At the meeting, Finnish Prime Minister Petteri Orpo warmly welcomed General Secretary To Lam, his spouse, and the high-ranking Vietnamese delegation on their official visit to Finland. He affirmed that the visit marks an important milestone in further strengthening the traditional friendship between the two nations.

Prime Minister Petteri Orpo expressed his delight at the robust developments between the two countries, emphasizing the significance of upgrading their relationship to a Strategic Partnership. This move opens up new, promising cooperation opportunities, especially amidst the profound global and regional changes occurring today.

Expressing sincere gratitude to Prime Minister Petteri Orpo for the warm and cordial reception, General Secretary To Lam affirmed that Vietnam always values its traditional friendship with Finland. He emphasized that the Party, State, and people of Vietnam deeply appreciate and remember Finland's assistance during the early stages of Vietnam's renovation efforts, particularly Finland's non-refundable aid in areas such as water supply and sanitation, poverty reduction, climate change adaptation, and forestry. General Secretary To Lam congratulated Finland on its outstanding achievements in socio-economic development and its role and position within the EU.

Reporting on some key outcomes of the talks with President Alexander Stubb, General Secretary To Lam affirmed that Vietnam is ready to closely cooperate with Finland to elevate their relationship across key pillars such as politics-diplomacy, defense-security, science-technology and digital transformation, education-training, environment and climate change response, culture, and people-to-people exchanges. He confirmed that Vietnam is prepared to act as a bridge and promote cooperation between Vietnam-EU and Finland-ASEAN.

The two leaders agreed to enhance bilateral cooperation in various fields, from politics to economy-trade, investment, education-training, local cooperation, and more. General Secretary To Lam emphasized the need for both countries to increase delegation exchanges and high-level contacts across cooperation channels to boost bilateral cooperation.

In terms of economy, trade, and investment, the General Secretary highlighted Finland as a very promising trade partner for Vietnam in Northern Europe. He proposed that Finland cooperate and share experiences with Vietnam in building a circular economy. He also encouraged Finnish businesses to increase investment in Vietnam, especially in Finland's strong sectors such as maritime cooperation, renewable energy, environment, and processing technology.

The General Secretary also requested Finland's support for the European Commission (EC) to soon lift the "yellow card" on illegal, unreported, and unregulated (IUU) fishing for Vietnam's seafood exports.

Agreeing with the cooperation proposals by the General Secretary, Prime Minister Petteri Orpo affirmed that with the newly established Strategic Partnership foundation, the Finnish government will continue to support the promotion of bilateral relations. The focus will be on boosting economy-trade-investment, science-technology, green economy, circular economy, renewable energy, digital transformation, innovation, healthcare, and facilitating Finnish businesses to expand cooperation in Vietnam.

On this occasion, the leaders exchanged views on international and regional situations and shared concerns; they affirmed close coordination and mutual support at multilateral forums and endorsed the Vietnam-EU relationship. Both sides emphasized the importance of maintaining peace, stability, cooperation, and development in each region and globally, based on international law and the United Nations Charter.

On this occasion, General Secretary To Lam conveyed an invitation from Prime Minister Phạm Minh Chính to Prime Minister Petteri Orpo to visit Vietnam.
