MOFA and Dong Nai City sign Coordination Regulation on foreign affairs and international integration for 2026-2030

Speaking at the signing ceremony of the Coordination Regulation between the Party Committee of the Ministry of Foreign Affairs and the Party Committee of Dong Nai City, Politburo Member, Party Secretary of the Ministry, Minister of Foreign Affairs Le Hoai Trung congratulated Dong Nai on officially becoming a centrally governed city, marking a historic milestone, acknowledging the persistent efforts of the Party, government, and people of the city.

According to Minister Le Hoai Trung, Dong Nai currently possesses many strategic advantages in terms of economic scale, population, infrastructure, along with a rich history and culture. The city serves as a multifunctional growth gateway, a dynamic urban center, and a hub for industry, aviation, and national innovation.

In this context, the Minister emphasized that local foreign affairs should play the role of a “pathfinder”, contributing to connecting national diplomatic strength with local potential and advantages. The signing of the Coordination Regulation between the Party Committee of the Ministry of Foreign Affairs and the Party Committee of Dong Nai City is a testament to the shared determination to promote cooperation, thereby creating additional momentum for Dong Nai to develop and integrate deeply.

Minister Le Hoai Trung noted that the effectiveness of the Coordination Regulation depends primarily on the implementation stage. The focal agencies of both sides need to adhere to the motto “substantial, effective, and measurable”, reflected through products, added value, and specific results.

Accordingly, coordination activities need to be concretized by annual action plans, linked with clear quantitative criteria, such as results in attracting investment projects, the number of contracts signed between enterprises, as well as mobilizing resources and knowledge from the overseas Vietnamese community.

Minister Le Hoai Trung expressed confidence that with the courage, creativity, solidarity, discipline, and aspiration of the Party, government, and people, the Coordination Regulation will create practical “boosts”, contributing to the rapid, sustainable, civilized, and modern development of Dong Nai, deserving of being a centrally governed city and an important growth pole of the Southeast region and the entire country.

Speaking at the ceremony, Party Central Committee Member, Party Secretary of Dong Nai City Vu Hong Van thanked Minister of Foreign Affairs Le Hoai Trung, the Party Committee, and the leadership of the Ministry of Foreign Affairs for their attention, companionship, and support for Dong Nai, as well as for coordinating the construction and signing of the Regulation.

According to the Party Secretary of Dong Nai City, the signing of the Regulation not only establishes a more regular and tighter coordination mechanism between the two sides but also creates a framework to connect the strengths, resources, and diplomatic network of the Ministry of Foreign Affairs with the development needs of Dong Nai in the new phase.

Party Secretary Vu Hong Van stated that this requirement is particularly meaningful for Dong Nai in the context of post-administrative unit arrangement, where the city has greater space and development potential. Resolution No. 16-NQ/TW of the Politburo has established a vision to build Dong Nai into an airport city, a riverside city, multi-center, green, smart; developing high-tech industry, aviation industry, aviation economy, and aiming to be a globally connected city.

Based on this, Dong Nai's foreign affairs need to continue innovating, shifting from expanding relations to creating development opportunities; from attracting resources broadly to connecting strategic resources. The effectiveness of foreign affairs should be linked to the results of resource mobilization, market expansion, technology reception, connecting strategic investors, and creating practical benefits for the city, businesses, and residents.

Through the Coordination Regulation, Dong Nai aims to better leverage the strengths, experience, and diplomatic network of the Ministry of Foreign Affairs; while enhancing the introduction and connection of Dong Nai's potential, advantages, and development opportunities with international partners.

Party Secretary Vu Hong Van affirmed that the Party Committee of Dong Nai City is committed to implementing the Regulation with a proactive, responsible, substantial, and effective spirit. The city will coordinate with the Ministry of Foreign Affairs to concretize the contents of the Regulation into annual cooperation programs and tasks, clearly defining content, focal points, progress, and responsibilities; while regularly exchanging and promptly resolving arising difficulties and obstacles.

Party Secretary of Dong Nai City expressed confidence that, based on the established cooperation framework, along with the attention, companionship, and support of the Ministry of Foreign Affairs, foreign affairs and international integration will increasingly contribute practically to the development process of Dong Nai in the new phase.
