Talking about the 13th National Party Congress, in the 14th Session of the 12th Party Central Committee, General Secretary, President Nguyen Phu Trong had requested Central Committee members to closely study the drafted Report of the Politburo and related personnel documents, to carefully consider and to put the interests of the Party, the nation-state above all else.

The Committee considered the personnel preparation of the 13th National Party Congress a responsibility of the entire Party and the political system, rather than the sole issue of the Personnel sub-committee and the Central Committee. In the personnel preparation of the 13th National Party Congress, the Central Committee has considered the collective and individual responsibility of each Central Committee, Politburo and Secretariat member; responsibilities of the party committees, organizations and related agencies in personnel assessment.
Notably, in the upcoming National Party Congress, the Central Committee had provided specific requirements for delegates attending the National Party Congress, along with clearly identified their responsibilities in running, proposing or voting in the National Party Congress.
The 14th session of the Party Central Committee discussed meticulously and reached high consensus on the personnel nomination for the Politburo and the PCC Secretariat for the 13th tenure, including both candidates for re-election and new nominees. The Politburo and sub-committee in charge of the personnel affairs were assigned to complete personnel plans to submit to the PCC for consideration and decision at the upcoming 15th session. |
The procedure on personnel work of the 13th National Party Congress had been elaborately and innovatively prepared in comparison to previous ones. Associate Professor, Dr. Nguyen Viet Thong, Secretary General of the Central Theoretical Council of the Party, Permanent member of the 13th National Party Congress’ editorial team had informed that for the first time, the 12th Politburo had established a Steering Committee on organizing strategic-level officials for 2021-2025; published the Plan no. 11 on planning of the Central Committee, the Politburo, Secretariat and pivotal senior leaders of the Party, the State for 2021-2025, stressing that “the Motto is moving step-by-step and remaining steady along the way.”
According to Associate Professor, Dr. Nguyen Viet Thong, unlike the previous National Party Congresses, the upcoming one would not create a long-term planning, but focus solely on planning for the next term (2021-2025). The upcoming planning would not assign titles simultaneously, but rather assign those titles step-by-step, meaning that the planning for the Central Committee would come first before moving on to planning for the Politburo, Secretariat and pivotal senior leaders of the Party, the State.

Looking back on the personnel preparation for the 13th National Party Congress up until now, former Director of grassroot party department, Central Organization Commission had evaluated that the preparation’s quality received special attention, on the basis of meeting the necessary number and required mechanisms without lowering standards.
The 13th Central Committee must be a unified, integrated, transparent and resilient group; has a renovative mindset and strategic vision; represents the entire Party of wisdom, spirit, disciplinary while closely associates with the people and guarantees to inherit, develop continuous, steady shifts between generations of Party senior officials.
The percentages of young, female and ethnic officials for the 13th National Party Congress have increased in comparison to the previous one: For example: the percentage of under-45 officials is above 10% (9.5% in the 12th National Party Congress); female officials 10-12% (10% in the 12th National Party Congress); ethnic officials 10-12% (8.5% in the 12th National Party Congress).
The procedure and operation on this term’s personnel work have had some innovations – for example, the 3-step procedure used in previous National Party Congresses have been modified into a 5-step procedure.
“The 3-step procedure consists of two submissions to the Standing Committee and one submission to the Central Committee; in the 5-step procedure, two submissions would be on the Standing Committee, two on the Central Committee, with a feedback from pivotal officials. Therefore, the personnel planned for the Committee would be more democratically, carefully reviewed and voted.” – former official Nguyen Duc Ha explained.
