Prime Minister Pham Minh Chinh meets Vietnamese community in Russia

On the evening of March 22 (local time), in Moscow, during his official visit to Russia, Prime Minister Pham Minh Chinh had a cordial meeting with embassy staff and representatives of the Vietnamese community in Russia.

Also attending were Deputy Prime Ministers Tran Hong Ha and Bui Thanh Son.

Reporting to the Prime Minister, Vietnamese Ambassador to Russia Dang Minh Khoi stated that the Vietnamese community in Russia has a long history, closely linked with the historical relations between Vietnam and the former Soviet Union and now Russia, currently numbering around 80,000 people, including over 4,000 students and researchers.

Despite fluctuations due to local circumstances, the Vietnamese community in Russia enjoys a stable life, with their legal and social status increasingly strengthened, always united and oriented towards their homeland.

In recent years, especially during the four years of the Russia-Ukraine conflict, the Vietnamese Embassy in Russia has overcome many difficulties, successfully fulfilling its tasks, promoting Vietnam-Russia relations across all fields, highlighting certain bright spots, and effectively protecting citizens and fostering the development of the Vietnamese community in Russia.

Welcoming and thanking the Prime Minister for taking the time to meet the community, representatives of Vietnamese associations in Russia believe the visit will comprehensively boost Vietnam-Russia relations across all fields, deepening the comprehensive strategic partnership for the benefit of the peoples of both nations.

Expressing pride in the remarkable development of the country and Vietnam's increasingly elevated role and position, the Vietnamese community in Russia is committed to contributing their utmost to fostering Vietnam-Russia relations and helping Vietnam grow prosperous, civilized, and happy in the new era.

Representatives of Vietnamese students and researchers in Russia expressed gratitude to the Party and State for decades of support, enabling generations of Vietnamese students to be trained and mature in Russia; they are determined to continue cultivating, studying, and training to apply their acquired knowledge and skills for national development while showcasing the image of Vietnam and its people in Russia and on the international stage.

The Vietnamese community and students in Russia wish to increase flight frequency and connectivity between the two countries; facilitate and provide solutions for more Vietnamese children in Russia to learn Vietnamese; guide and select Vietnamese students to study and research in Russia with focus and priority; advocate with Russian counterparts to allow Vietnamese researchers to participate more deeply in research projects; and create opportunities for outstanding students to return home to work.

Expressing the Party and State's concern for the overseas Vietnamese community in general and in Russia in particular, Prime Minister Pham Minh Chinh, on behalf of the Party and State leaders and General Secretary To Lam, sent warm greetings, heartfelt inquiries, and best wishes from home, with all the “national spirit - compatriot sentiment”.

Analyzing and assessing the global and regional situation, as well as Vietnam's flexible, appropriate, and effective adaptation measures, the Prime Minister stated that Vietnam-Russia relations are built on a long-standing traditional foundation, nurtured over three-quarters of a century.

Overcoming geographical distances, the two nations not only share “soul, ideals, and vision” but also “accompany” each other through many challenges to continuously develop.

Through specific stories throughout the cooperative relationship between the two countries, especially among their peoples, particularly in difficult times, the Prime Minister affirmed that despite ups and downs and breakthroughs, the loyal relationship between Russians and Vietnamese remains unchanged; it must be preserved, nurtured, and promoted.

According to the Prime Minister, from the country's difficult years to the era of integration and development, many generations of Vietnamese students and researchers have been systematically trained in various fields such as science, technology, and medicine in Russia, returning to contribute to building the homeland.

Many have become leaders, scientists, and top experts in Vietnam in key fields.

These contributions not only demonstrate the strong educational cooperation between the two countries but also inspire younger generations to continue striving to study and contribute to the nation.

Affirming the special relationship between the Vietnamese and the former Soviet Union, as well as Russia today, as a shining symbol of international solidarity and friendship, the Prime Minister stated that during this visit, when meeting with Russian leaders, he will discuss and propose that Russia recognize the Vietnamese community in Russia as an ethnic minority; continue to facilitate the Vietnamese community in Russia to have a solid legal status, stable life, and peace of mind in business, work, study, and integration, contributing positively to Russia's economic, cultural, and social life, while enhancing their role as a bridge, further deepening bilateral relations.

Providing information on domestic situations, especially regarding the 14th Party Congress and the 16th National Assembly and People's Council elections for the 2026-2031 term; also sharing strategic goals identified by the Party and State at the 14th National Party Congress Resolution and key Politburo Resolutions, the Prime Minister stated that by 2025, Vietnam had achieved all 15 socio-economic targets, laying the foundation, momentum, and spirit for achieving double-digit growth in the following years.

Prime Minister Pham Minh Chinh affirmed that these significant achievements are due to the comprehensive and absolute leadership of the Party, the decisive involvement of the entire political system, and above all, the unity, determination, and resilience of over 100 million compatriots at home and 6.5 million overseas Vietnamese, including the Vietnamese community in Russia.

Emphasizing that the overseas Vietnamese community is an inseparable part of the Vietnamese nation, the Prime Minister stated that the Party and State have always focused on protecting the legitimate rights and interests of overseas Vietnamese, supporting them to stabilize their lives, deeply integrate into local societies, and promote the traditional cultural identity of Vietnam.

The Party and State always listen to and consider the contributions of overseas Vietnamese in formulating policies for overseas Vietnamese, most recently in adjustments to the nationality law, to better meet their aspirations.

In the spirit of “unity for strength, cooperation for benefits, dialogue for trust”, the Prime Minister hopes that Vietnamese people, wherever they live and work, in any field and capacity, always look towards the homeland, follow every change in their homeland, and bring their enthusiasm, intellect, and resilience to contribute to developing a rich, powerful, and prosperous country.

The Prime Minister took the time to address the wishes, suggestions, and contributions of the Vietnamese community in Russia regarding Vietnamese language teaching and learning; establishing a Vietnamese Women's Association in Russia; selecting and sending students to study and research in Russia with focus and priority; policies to attract and facilitate overseas students to return to work in Vietnam...

Prime Minister Pham Minh Chinh believes that the Vietnamese community in Russia will always remain united, standing together, nurturing “national spirit, compatriot sentiment”, fostering love for the homeland, always looking towards their roots, and spreading the flame of aspiration to contribute to building a prosperous, civilized, and happy nation, steadily advancing towards socialism; contributing to building Vietnam-Russia relations to become deeper, more substantive, strong, and effective.
