Hanoi wishes to learn from Fukuoka’s urban development experience

On October 12, Member of the Central Committee - Deputy Secretary of the City Committee - Chairman of the Hanoi People's Committee Tran Sy Thanh worked with a delegation from Fukuoka City (Japan) led by Deputy Major Eiichi Nakamura.

At the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that 2023 is a special year in Vietnam-Japan relations, marking the 50th anniversary of the establishment of diplomatic ties between the two countries. Accordingly, commemorative and delegation exchange activities took place enthusiastically, including at the national, local and business levels.
Mentioning that Hanoi is currently in the process of urban planning with various big plans for economic and environmentally-friendly smart urban development, Mr. Thanh expects to receive cooperation and assistance from international friends, including Japan and the city of Fukuoka.
Appreciating the urban development strengths of Fukuoka city, Mr. Thanh hopes that Hanoi can learn valuable experiences, especially in developing public transport infrastructure, including building urban railways and subways; the transformation to clean energy for buses; digital traffic management in particular and cities in general and community healthcare.
Mentioning the plan to expand Hanoi’s development space with new urban areas, the Belt Road No.4 Project, and the Hoa Lac high-tech zone all have great potential for cooperation with Japanese investors, Mr. Thanh hopes that the Deputy Mayor of Fukuoka City will act as a bridge to attract Japanese organizations and businessess.

Appreciating the potential for cooperation raised by Chairman of the Hanoi People's Committee Tran Sy Thanh, Deputy Mayor of Fukuoka City Eiichi Nakamura said Fukuoka is the first city in Japan to have a master plan for long-term development (in 1961) and have rich experience in urban development.
According to Deputy Mayor Eiichi Nakamura, Fukuoka currently has three urban railway lines, coming into operation since 1980, managed by the city itself, bringing advantages for travel for both tourists and residents. Currently, many businesses capitalize on Fukuoka’s geographical location, strong startup ecosystem and young human resources in order to set up a second headquarters, build data centers and establish important support infrastructures.
In reference to another strength of Fukuoka - its water management system with a 100-year history of development, Deputy Mayor Eiichi Nakamura emphasized that the characteristic of not having large rivers and often suffering from water shortages have pushed Fukuoka to become the city using clean water most effectively in the world, with a loss rate of only 2,2%. In addition, the city’s wastewater treatment system is also advanced and can even partially meet the needs of production activities.
Deputy Mayor Eiichi Nakamura affirmed that Fukuoka is ready to share information and experience in sectors that Hanoi concerns.
Appreciating the useful information from Deputy Mayor Eiichi Nakamura, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that Fukuoka’s strengths are also sectors that Hanoi concerns. He said that there will be further discussion so that the Hanoi city’s working group coming to Japan in early November, pay attention to the potential for cooperation with Fukuoka, as well as strengthen shares and learn from Fukuoka in these sectors.
