Overseas Vietnamese - bridge bringing Dak Lak to the world

The overseas Vietnamese community is an integral part, a resource of the Vietnamese people, and a vital factor contributing to strengthening friendly relations and cooperation between Vietnam and other countries. Dak Lak is utilizing this opportunity to mobilize and gather investment resources to exploit the potential and advantages for breakthrough development worthy of being a central city in the Central Highlands.

Capitalizing on overseas Vietnamese resources

The country’s fortune, potential, position and international reputation are increasingly enhanced, the overseas Vietnamese community (OVC) is growing in number and expanding in localities with nearly 6 million people living and working in 130 countries and territories. In Resolution No.36-NQ/TW dated March 26, 2004 and the Politburo’s Directive No.45-CT/TW dated May 19, 2015, it was consistently affirmed: “Overseas Vietnamese are an integral component and a resource of the Vietnamese ethnic community”.

Faced with the new situation and requirements for the country’s development, the 13th Party Congress set the tasks of “more comprehensively and strongly deploying the work of OVC”, at the same time, supporting the OVC to strengthen its legal status, developing and integrating into the host society, and actively contributing to realizing the vision and goals of national development.

On that basis, the Politburo issued Conclusion No.12-KL/TW dated August 12, 2021 on overseas Vietnamese affairs in the new situation. It can be said that this is one of the important milestones for the work on human resources in the context of international integration.

Clearly defining the position, role and importance of the OVC in the country’s socio-economic development, in recent years, Dak Lak province has focused, promoted, and paid much attention to the work of overseas Vietnamese, especially those whose homeland is Dak Lak; The Provincial People’s Committee issued Plan No.67/KH-UBND dated March 24, 2022 to implement tasks and assign all levels, sectors, and localities in the province to coordinate well in propaganda and connection work, disseminate the Party and State’s promulgation, the province’s policies with overseas Vietnamese through different communication channels.

Accordingly, in order to attract overseas Vietnamese who wish to connect, find information and opportunities for investment coordination, trade promotion, and advertise the cultural image and Dak Lak people into the international environment, contributing to build a more and more developed country, until now, the province has mobilized overseas Vietnamese back to their country to implement financial activities under various frameworks.

The entire province now has an entrepreneur registered by the OVC and contributes capital on various fields such as food and drinks supply service; commission agent service; wholesale of agricultural raw materials. In general, investment and business activities of overseas Vietnamese significantly contribute to the locals’ socio-economic development.

According to the Dak Lak province’s World Bank, in the 2016-2021 period, remittance by overseas Dak Lak transferring from trade bank systems in the province reached 156,656,303 USD; not including cash, jewelry, and valuable objects that overseas Vietnamese carrying back to their hometown visits; significantly contributing to investment, consumer and improving people’s lives.

In February 2023, Dak Lak issued the plan “Promote overseas Vietnamese human resources contributing to developing Dak Lak province in the 2023-2027 period” in order to utilize resources and mobilize overseas Vietnamese to act as a bridge for the province in communication work, promoting the image of the land, culture, people, achievements, and potential to develop Dak Lak’s social economy beyond the world, to the numerous overseas Vietnamese communities.

At the same time, the province established a close relationship between the province and the overseas Vietnamese in general and Dak Lak overseas in particular; focusing on countries, territories, areas where the overseas Vietnamese community is actively working towards the country or foreign localities with a large number of overseas Vietnamese, receiving attention and favorable conditions from the present country’s government. At tge same time, the province strengthened connections, attracting the overseas Vietnamese to participate in cooperation, investment, trade promotion, technology, science, and engineering transformation.

The province has also connected with the overseas Vietnamese associations and unions to participate in supporting and promoting the establishment of Dak Lak’s fellow-countrymen association and fellow-countrymen’s relatives association in localities where many overseas Vietnamese living; strengthen the organization of group exchange, friendly exchange, and tourism connection activities to promptly grasp the thoughts and aspirations of overseas Vietnamese and take in their contributions to participate in building and developing the country.

Besides, the province effectively fulfilled and implemented mechanisms, policies and laws for the OVC, which focuses on synchronously building and implementing specific strategies and solutions to approach, encourage, and attract the overseas Vietnamese in general and Dak Lak overseas in particular with high professional qualifications, having demand for scientific research, having financial potential and extensive international relationship to contribute to the country.
