Ninh Binh - Nam Dinh - Thai Binh Expressway seeking more investors

Total investment capital of the expressway has been proposed at $962 million.

The government has directed authorities in northern Thai Binh province to review the Ninh Binh - Nam Dinh - Thai Binh Expressway project to ensure the investment capital has been calculated in line with the actual circumstances and to take measures to call for more capital from investors.

The Expressway has a total length of 88 km, connecting the three northern provinces of Ninh Binh, Nam Dinh, and Thai Binh. It is part of an expressway linking Ninh Binh with northern Hai Phong city.

The project’s investor had earlier proposed total investment capital of VND23 trillion ($962 million), including interests for loans.

The project will be invested under the public-private partnership model. State capital will not exceed 50 per cent.

The expressway from Ninh Binh to Hai Phong passing through Ninh Binh, Nam Dinh, Thai Binh and Hai Phong provinces is invested in the form of public-private partnership (PPP), in the form of BOT contract.

The route is expected to have a length of about 80km, of which 18km will go through Ninh Binh, about 33km through Thai Binh, about 29km through Nam Dinh and 9km from the bridge over Thai Binh river to Highway 37 invested by Hai Phong city.

Besides the coastal route, the investment in the expressway from Ninh Binh to Hai Phong will create a driving force for the development of the southern region of Hanoi, the Red River Delta and the North Central region, and is of great significance, connecting many provinces and cities.
