This afternoon of April 3, the Secretary General of the National Assembly held a press conference on the anticipated program of the First Session, 16th National Assembly. The organizational structure and personnel matters are the main focus of this session. The National Assembly will allocate approximately 2.5 days to consider and decide on these matters.

Orientation of the National Assembly's activities for the next 5 years

In his opening speech, Secretary General of the National Assembly Le Quang Manh expressed thanks for the responsible and effective cooperation of media agencies with the National Assembly's activities in the past period.

He said that the recent election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term was organized amidst significant national transformations and following the exceptional success of the 14th National Party Congress.

With over 76 million voters participating, achieving a 99.7% turnout, this was the largest-scale election with the highest voter turnout to date. The significant success of this election was the election of 500 National Assembly deputies and essentially sufficient deputies for People's Councils at all levels.

This result was achieved based on a solid socio-political foundation and the trust and determination of the entire nation to enter a new development phase.

The official opening of the First session of the 16th National Assembly will mark the beginning of the term, providing direction for all National Assembly activities over the next five years. This is a crucial milestone for continuing institutional innovation, enhancing the effectiveness and efficiency of oversight, and deciding on important national issues to meet the demands for rapid and sustainable development.

Le Quang Manh stated that one of the focuses of this term is to build an increasingly professional and modern National Assembly, gradually operating on a digital platform in all processes: from legislative policy-making, organizing discussions to voting on laws, resolutions, and important decisions. At the same time, aiming to further expand democracy, ensuring that the people's opinions are fully and honestly received and reflected in the process of formulating and deciding on major policies.

With this spirit, the First Session of the 16th National Assembly will focus on key tasks such as: Consolidating the state apparatus; considering and deciding on new socio-economic development orientations for the new term; medium-term plans like the 5-year socio-economic development plan, 5-year public investment plan, and 5-year national financial and budget plan.

The "frameworks" shaping economic development in the coming years will be discussed and approved at this session, laying the foundation for implementation in subsequent years. Additionally, in response to practical demands, the first session will also consider and approve several urgent and important law projects and resolutions, creating momentum for the country's development in the upcoming phase as well as growth and development goals.

The Secretary General of the National Assembly expressed confidence that the proactive and professional coordination of media agencies in the past will continue to be promoted in the future to fully and vividly convey information about the session, thereby contributing to spreading the image of a renewed, action-oriented, professional National Assembly serving the people.

Simultaneously, Le Quang Manh urged news and media agencies to enhance their coverage of the session, promoting revolutionary journalism, providing full and objective reporting on activities, and reflecting the democratic nature of parliamentary activities, accurately conveying the sentiments and aspirations of voters and the people nationwide to the 16th National Assembly.

The National Assembly allocates 2.5 days to decide on organizational structure and personnel

Presenting a summary of the anticipated session program, Deputy Head of the National Assembly Office Nguyen Van Hien stated that the preparatory session will be held on the afternoon of April 5, with the official opening on the morning of April 6, and is expected to conclude on April 23 at the National Assembly House, Hanoi. The total working time of the session is expected to be around 11 days, divided into 2 phases (Phase 1: April 6-12; Phase 2: April 20-23, with April 24 and 25 as reserves).

According to the plan, at this session, the National Assembly will consider and decide on: Organizational structure and personnel; 8 law projects, 1 legal resolution; 5 groups of content on socio-economics, finance, budget, oversight, and other important issues; simultaneously, there are 9 groups of content for which agencies will send reports for National Assembly deputies to study. Among these, the National Assembly will allocate approximately 2.5 days to consider and decide on organizational structure and personnel matters.

For some important and urgent contents that need to be presented to the National Assembly at the First Session to promptly implement resolutions and conclusions of competent authorities, or to immediately address urgent, arising issues from practice, the Standing Committee of the National Assembly has requested the Government to urgently prepare dossiers in accordance with regulations, ensuring quality and timely submission to National Assembly agencies for study and review; the Standing Committee of the National Assembly will provide opinions during the National Assembly's recess between the two phases; if the dossiers meet the conditions, they will be reported to the National Assembly for inclusion in the second phase of the session.

Deputy Head of the National Assembly Office Nguyen Van Hien affirmed that the preparation for the session was conducted meticulously. The Standing Committee of the National Assembly devoted considerable time to providing opinions on the contents. The National Assembly Office has strengthened its directive work, proactively coordinating with relevant agencies, actively implementing, reviewing, and completing to further enhance the quality of service for the session.

At the opening session, the General Secretary of the Central Committee of the Party will deliver a speech. Additionally, at this session, the National Assembly will consider and decide on organizational and personnel matters: Deciding the number of Vice Presidents of the National Assembly and members of the Standing Committee of the National Assembly; electing the President of the National Assembly, Vice Presidents of the National Assembly, members of the Standing Committee of the National Assembly as proposed by the Standing Committee of the 15th National Assembly; electing the Chairman of the Ethnic Council, Chairpersons of the National Assembly's Committees, State Auditor General, Secretary General of the National Assembly - Head of the National Assembly Office as proposed by the Standing Committee of the National Assembly; electing the President as proposed by the Standing Committee of the National Assembly.

Simultaneously, deciding the organizational structure of the Government for the 16th National Assembly term as proposed by the Government of the 15th National Assembly term; electing the Prime Minister as proposed by the President; electing the Vice President, Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuracy as proposed by the President; deciding the number of Government members for the 16th National Assembly term as proposed by the Prime Minister; approving the proposal of the Chief Justice of the Supreme People's Court on the appointment of Supreme People's Court judges; approving the proposal of the Prime Minister on the appointment of Deputy Prime Ministers, Ministers, and other Government members; approving the list of members of the National Defense and Security Council as proposed by the President.

Regarding legislative work, the session will consider and approve 8 law projects and 1 resolution, including: Civil Status Law (amended); Capital Law (amended) (under expedited procedures); Access to Information Law (amended); Belief and Religion Law (amended); Law amending and supplementing several articles of the Notary Law; Law amending and supplementing several articles of the Law on Representative Offices of the Socialist Republic of Vietnam Abroad; Law amending and supplementing several articles of the Legal Aid Law; Law amending and supplementing several articles of the Emulation and Commendation Law; National Assembly Resolution on coordination mechanisms, special policies to enhance the effectiveness of international investment dispute prevention and resolution (under expedited procedures).

Additionally, the session will also consider and decide on socio-economic, financial, budgetary, oversight, and other important issues.

Conducting elections for key state leadership positions

At the press conference, Deputy Head of the National Assembly Deputies Affairs Committee Ta Thi Yen stated that at the First Session of the 16th National Assembly, the National Assembly will conduct elections and approvals for a large number of key state leadership positions as stipulated by the Constitution and law.

The National Assembly will elect the Chairman of the National Assembly, Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly; elect the President, Vice President, Prime Minister, Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuracy, and State Auditor General.

The National Assembly will also approve proposals for appointments to positions such as Deputy Prime Ministers, Ministers, Government members, and a number of other positions within its authority. In total, the number of personnel elected and approved by the National Assembly at the first session is 39 positions related to all high-level state leadership positions at the central level, ensuring a comprehensive and synchronized institutional structure for the new term. This is one of the key and particularly important contents of the first session.

"This consolidation aims to fully complete the state leadership apparatus to organize and implement the tasks of national development in the 2026-2031 phase," Ta Thi Yen emphasized.

Responding to the press about the number of Vice Chairpersons of the National Assembly and Deputy Prime Ministers to be elected/approved at the first session, Ta Thi Yen affirmed that the determination of the number of these positions has been based on practical realities regarding organizational structure and workload, tasks in the new phase. Simultaneously, it strictly adheres to legal regulations and central orientations. The specific plan for the number of these positions has been considered by competent authorities in the overall proposal on organizational structure and personnel plan submitted to the National Assembly at the first session.

The National Assembly will base its decision on practical requirements, the nature of the work, on the principle of streamlining, effectiveness, and efficiency to determine the appropriate number. The general spirit is to ensure that the apparatus is both stable and has continuity, with reasonable adjustments to meet new development requirements.

"At this time, I cannot provide specific numbers, but I can affirm that the consolidation of the positions of Vice Chairpersons of the National Assembly and Deputy Prime Ministers will be carefully, comprehensively, and authoritatively considered and decided by the National Assembly to ensure the apparatus operates effectively, meeting the requirements of the new term," Ta Thi Yen emphasized.
