Welcoming Comrade Kikeo Khaykhamphithoune and the LPRP delegation visiting and attending the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party, General Secretary To Lam highly appreciated the significance of this visit and workshop. This comes at a time when both Parties and countries are actively implementing their Party Congress resolutions, aiming for the successful organization of the National Party Congress in early 2026, while both nations are striving to streamline and consolidate their political systems.
The General Secretary expressed delight and highly praised the positive and comprehensive achievements of Laos in recent times, especially in preparing for the 12th Party Congress, laying a solid foundation for a new development phase. He affirmed Vietnam's strong support for Laos in its renewal and development efforts, ready to share experiences and prioritize support for Laos in implementing strategic issues in the new term.
On this occasion, General Secretary To Lam conveyed warm regards to General Secretary and President Thongloun Sisoulith and other Lao leaders.
The General Secretary emphasized the critical role of theoretical work for both Parties. This year's workshop theme, "Organizing the Political System to Meet New Development Demands - Experiences from Vietnam and Laos", is a strategic topic receiving close attention and guidance from the leadership of both Parties and States.
This is an opportunity for managers and scientists from both sides to engage in extensive discussions, clarifying similarities in the reform directions of Vietnam and Laos. They will exchange views on building a streamlined, unified, efficient, and effective apparatus that is close to and for the people.
General Secretary To Lam stated that Vietnam has actively streamlined its organizational structure, enhancing the effectiveness and efficiency of the political system, drawing valuable lessons. Vietnam recognizes that having a streamlined apparatus and a competent workforce is essential for the substantive implementation of Party resolutions. He emphasized that organizing the apparatus aims to shift governance thinking from a service-oriented to a development-oriented government, with the people at the center.
A major lesson is that "all Party policies must be for the people", ensuring "what is said must be done; the Central Committee sets an example, and localities respond". The Central Committee provides direction and policy, while localities actively implement them to meet the needs and interests of the people at the grassroots level.
This is valuable experience that Vietnam is ready to share with Laos to help strengthen theoretical foundations and enhance the leadership and governance capabilities of each Party in the new phase.
On behalf of the delegation, LPRP Politburo member Kikeo Khaykhamphithoune thanked General Secretary To Lam for his time and for sharing valuable insights, reflecting the deep and steadfast brotherly ties between the two Parties and nations.
Congratulating Vietnam on its significant, comprehensive, and historically meaningful achievements after 40 years of renewal and particular admiration for the outstanding results in streamlining and organizing the political system, the LPRP Politburo member sees these as valuable experiences for Laos to study and apply appropriately to its realities.
He noted that the 12th Theoretical Workshop continues the tradition of theoretical cooperation over the years, enriching the theoretical treasure of both Parties, serving the leadership and development of the country in the new context. He affirmed that the theoretical cooperation results between the two Parties not only deepen the special Vietnam-Laos relationship but also help both sides strengthen the theoretical basis for Party building and national development along the socialist path.
