The year 2025 also marked a significant shift in development thinking and action, reflected through institutional reforms, streamlining of the apparatus, enhancing national governance effectiveness, and restructuring development space.

General Secretary To Lam affirmed that these achievements vividly demonstrate the strength of “the Party's will and the people's heart”, solidifying the national solidarity. The image of overseas Vietnamese representatives participating for the first time in the parade blocks during major national events at the Independence Palace and Ba Dinh Square is a clear testament to the truth that “Vietnam is one, the Vietnamese nation is one”.

The General Secretary emphasized that the Party and State consistently uphold the principle of taking the people as the root; in which, the overseas Vietnamese community is an inseparable part of the nation, a particularly important resource for national solidarity in the new era of development.

In recent times, the Party and State have always focused on protecting the legitimate rights and interests of overseas Vietnamese, continuously improving policies to facilitate their stable life, integration into local societies, preservation of cultural identity, and connection with the homeland.

Moreover, many intellectuals, scientists, experts, and overseas Vietnamese entrepreneurs have made significant contributions in fields such as science and technology, education and training, investment, trade, and promoting the country's image. Many teachers persistently preserve and spread the Vietnamese language and culture to younger generations born abroad; overseas Vietnamese also always accompany and share with compatriots in the country during natural disasters and difficulties.

The General Secretary affirmed that the Party and State always cherish, acknowledge, and highly appreciate the affection and responsibility of overseas Vietnamese towards the homeland.
