan - a vital resource for Vietnam's human resource development and technology transfer in the new era" by Vietnamese Ambassador to Japan Pham Quang Hieu, and a speech by prominent Vietnamese representative, Lawyer Tran Ba Phuc, Member of the Central Committee of the Vietnam Fatherland Front, President of the Vietnamese Business Association in Australia, Vice President of the Vietnamese Business Association abroad.

Earlier, in the morning, at the preparatory session chaired by Deputy Minister of Foreign Affairs Le Thi Thu Hang, the Conference listened to reports and speeches from representatives of the Party Central Committee's Commission for Information, Education and Mass Mobilisation, the Ministry of Public Security, the National Innovation Center (NIC) - Ministry of Finance, leaders of the People's Committee of Dak Lak Province, the Department of External Relations of Phu Tho, the Department of External Relations of Nghe An, the Hanoi Bar Association, and former leaders of the Ministry of Foreign Affairs, former Chairpersons of the State Committee for Overseas Vietnamese.
The discussions and heartfelt suggestions and recommendations were summarized and reported at the plenary session chaired by the Prime Minister.
