Also in attendance were Party Central Committee members: Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Manh; Chairman of the Committee on Culture and Society Nguyen Dac Vinh; Permanent Deputy Chairman of the Committee on National Defense, Security, and Foreign Affairs Vu Hai Ha.
Reporting to the National Assembly Chairman, President of the Vietnamese Student Association in Italy Vu Thi Bich Diep expressed gratitude to the National Assembly for its continuous support, guidance, and facilitation of educational development, as evidenced by increasingly expanded scholarship policies, contributing to the growing number of Vietnamese students in Italy in recent years.
Currently, the Vietnamese student community in Italy numbers around 1,000 to 1,200 individuals studying in various fields such as engineering and technology, architecture, design and arts, economics and management, law and international relations, and natural sciences.

In recent years, there has been a noticeable shift in the choice of study fields towards areas such as artificial intelligence, data, information technology, and design, while fields related to sustainable development and green energy are also increasing but not yet significant.
The President of the Vietnamese Student Association in Italy hopes that relevant agencies will enhance support mechanisms for Vietnamese citizens abroad in completing legal and residency procedures; promote mechanisms connecting Vietnamese students abroad with domestic and international labor markets.
The Vietnamese Student Association in Italy also suggests that the Party and State continue to refine policies to attract and utilize high-quality human resources returning to Vietnam; enhance the role of the Vietnamese student community in Italy as a local support and connection network.

In a warm and friendly atmosphere, on behalf of the Party and State leadership, National Assembly Chairman Tran Thanh Man extended sincere greetings and best wishes to the outstanding Vietnamese students and scholars in Italy.
The National Assembly Chairman stated that Vietnam and Italy have established diplomatic relations for over 50 years, including more than 10 years as strategic partners. Investment, trade, and tourism cooperation have developed positively, with bilateral trade reaching approximately USD 7.3 billion in 2025. Italian investment in Vietnam is currently estimated at around USD 550 million. The two countries have great potential to continue developing strong relations in the future.
Providing information on the domestic situation in recent times, particularly the successful organization of the 14th National Party Congress, the successful election of the 16th National Assembly deputies, and deputies of the People's Councils at all levels for the 2026–2031 term, and the recent restructuring of the leadership apparatus for the new term, the National Assembly Chairman emphasized that our Party has decided on major policies to lead the country into a new era – an era of national resurgence.
Among these, the Congress Resolution places special emphasis on developing high-quality human resources, especially in new fields, to serve the country's development in the new phase. The National Assembly Chairman pointed out that the outstanding students and scholars at today's meeting are following the spirit of the 14th National Party Congress Resolution.

Emphasizing the important role of intellectuals and students, the National Assembly Chairman stated that to achieve double-digit growth, stabilize the macroeconomy, and control inflation, science and technology, innovation, and digital transformation must be considered key.
Recently, the Politburo issued Resolution 57 on breakthroughs in the development of science, technology, innovation, and national digital transformation. The National Assembly has amended and enacted the Law on Science, Technology, and Innovation, enacted the Artificial Intelligence Law, placing Vietnam among the approximately 10 countries worldwide with AI legislation; simultaneously, it has completed legislation on digital transformation and digital technology, ensuring alignment with practical conditions.
To develop these fields, the National Assembly Chairman agreed that institutional improvements must continue. Affirming that the Party's policies are comprehensive and the National Assembly has institutionalized them, creating favorable conditions for students and scholars to study, work, and contribute, the National Assembly Chairman hopes that students and scholars will return to serve the country and the people, focusing on the homeland. The National Assembly Chairman urged the Vietnamese Embassy in Italy to continue paying attention, understanding the aspirations of intellectuals and students to create the most favorable conditions for living, studying, and ensuring the rights of Vietnamese people in the host country.
The National Assembly Chairman advised the Vietnamese Student Association in Italy to enhance communication about the country's socio-economic development, policies, and laws passed by the National Assembly, contributing to connecting overseas Vietnamese in general and the Vietnamese community in Italy in particular towards their homeland.

The National Assembly Chairman stated that the Party and State of Vietnam have issued many policies to attract Vietnamese experts and intellectuals abroad to contribute to the country's development. Some localities offer high incentives for master's and doctoral degree holders. Fields such as digital transformation, artificial intelligence, and the green economy are in great need of high-quality human resources.
The National Assembly Chairman hopes that students and scholars, regardless of their field of study, will proactively engage with science and technology, innovation, so that upon returning, they can make practical contributions to their homeland and country, helping Vietnam become a high middle-income country by 2030 and a high-income country by 2045.
