NA Chairman Tran Thanh Man: Thorough preparations for the First Session of the 16th National Assembly

On the morning of March 19, after a period of urgent, serious, and highly responsible work, the 55th session of the National Assembly Standing Committee concluded under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man.

In his closing remarks, Chairman Tran Thanh Man noted that the session took place at a very special time: the transitional phase between two terms, following the successful election of the 16th National Assembly deputies and People's Council deputies for the 2026-2031 term.

During this session, the NA Standing Committee reviewed and provided opinions on several important matters, particularly legislative work and preparations for the First Session of the 16th National Assembly.

Thus far, the Standing Committee has completed discussions and provided opinions on all law projects and resolutions for which the Government has timely prepared dossiers (including 08 law projects and 01 legal resolution project).

The Chairman emphasized that at the First Session, the Government plans to present 09 law projects and 01 resolution. However, one law project, the amendment and supplementation of certain articles of the Social Insurance Law, has not yet been submitted. If not promptly proposed, the Government should submit an adjustment proposal to withdraw it from the legislative program to ensure compliance with procedures and regulations.

The Standing Committee also provided opinions for the National Assembly to approve the proposal to appoint Supreme People's Court judges and consider other matters within its jurisdiction.

The Chairman urged the drafting agencies to promptly study and fully incorporate the UBTVQH's opinions, continue to perfect the dossiers of the law projects, and ensure quality before presenting them at the First Session of the 16th National Assembly.

Emphasizing the substantial workload remaining for the First Session and the limited time left, the Chairman called on the National Assembly, Government, National Election Council, and related agencies to focus intensively, meticulously preparing each content and stage to ensure all preparations are comprehensive, synchronized, and on schedule.

First and foremost, thorough preparation of personnel matters is essential. Relevant agencies must closely coordinate to prepare complete dossiers and documents, ensuring compliance with Party regulations and State laws.

Additionally, it is necessary to finalize and incorporate the UBTVQH's feedback and promptly send the official dossiers of the law projects and resolutions to the elected National Assembly deputies.

"Unlike previous terms, right at the first session of the new term, the National Assembly will simultaneously review, provide opinions, and pass several law projects and resolutions. Therefore, preparations must be more thorough and meticulous," the Chairman emphasized.

The Chairman reminded the National Assembly Office to swiftly complete preparations, especially work equipment, and coordinate with relevant agencies to ensure timely and complete document delivery to serve the 16th National Assembly deputies, "leaving no stage neglected".

Newly elected National Assembly deputies need special attention to information provision and guidance documents, helping them quickly grasp the program, content, and operational methods of the National Assembly, participating effectively from the first session.

The Chairman stated that the 15th NA Standing Committee will hold one final session to provide opinions on the remaining matters before presenting them to the National Assembly. These include crucial topics: the 5-year socio-economic development plan, the 5-year national financial plan, and the 5-year medium-term public investment plan.

Therefore, agencies must promptly complete dossiers and documents immediately after receiving feedback from the Central Committee, ensuring quality for the Standing Committee to review, provide opinions, and present to the National Assembly.

Emphasizing that all matters need to be initiated early to ensure an effective transition between terms, with work proceeding smoothly and continuously, the Chairman urged related agencies to continue demonstrating responsibility, closely coordinating, proactively preparing the best possible content and necessary conditions, ensuring the First Session of the 16th National Assembly is organized with dignity, scientific rigor, and efficiency, laying a solid foundation for the National Assembly's activities throughout the new term.
