NA Chairman Tran Thanh Man receives Acting Secretary-General of Japan's Liberal Democratic Party Hagiuda Koichi
WVR - On the morning of July 22, at the National Assembly House, National Assembly Chairman Tran Thanh Man received Acting Secretary-General of Japan's Liberal Democratic Party (LDP) Hagiuda Koichi, along with the LDP delegation during their visit to Vietnam from July 20-23, 2026.

On behalf of the National Assembly and the people of Vietnam, National Assembly Chairman Tran Thanh Man congratulated Japan's Liberal Democratic Party on its victory in the House of Representatives election last February and extended warm regards to Japanese Prime Minister Takaichi Sanae and the leaders of Japan's House of Representatives and House of Councillors.
National Assembly Chairman Tran Thanh Man reaffirmed that Vietnam consistently regards Japan as one of its most important and long-term strategic partners and supports the leading role of the ruling LDP. He expressed his hope for closer coordination with the party to further deepen the Vietnam–Japan Comprehensive Strategic Partnership and effectively implement the agreements reached by the two countries’ high-level leaders during Prime Minister Takaichi Sanae’s visit to Vietnam in May.
The top legislator stressed that the Vietnamese National Assembly will continue to support, oversee and provide a favourable legal framework for the effective implementation of these commitments.
Highlighting the substantive progress achieved since the two countries upgraded their ties to a Comprehensive Strategic Partnership nearly three years ago, the National Assembly Chairman noted strong growth in official development assistance (ODA), investment, trade and tourism. He thanked Japan for its valuable support in Vietnam’s socio-economic development, infrastructure construction, legal and institutional development and human resources training, particularly through large-scale ODA-funded infrastructure projects that have become symbols of bilateral friendship.
To further strengthen bilateral ties amid evolving global challenges, he suggested that Hagiuda Koichi and the LDP leadership to continue promoting parliamentary cooperation through regular high-level exchanges and stronger engagement among legislators, particularly young and women parliamentarians and LDP parliamentarians. He also encouraged Japan to support the implementation of large-scale flagship projects in Vietnam in such areas as digital transformation, green transition, artificial intelligence (AI), semiconductors and infrastructure.
He also proposed that the LDP support and assist in organizing Vietnam-Japan Festivals in both countries, as well as local connection forums such as the second Vietnam-Japan Local Forum in Hue in September 2026 and the Vietnam-Japan Cultural Exchange event at the end of September 2026 in Can Tho.
Congratulating the success of Vietnam's 14th National Party Congress and the new leadership after the recent Congress, Acting Secretary-General Hagiuda Koichi expressed gratitude for the warm reception the Vietnamese National Assembly extended to the multi-party Japan-Vietnam Parliamentary Friendship Alliance delegation led by Alliance Chairman Obuchi Yuko in August 2025. He also expressed joy at revisiting Vietnam after three years since his visit in 2023, marking the 50th anniversary of Vietnam-Japan relations.
Mr. Hagiuda Koichi affirmed that the LDP and the Japanese National Assembly support strengthening comprehensive and substantive cooperation in all fields with Vietnam, valuing the Vietnam-Japan relationship and being ready to accompany and support Vietnam in achieving strategic autonomy.
Appreciating the role and support of the two countries' parliaments in developing Vietnam-Japan cooperation relations, Hagiuda Koichi expressed delight at the announcement that the Vietnamese National Assembly has appointed Head of the Party Central Committee's Commission for Organization Nguyen Duy Ngoc to the position of Chairman of the Vietnam-Japan Parliamentary Friendship Group.
Hagiuda Koichi proposed enhancing cooperation and exchanges between the two countries' Parliamentary Friendship Groups/Alliances and establishing a new information exchange mechanism between the two ruling parties in the near future.
The Acting Secretary-General of the LDP also affirmed that the Japanese Government supports implementing a new generation ODA program, promoting cooperation between the two countries in economic security, green transition, AI, and creating favourable conditions for nearly 700,000 Vietnamese currently living and working in Japan.
