Maritime cooperation should be considered a pillar in VN-Brunei relations: PM

PM Nguyen Xuan Phuc has stressed the need for Viet Nam and Brunei to further enhance maritime and ocean cooperation, considering this a pillar in the comprehensive partnership between the two countries, as both sides are coastal nations with important geo-political positions.

The PM made the remarks during his meeting with Sultan Haji Hassanal Bolkiah of Brunei Darussalam in Ha Noi on March 27.

He highly appreciated the results of the talks between the Sultan of Brunei and Party General Secretary and State President Nguyen Phu Trong, while welcoming the two sides’ elevation of their ties to comprehensive partnership level. 

PM Phuc suggested that Viet Nam and Brunei strengthen the exchange of all-level delegations, especially at the high level, in addition to holding meetings and consultations at multilateral forums and effectively promoting the bilateral cooperation mechanism aiming to tighten political trust.

In the immediate future, the two sides should coordinate to successfully organize the 2nd meeting of the Viet Nam-Brunei Joint Commission for Bilateral Cooperation in Brunei in 2019, he said.

The Government leader urged both sides to effectively implement the defense and security cooperation agreements that they have already signed, and strengthen the mutual visits of naval vessels as well as their close coordination at multilateral defense-security forums.

The two sides need to further deepen economic cooperation under the new approach in line with the Fourth Industrial Revolution, striving to soon achieve the goal of US$500 million in two-way trade revenues, he stated.

The PM recommended boosting two-way investment and creating an open legal policy framework and a favorable business environment for businesses of the two countries to seek investment and business opportunities.

He welcomed the signing of an agreement between the Ministry of Agriculture and Rural Development of Viet Nam and the Brunei Ministry of Primary Resources and Tourism concerning the establishment of a hotline to support marine fisheries activities at sea.

PM Phuc affirmed that Viet Nam gives priority to and wishes to join Brunei in promoting the implementation of the ASEAN Community Vision 2025, especially in the near future as Viet Nam and Brunei assumes the role as the ASEAN Chair in 2020 and 2021, respectively.

Regarding the East Sea issue, what’s important is to ensure peace, stability, security, safety, freedom of navigation and aviation, respect for international law, including the 1982 UN Convention on the Law of the Sea, the strict and full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and the prompt finalization of an effective, substantive and binding Code of Conduct in the East Sea (COC), the Vietnamese leader said.

For his part, the Sultan of Brunei voiced his delights as the two countries have elevated bilateral relations to a comprehensive partnership.

He highly appreciated Viet Nam’s desire to cooperate in the production of Halal food certification, while agreeing on the acceleration of trade and investment cooperation between the two sides.

Sultan Haji Hassanal Bolkiah congratulated and supported Viet Nam to assume the role of ASEAN Chair in 2020, stating that in the coming time, relevant parties continue to implement practical cooperation activities within the DOC framework, which will help build trust to maintain peace in the East Sea.

Congratulating Viet Nam on ratifying the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the guest affirmed Brunei’s commitment to ratifying the deal and work closely with Viet Nam to finalize negotiations on the Regional Comprehensive Economic Partnership (RCEP) this year.

Agreeing with the Sultan’s ideas, PM Phuc emphasized that the establishment of a comprehensive partnership will open a new chapter in bilateral relations. He said that with its abundant experience in agriculture, Viet Nam is willing to support Brunei in the field.
