The meeting took place shortly after Vietnam and Algeria announced the upgrade of their bilateral relations to a Strategic Partnership, marking a new phase of deeper, more comprehensive, and effective cooperation between the two countries.
Prime Minister Pham Minh Chinh expressed his gratitude to President Abdelmadjid Tebboune and the Algerian state for the warm and respectful reception given to the high-level Vietnamese government delegation. He conveyed the cordial greetings of General Secretary To Lam, President Luong Cuong, and other senior Vietnamese leaders to President Abdelmadjid Tebboune.
Prime Minister Pham Minh Chinh affirmed that, as one of the first countries to recognize the Provisional Government of Algeria in 1958, Vietnam always cherishes the strong bond and brotherly friendship between the two nations, forged from patriotism, national independence, and the aspiration to live in freedom and prosperity.
Sharing the successful outcomes of talks between the two Prime Ministers, Prime Minister Pham Minh Chinh emphasized that despite changes in time and the world, the bond between Vietnam and Algeria remains unchanged. The two countries have always stood by each other during the toughest times, and now they must unite to develop and build prosperous nations where people enjoy well-being and happiness.

President Abdelmadjid Tebboune was touched by the recollection of memories between the leaders of the two countries and warmly welcomed Prime Minister Pham Minh Chinh and the high-level Vietnamese government delegation to Algeria. This visit holds special significance in strengthening and elevating bilateral relations.
The President affirmed his deep affection for Vietnam, both personally and within the hearts of the Algerian people. He valued the traditional friendship between Vietnam and Algeria as a priceless common asset that should be preserved, promoted, and elevated to new heights in line with the aspirations and interests of both peoples.
With the newly established strategic partnership, the Prime Minister suggested that both sides should soon develop a concrete action plan. They should prioritize continued exchanges of high-level delegations, as well as exchanges at various levels, ministries, sectors, and localities.
Regarding economy, trade, and investment, the Prime Minister hoped that President Abdelmadjid Tebboune would direct the Algerian Parliament to soon ratify agreements and support the expansion of oil extraction and processing projects.
In terms of food security, Vietnam is ready to contribute to ensuring food security for Algeria, leveraging its strengths. Both sides should also promote cooperation in textiles and fiber production for export to African and European markets.
In agricultural production and seafood processing, the two sides can combine Algeria's resources with the expertise of Algeria and Vietnam to promote cooperation for the benefit of the Algerian people and exports to African countries. The two countries should strengthen defense and security cooperation, including cybersecurity and non-traditional security, and renew previous cooperation areas such as sending medical and educational experts, promoting training cooperation, and exchanging students and researchers. Cultural exchanges, people-to-people exchanges, and tourism should also be enhanced.

The Prime Minister suggested that both sides continue to maintain the tradition of cooperation, closely coordinate, and support each other at multilateral forums, including ensuring security, safety, and freedom of navigation and overflight in the East Sea, in accordance with international law, especially the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982).
Welcoming the outcomes of talks between the two Prime Ministers, President Abdelmadjid Tebboune emphasized the deep-rooted connection and closeness between the peoples of Vietnam and Algeria in a changing world. With a strong relationship foundation, both sides need to establish a strategic mechanism to oversee and promote the newly established Strategic Partnership.
Expressing full agreement with Prime Minister Pham Minh Chinh's very practical proposals, President Abdelmadjid Tebboune noted that there are many areas for prioritized cooperation, from space cooperation and pharmaceuticals to tea production, component manufacturing, and tourism. The Algerian President affirmed strong support and directed Algerian authorities to closely coordinate with Vietnam to effectively implement commitments, agreements, and cooperation programs, soon materializing the Strategic Partnership framework with practical projects and activities that benefit both peoples.

Prime Minister Pham Minh Chinh thanked the President for his strategic yet specific directives, and both countries will concretize them in the spirit of limitless, unobstructed cooperation.
On this occasion, Prime Minister Pham Minh Chinh respectfully conveyed the invitation from General Secretary To Lam and President Luong Cuong for President Abdelmadjid Tebboune to soon visit Vietnam. The Algerian President gladly accepted the invitation and expressed his desire to soon welcome General Secretary To Lam and President Luong Cuong to Algeria.
Immediately after the meeting, Prime Minister Pham Minh Chinh authorized Foreign Minister Le Hoai Trung to brief the press on the meeting's outcomes with President Abdelmadjid Tebboune, emphasizing the determination of both countries' leaders to effectively implement the Vietnam-Algeria Strategic Partnership framework in the near future.
