WVR/VNA - Party General Secretary To Lam has urged the Government’s Party Committee to direct the Party Committee of the Ministry of Finance (MoF) and relevant agencies to effectively implement orientations for mobilising financial resources, prioritising macroeconomic stability and inflation control to attract maximum domestic and foreign investment for national development.

On December 17, in Hanoi, chairing the second meeting of the central steering committee for perfecting institutions and laws, the Party General Secretary underlined the need to create the most favourable legal framework to promote the country’s development.

He asked for closer coordination between fiscal and monetary policies, synchronous development of government bond, capital, and monetary markets, and the removal of institutional bottlenecks through substantive administrative and business reforms to reduce legal compliance costs and creating a transparent and favourable investment and business environment for all economic sectors in accordance with the Politburo's guidelines and directions.

The Party leader, who is also head of the central steering committee, also stressed the need to pay heed to enhancing the management and efficient use of state capital in enterprises, and to promptly roll out special mechanisms and policies for the development of international financial centre, free trade zones, and digital assets.

He requested the Party Central Committee’s Commission for Policies and Strategies to study the MoF Party Committee’s report and incorporate relevant contents into the draft resolution of the Party Central Coommitee on strategic solutions to achieve double-digit economic growth linked to setting up a new growth model.

The Party chief urged the MoF Party Committee to urgently review and improve policies and laws on small- and medium-sized enterprise (SME) development, ensure effective support in line with the Politburo’s relevant resolutions, and revise the law on support for SMEs in 2026, focusing on removing bottlenecks in access to credit and reforming support policies for training, advisory and legal services, science and technology, innovation, green transition, and sustainable business.

Effectively implementing these measures will help create jobs and livelihoods for a large workforce, support social welfare, and strengthen the confidence of workers and SME owners in the Party’s and State’s inclusive policies in the new development period, he stressed.

Regarding key directions for improving legislation on fighting corruption, wastefulness and wrongdoings, the Party leader requested the Party Committee of the Government, the Supreme People’s Court and the Supreme People’s Procuracy, and relevant agencies to further institutionalise the Party’s views and guidelines into legal regulations, based on the report’s contents.

The Party Central Committee’s Commission for Internal Affairs is tasked with studying the report to supplement and finalise the review of 20 years of implementing a resolution adopted at the 10th Party Central Committee’s third meeting on strengthening the fight against corruption, wastefulnesss, and wrongdoings, and to draft a new resolution for submission to the Party Central Committee.

For the report on improving laws on decentralisation and delegation of authority, the Party leader stressed that the Government’s Party Committee should promptly address local proposals, including reviewing and issuing guidance and explanations for 355 tasks requiring legal or guiding documents, proposing adjustments for 10 tasks requiring adjustment of authority between the central government and localities, or among different levels of local authorities, and closely monitoring implementation to timely resolve difficulties, ensuring the guiding principle of “localities decide, act, and take responsibility” is upheld.

He emphasised that improving institutions and laws is crucial for creating a favuorable legal framework to drive national development in line with the objectives set out in the documents for the 14th National Party Congress.
