Lao Prime Minister Sonexay Siphandone warmly welcomed General Secretary To Lam and the high-level Vietnamese delegation on their state visit to Laos. He highly appreciated this visit by General Secretary Tô Lâm, which takes place amid the jubilant atmosphere of both Laos and Vietnam celebrating the success of their Party Congresses. He considers this visit to have profound historical significance, contributing to new momentum in strengthening and deepening the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

Prime Minister Sonexay Siphandone emphasized that General Secretary To Lam's choice of Laos as the first country to visit in his foreign activities program following the success of the 14th Congress of the Communist Party of Vietnam demonstrates the highest priority in the relations between the two countries. This is an invaluable shared asset of the two nations, reflecting the highest level of political trust between the two Parties and States, and is a vivid testament to the special solidarity between the two countries.

On this occasion, the Lao Prime Minister warmly congratulated General Secretary To Lam for continuing to receive the high trust of the Party, being elected as the General Secretary of the Central Committee of the Communist Party of Vietnam.

The Lao Prime Minister highly valued the results of the high-level talks on the morning of February 5, noting that for the first time in history, three key leaders of Vietnam visited Laos, showcasing the uniqueness of the relationship between the two countries.

The Lao Prime Minister congratulated and highly appreciated the significant, comprehensive, and historically meaningful achievements that Vietnam has attained in its national construction and defense, especially after 40 years of renovation, including the notable achievements of the 13th Congress term. He expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will continue to achieve new victories, successfully implementing strategic goals by 2030 and the vision for 2045. The Lao Prime Minister expressed deep gratitude and sincere thanks to the Party, State, and people of Vietnam for their timely, effective, and heartfelt support for Laos over the years.

General Secretary To Lam expressed his pleasure at revisiting Laos on his first foreign trip as General Secretary of the 14th National Central Committee of the Communist Party of Vietnam. He congratulated Prime Minister Sonexay Siphandone on continuing to receive the Party's trust, being elected to the Politburo of the 12th Central Committee of the Lao People's Revolutionary Party, emphasizing that this is a recognition and high appreciation by the Party, State, and people of Laos for Comrade Sonexay Siphandone's capabilities, prestige, and significant contributions to the construction, defense, and development of Laos.

General Secretary To Lam expressed his delight and highly appreciated the important achievements that Laos has attained in recent times, especially the significant, comprehensive, and historically meaningful results after 40 years of implementing the renovation policy under the leadership of the Lao People's Revolutionary Party. He congratulated the resounding success of the 12th Congress of the Lao People's Revolutionary Party – a major political event affirming the strength of national unity, steadfastness in comprehensive renovation, building on solid foundations established over time, aiming for sustainable development of Laos along the socialist orientation.

General Secretary To Lam is confident that with high political determination, firm resolve, and extensive experience after 40 years of renovation, under the wise leadership of the Party and effective governance of the Government, Laos will continue to achieve new, greater victories. He believes they will successfully implement the goals set out by the 12th Congress, stepping confidently into a new era of development with belief and aspiration, aiming for the country's development by 2055.

General Secretary To Lam highly appreciated the significant efforts of the Lao Party, State, and Government in leading and managing socio-economic development, stabilizing the macroeconomy, gradually overcoming difficulties, and improving people's lives. He also praised the direct and effective contributions of the Lao Prime Minister and various Lao ministries, sectors, and localities in promoting deeper, more substantive cooperation between the two countries, affirming that Vietnam fully supports Laos' renovation and international integration efforts.

General Secretary To Lam emphasized that both sides should continue to deepen the "strategic linkage" agreed upon by the two countries in December 2025, thereby affirming a shared vision, intertwined strategic interests, and a long-term partnership for sustainable, resilient, and prosperous development of the two nations.

The General Secretary welcomed the spirit of cooperation and decisive, specific directives that the two governments have been coordinating and implementing. He proposed that the two Prime Ministers continue to direct their respective agencies to closely coordinate and actively implement and concretize the commitments and agreements made by the high-level leaders of the two countries. He suggested that the two countries continue to strengthen political trust, maintain high-level delegation exchanges and contacts across all channels, effectively implement the results of the 48th meeting of the Vietnam-Laos Intergovernmental Committee, and prioritize cooperation in socio-economic development.

The General Secretary proposed that both sides promote and create breakthroughs in economic, trade, and investment cooperation, implementing specific measures to enhance connectivity and complementarity between the two economies, laying the foundation for long-term cooperation and mutual development. He emphasized prioritizing the connection of transportation and energy infrastructure, enhancing information exchange, sharing macroeconomic management experiences, and building an independent, self-reliant economy amid deep, substantive, and effective international integration. He also called for strengthening cooperation in education and training, culture, digital transformation, innovation, and the application of science and technology in management and production, while promoting the connection of the three economies of Vietnam, Laos, and Cambodia according to the shared understanding of the three parties.

The two leaders agreed on the direction of cooperation in the coming time across various fields, emphasizing the need for both sides to urgently and decisively concretize and effectively implement the cooperation agreements between the two Parties and Governments. They affirmed that advancing the strategic linkage is the "key" to a new phase of cooperation between the two countries, promoting bilateral trade towards balance and sustainability, while further facilitating long-term investment and business operations for enterprises from both countries.

Both sides agreed to coordinate in planning and organizing major celebrations, especially the 65th anniversary of diplomatic relations and the 50th anniversary of the signing of the Vietnam-Laos Treaty of Friendship and Cooperation in 2027.

General Secretary To Lam emphasized that the upcoming phase should shift from good cooperation to effective cooperation, from commitments to concrete results, with the highest measure being the benefits to the people of both countries.

Both sides agreed to continue enhancing information sharing, closely coordinating, and supporting each other at international and regional forums and sub-regional mechanisms. They aim to deepen the cooperation and integration process of the ASEAN Community, strengthen ASEAN's solidarity and central role, and maintain a common ASEAN voice on strategic regional issues.

On the occasion of the Vietnamese traditional New Year, the Lao Prime Minister wished the Party, State, and people of Vietnam health and happiness.
