National Assembly President Saysomphone Phomvihane warmly welcomed General Secretary To Lam, highly appreciating his State visit to Laos along with the high-level Vietnamese delegation. This visit takes place as both Parties, States, and peoples celebrate the success of the 12th National Congress of the Lao People's Revolutionary Party and the 14th National Congress of the Communist Party of Vietnam.

The Lao National Assembly President congratulated and praised the significant and comprehensive achievements Vietnam has made recently. He especially congratulated General Secretary To Lam on being re-elected with absolute trust by the Party, State, and people of Vietnam. He emphasized that General Secretary To Lam choosing Laos as his first foreign visit in his new role after the 14th National Party Congress, and being the first high-level foreign delegation to visit Laos after the 12th Congress of the Lao People's Revolutionary Party, vividly demonstrates the priority both Parties and States place on the great friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam. The Lao National Assembly President shared his impression of the highly successful high-level talks on the morning of February 5, where three key Vietnamese leaders visited Laos, highlighting the special relationship between the two countries.

General Secretary To Lam expressed his pleasure at making a State visit to Laos in his role as General Secretary of the 14th Central Committee of the Communist Party of Vietnam. He was delighted to meet again with Lao National Assembly President Saysomphone Phomvihane and congratulated him on being re-elected to the 12th Politburo of the Central Committee of the Lao People's Revolutionary Party.

General Secretary To Lam warmly congratulated Laos on the significant, comprehensive, and historically meaningful achievements it has made over 40 years of renewal, as well as the resounding success of the 12th Congress of the Lao People's Revolutionary Party. He praised Laos' economic development strategy outlined in the Third Political Platform and the important resolutions of the 12th Congress of the Party, which demonstrate a long-term, comprehensive, and consistent strategic vision aimed at building an independent, self-reliant, rapidly developing, and sustainable economy.

General Secretary To Lam commended the role, responsibility, and important contributions of the Lao National Assembly in concretizing and ensuring the effective implementation of the national development strategy. He expressed confidence that, as the highest state power body, the Assembly will closely accompany the Party and Government in promptly and comprehensively institutionalizing the renewal policy, major socio-economic development guidelines, maintaining political stability, and ensuring the practical benefits of the Lao people, successfully implementing the 12th Congress Resolution of the Party.

On this occasion, General Secretary To Lam reaffirmed that Vietnam consistently values and prioritizes its unique relationship with Laos, strongly supporting the comprehensive cause of defending and building Laos. He expressed deep gratitude for the great, sincere, and invaluable support that the Party, State, and people of Laos have extended to Vietnam over the years.

The General Secretary provided an update on Vietnam's situation, particularly the results of the 14th National Party Congress and Vietnam's active preparations for the 16th National Assembly election and the People's Councils at all levels for the 2026-2031 term.

The cooperation activities between the Committees and agencies of the National Assembly have been implemented in various flexible forms, both bilaterally and at regional and international inter-parliamentary forums. They agreed to continue deepening the "strategic linkage" agreed upon by the two countries in December 2025, thereby affirming a shared vision, intertwined strategic interests, and a long-term partnership for sustainable, resilient, and prosperous development of both nations.

National Assembly President Saysomphone Phomvihane thanked General Secretary To Lam for his close attention and guidance in promoting cooperation between the two National Assemblies and the two countries in general. He affirmed that he would work closely with the Vietnamese National Assembly to effectively oversee the implementation of high-level agreements and cooperation agreements, especially key economic projects, thereby further deepening the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos. The Lao National Assembly President emphasized that regardless of how the situation evolves, the great relationship and solidarity between Laos and Vietnam will remain unchanged.

Both sides agreed to focus on thoroughly implementing and enhancing oversight of the effective implementation of agreements reached between the two countries. They will continue to regularly exchange high-level visits, visits between the leaders of the two National Assemblies and between the National Assembly Committees, continuously expanding and enhancing effective cooperation in economic-trade, security-defense, people-to-people exchanges, and localities, and promoting the relationship between the two countries. They will also strengthen cooperation, exchange, and share experiences, particularly in building and perfecting institutions and laws.

The legislative bodies of the two countries will continue to promote their roles, spreading the strength of cooperation in politics, defense-security to the economic field and other areas. They will also establish and perfect favorable cooperation mechanisms, coordinating with the Government, local authorities, and ministries of the two countries to address difficulties and promote the development and strong connection of Vietnam-Laos relations in the new phase.

Both sides agreed to continue close coordination and mutual support at regional and international parliamentary forums. They will enhance consultation and coordination of positions on international and regional issues, in line with the interests and concerns of each country, harmonizing with the common stance of ASEAN and related parties, contributing to maintaining a peaceful and stable environment for development.

On this occasion, General Secretary To Lam wished the 10th Lao National Assembly election and the election of People's Council deputies at all levels for the 2026–2030 term a great success.
