Ha Giang is a northernmost mountainous province of Viet Nam, with a total area of 7,900 km2, The East borders Cao Bang province, the West borders Yen Bai and Lao Cai provinces, the South borders Tuyen Quang province, the North borders the People's Republic of China. The province is home to 19 ethnic minority groups, 64% of the population is of working age, of which over 50% are young workers.
Ha Giang’s GDP in the first 6 months of 2021 was estimated at VND 6,286.2 billion, up 3.81% over the same period last year. The province has granted investment registration certificates for 174 extra-budgetary projects, 4 foreign direct investment projects (accumulated by the end of 2020, there are 310 projects registered for operation with a total investment capital of 43,394.28 billion VND).
Ha Giang maintains and develops traditional friendly cooperative relations with Yunnan province, Guangxi province (China), Benguets province (Philippines), Moriya city (Ibaraki province, Japan) and Boeun district (Chungcheongbuk province, South Korea). It has signed a strategic cooperation framework with the World Bank, in which WB's proposal to support the province includes: Consulting on orientations and strategies for socio-economic development in the period of 2020 - 2025, with a vision to 2045; Advising and reviewing the Provincial Planning with a vision to 2045; green, clean and sustainable tourism development strategy implementing the project of developing community-oriented eco-tourism with 3 main components: Improving the transport system linking the tourist areas; Building “hanging lakes” system for domestic water supply; Building community cultural tourism villages, etc.
Actively expanding cooperation with international organizations, associations, businesses, non-governmental organizations, the province attended Investment promotion conferences in the US, France, Japan, South Korea and participated in promotional programs of the Ministry of Foreign Affairs such as Meet Korea 2020, Meet Japan 2020.
In the first 6 months of 2021, Ha Giang received and implemented 31 programs, projects and aid from foreign NGOs, of which 16 are new, an increase of 3 times compared to the same period last year, with a funding commitment of 6,462,203 USD, an increase of 1.5 times compared to the same period in 2020, with the disbursement of 1,356,640 USD (31.2 billion VND). Some NGOs operate effectively such as Plan International, BDCF/Australia, GNI/Korea, GTV/Italy, LOAN Stiftung/Germany, Care International...
In order to promote the province’s potentials, shift the economic structure towards fast and sustainable development, effectively mobilize and use resources to attract investment, the province established an Investment attraction committee, promulgated the Resolution on investment attraction in the 2021-2025 period, the Resolution on the economic restructuring of Ha Giang province to 2030, the Strategy of international integration to 2030.
Additionally, focusing on calling for and attracting projects in the fields of agriculture, tourism, and services to drastically improve the investment environment in the direction of openness, transparency and equality creating the most favorable conditions for investors; strengthening the work of foreign affairs’ information, introducing and promoting the image, culture and potential of Ha Giang to international friends, gradually building Ha Giang to develop strongly in tourism, trade, services and typical agricultural products, following the Resolution of the 17th Provincial Party Congress, term 2020 – 2025.
