General Secretary To Lam to pay state visit to the Kingdom of Cambodia

At the invitation of Cambodian King Preah Bat Samdech Preah Boromneath Norodom Sihamoni, General Secretary of the Communist Party of Vietnam Central Committee To Lam will lead a high-level Vietnamese delegation on a state visit to the Kingdom of Cambodia. Additionally, at the invitation of Cambodian People's Party Chairman Samdech Akka Moha Sena Padei Techo Hun Sen, General Secretary To Lam will co-chair a high-level meeting between the Politburo of the Communist Party of Vietnam and the Standing Committee of the Cambodian People's Party. He will also co-chair a meeting of the leaders of the three parties of Vietnam, Cambodia, and Laos in Cambodia on February 6, 2026.

Vietnam and Cambodia established diplomatic relations on June 24, 1967. Recently, both sides have continued to maintain numerous high-level and bilateral engagements, as well as participation in multilateral forums.
Party channel cooperation plays a guiding role in the bilateral relationship. Important bilateral cooperation mechanisms are regularly organized and continue to be effective. The two sides successfully coordinated the Conference on Cooperation and Development of Border Provinces (in Phnom Penh, November 27-29, 2025) and the 21st Session of the Joint Committee on Economic, Cultural, Scientific, and Technical Cooperation (in Siem Reap, December 8-9, 2025).
Defense and security cooperation remains a cornerstone, becoming increasingly close and substantive. Both sides affirm the principle of not allowing any hostile forces to use their territory to harm the other's security.
Based on treaties, agreements, and high-level leaders' accords, functional agencies, authorities, and local border communities are actively coordinating the demarcation and border marker planting on land.
In 2019, the two sides signed two legal documents recognizing the demarcation and border marker planting achievements of approximately 84% of the Vietnam-Cambodia land border and are continuing negotiations to resolve the remaining 16%.
Trade, investment, and tourism cooperation is a highlight, showing stable growth. Bilateral trade turnover reached 11.33 billion USD in 2025, an increase of over 11.7% compared to 2024. Vietnam is currently Cambodia's third-largest trading partner (after China and the USA) and the largest trading partner within ASEAN.
To date, Vietnam has 229 investment projects in Cambodia with a total registered capital of approximately 2.94 billion USD, ranking second among 85 countries where Vietnam invests abroad (after Laos) and among the top five countries with the largest direct investment in Cambodia (after China, Republic of Korea, Singapore, and Japan).
Both sides are actively working towards the goal of achieving 20 billion USD in bilateral trade turnover soon. In the first 11 months of 2025, Vietnam had about 1.11 million tourists visiting Cambodia (leading the list of countries with tourists to Cambodia) and welcomed 614,225 Cambodian tourists.
Other areas of cooperation in education, training, transportation, culture, health, telecommunications, etc., are also being actively promoted. Exchanges and cooperation between associations and mass organizations are maintained with innovative forms.
The two countries also closely coordinate at international, regional, and sub-regional forums, especially the United Nations, ASEAN, and ASEAN-led mechanisms, as well as Mekong sub-regional cooperation mechanisms, contributing to enhancing each country's prestige and position in the region and the world.
