On the morning of February 5, in Vientiane, following an official and solemn welcoming ceremony, General Secretary To Lam held talks with General Secretary and President Thongloun Sisoulith. Attending the talks with General Secretary To Lam were Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.
During the talks, Lao General Secretary and President Thongloun Sisoulith warmly welcomed and highly appreciated General Secretary To Lam's choice of Laos as the first country to visit in his capacity as General Secretary of the 14th Party Central Committee. He affirmed that this state visit by General Secretary To Lam and the high-ranking delegation of the Party and State of Vietnam holds special significance in the history of the two countries' relations, especially with the participation of Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.
This is a strong political message, reflecting the highest level of trust between the two Parties and countries, the unique and special solidarity between the two nations, and the great importance the Communist Party of Vietnam and General Secretary To Lam personally place on the special Vietnam-Laos relationship.
The Lao General Secretary and President expressed gratitude to the Party, State, and People of Vietnam for their warm and respectful reception of the high-ranking delegation of the Lao Party and State during their state visit to Vietnam at the end of January.
Lao General Secretary and President Thongloun Sisoulith expressed confidence that the historic visit would successfully continue to strengthen and deepen the great friendship, special solidarity, comprehensive cooperation, and strategic connectivity between Vietnam and Laos, bringing tangible benefits to the peoples of both countries.
Lao General Secretary and President Thongloun Sisoulith praised the significant, comprehensive achievements of historical significance that Vietnam has achieved after 40 years of Renewal, especially during the XIII Congress term. He once again warmly congratulated the success of the XIV Congress of the Communist Party of Vietnam and expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will continue to achieve new and greater accomplishments, successfully implementing the XIV Congress Resolution and achieving the two centennial goals.

General Secretary Tô Lâm warmly congratulated the successful XII Congress of the Lao People's Revolutionary Party, affirming it as a politically significant event marking a new development phase in the revolutionary cause of the Lao Party, State, and people.
General Secretary Tô Lâm highly appreciated the significant, historically meaningful achievements that the Lao Party, State, and people have attained over 40 years of steadfastly implementing comprehensive, principled, and inherited renovation policies. They have gradually built and developed a socialist-oriented economy, maintained political and social stability, and continuously expanded foreign relations, thereby enhancing the country's position and prestige in the regional and international arena.
General Secretary Tô Lâm valued the high strategic goals set by the XII Congress for the next phase, along with the important foundation of achieved accomplishments. He expressed confidence that the Central Committee, Politburo, and Secretariat of the XII Congress of the Lao People's Revolutionary Party, led by General Secretary Thongloun Sisoulith, will continue to uphold the revolutionary tradition, maintain solidarity, self-reliance, and resilience, promote innovative creativity, and lead Laos to successfully achieve the strategic goals set by the XII Congress. They aim to complete development goals by 2055, marking the 100th anniversary of the Party's founding, striving to make Laos a high middle-income country and soon approach the group of high-income countries.
General Secretary Tô Lâm affirmed that the Communist Party of Vietnam always considers the successes of the Lao Party, State, and people as shared joy; always trusts and strongly supports the cause of building and developing the brotherly country of Laos. The Communist Party of Vietnam is ready to work with the Lao People's Revolutionary Party to further deepen the great friendship, special solidarity, comprehensive cooperation, and strategic connectivity between Vietnam and Laos, considering it an invaluable asset, a development rule, and a factor ensuring the victory of each country's revolutionary cause today and in the future.
General Secretary Tô Lâm and Lao General Secretary and President Thongloun Sisoulith expressed joy at the extensive, effective, and substantive development in Vietnam-Laos cooperation in recent times. They emphasized that the achievements not only directly contribute to each country's development but also positively contribute to regional peace, stability, and development.
The two leaders reached a high consensus on the foundation of a common understanding of the special solidarity relationship, in which they continue to prioritize and effectively implement the contents of the high-level agreement and joint statement between the two countries achieved in December 2025, as well as the results of Thongloun Sisoulith's recent state visit to Vietnam. They highly appreciated that many contents of these agreements have been promptly concretized and implemented by both sides with practical actions.
The two leaders agreed that, besides the positive results achieved, based on existing agreements and cooperation mechanisms, both sides will continue to innovate cooperation methods, improve quality and effectiveness towards more substantive outcomes, closely link strategic vision with specific actions, and strengthen strategic coordination between the two Parties and countries.
Based on the major orientations with long-term vision that both sides have agreed upon, the two leaders agreed to focus on implementing key priorities in this term to soon realize the goal of strategic connectivity between the two countries, in the context of each Party implementing the new term Congress Resolution and developing socio-economic development plans for 2026-2030.
Accordingly, both sides will continue to enhance information exchange, share experiences in implementing each Party's Congress Resolution. Along with that, they will strengthen the linkage of the two economies, prioritize resource concentration, closely coordinate, and decisively implement strategic projects, creating new momentum for economic, trade, investment, and regional development connectivity, striving for bilateral trade turnover to reach 10 billion USD in the near future. They emphasized cooperation in education and training and human resource development, especially high-quality human resources, which should continue to be identified as a strategic, long-term cooperation field between the two countries.
In addition, both sides will continue to enhance cultural exchanges and people-to-people exchanges, especially among the younger generation; promote cooperation in information and communication to widely propagate the tradition of special Vietnam-Laos solidarity, contributing to strengthening understanding and the cultural and spiritual foundation between the peoples of the two countries.

Both sides also need to establish a government-level inspection and supervision mechanism to check, evaluate cooperation results, and promptly address difficulties so that projects are implemented on schedule and according to agreements.
On this occasion, the two leaders also exchanged extensive views on the world and regional situation and agreed to enhance exchanges, consultations, and coordination on multilateral forums, strengthen ASEAN solidarity, and consolidate ASEAN's central role.
On the occasion of the New Year of the Horse, on behalf of the Party, State, and People of Laos, General Secretary and President Thongloun Sisoulith sent warm, brotherly congratulations to the Party, State, and People of Vietnam, wishing the country and people of Vietnam many new victories.
At the conclusion of the talks, General Secretary Tô Lâm and Lao General Secretary and President Thongloun Sisoulith witnessed the signing of important cooperation documents between ministries, sectors, localities, and relevant agencies of the two countries in education, justice, and local cooperation, continuing to create a legal foundation and new momentum, concretizing the strategic connectivity content in the cooperative relationship between the two countries.
