Prime Minister Pham Minh Chinh chaired the sixth meeting of the Coordinating Council for Red River Delta Region in Hanoi on September 20, during which he urged the region to take the lead in three major areas to drive the country to the new era.

The region must pioneer in making breakthroughs in rapid, sustainable growth to raise residents’ living standards, said PM Chinh, who is also Chairman of the council.

At the same time it should focus on restructuring the economy towards industry and services while fostering green, digital, circular and knowledge-based growth, while building modern, service-oriented two-tier local administrations that strengthen trust and investor confidence, he directed.

The Government leader highlighted the Red River Delta's particularly important role as one of Vietnam’s economic, cultural and political centres, a driving force and growth pole for both the region and the nation. He praised the region's strong performance so far this year.

Despite global and domestic headwinds, the region has posted impressive results. In the first half of 2025, its GRDP expanded 9.32%, the highest among the six economic regions.

In the first eight months, it attracted 5.4 billion USD in FDI (49.2% of national inflows), collected 814.6 trillion VND in State budget revenue (46.8% nationwide), and recorded 129.3 billion in exports USD (32.5% of the country's total).

Nearly 42,800 new businesses were established, representing one-third nationwide, while public investment disbursement reached 53.6%. Hai Phong, Quang Ninh, Bac Ninh and Ninh Binh provinces posted growth rates of 10.5–11.2%.

Bac Ninh led in FDI inflows and ranked second in exports; Hanoi placed second in State budget revenue; and Ninh Binh ranked third nationwide in public investment disbursement.

However, according to the council, bottlenecks remain. Development still lags behind potential, regional value chains and industrial clusters are underdeveloped, and key projects, including the Ninh Binh–Hai Phong Expressway, Hanoi Capital Region Ring Road 4, and Quang Ninh border-gate economic zones, are progressing slowly.

Outlining key solutions to the problems, PM Chinh stressed the need to complete the organisation of the council to focus on fulfilling the target growth of 8.3 – 8.5% in 2025 and double-digit rates in the following years.

Priorities include reviewing and removing institutional barriers, adjusting planning, accelerating infrastructure development, especially transport, telecoms, energy, culture, education, health care, and sports, and mobilising all resources through increased revenue, prudent spending, and expanded public–private partnerships.

The PM emphasised that land, natural resources and minerals belong to the people, with the State representing ownership and ensuring fair use.

He also urged stronger science, technology and innovation, speedy resolution of long-delayed projects, effective environmental and social policy, housing development, cultural preservation and tourism growth.

He stressed regional and inter-regional connectivity, including border-gate economic zones in Quang Ninh, and called for high-quality human resources and smart governance.

Each ministry, sector and locality should act as a firm link in building the Red River Delta into a dynamic, modern growth pole that leads the national economy, he asked.

PM Chinh urged all council members, ministries and localities to demonstrate a high sense of responsibility, determination and bold action, contributing to the region’s pioneering role in national development.
