WVR - On the afternoon of April 22, immediately after the State-level welcoming ceremony at the Presidential Palace, General Secretary and President To Lam held talks with President of the Republic of Korea (RoK) Lee Jae Myung, who is on a state visit to Vietnam.

General Secretary and President To Lam warmly welcomed President Lee Jae Myung and his spouse, along with the high-level delegation of the Republic of Korea government, on their state visit to Vietnam. He expressed appreciation and high regard for President Lee Jae Myung as the first state guest following Vietnam's completion of its leadership structure after the 16th National Assembly elections.

General Secretary and President To Lam emphasized that the visit is the most vivid testament to the strong, effective, and highly politically trustworthy Comprehensive Strategic Partnership between Vietnam and the Republic of Korea.

Expressing delight at the significant achievements made by the government and people of the Republic of Korea in recent times, General Secretary and President To Lam wished the Republic of Korea continued success in achieving new "Han River miracles," thereby contributing to regional and global peace and prosperity.

For his part, President Lee Jae Myung expressed his pleasure at visiting Vietnam again and witnessing the dynamic development of the country. He sincerely congratulated General Secretary To Lam on being elected as President with high confidence by the 16th National Assembly.

The Republic of Korea leader expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, Vietnam will continue to achieve significant accomplishments in realizing its socio-economic development goals.

President Lee Jae Myung affirmed that the relationship between the Republic of Korea and Vietnam is special and close like brothers, and the Republic of Korea will be a reliable partner accompanying Vietnam in its goal to become a high middle-income developing country by 2030 and a high-income developed country by 2045.

Furthermore, based on the effective cooperation achievements between the two countries in recent times, President Lee Jae Myung affirmed his readiness to work with General Secretary and President To Lam and key Vietnamese leaders to promote the Vietnam-Republic of Korea Comprehensive Strategic Partnership towards a prosperous future.

In a friendly and cordial atmosphere, the two leaders engaged in deep exchanges about each country's situation, bilateral relations, and international and regional issues of mutual concern. The two sides agreed to enhance political trust and strategic cooperation at a new level; effectively implement existing cooperation mechanisms and agreements; expand practical cooperation in key areas of diplomacy, defense, and security; and coordinate in addressing non-traditional security issues and transnational crime.

Both sides emphasized the implementation of a strategic vision for economic linkage in the new context, striving to achieve the goal of bilateral trade turnover reaching 150 billion USD by 2030. They committed to continuing to facilitate trade, open import-export markets for each other's goods, and support Vietnamese businesses in participating in the Republic of Korea's production supply chain and building an independent, self-reliant economy.

General Secretary and President To Lam appreciated the investment participation and contributions of Republic of Korea businesses to Vietnam's socio-economic development process. He welcomed Republic of Korea businesses to expand their investment scale in priority areas such as infrastructure development, smart cities, semiconductors, large-scale AI data centers, smart port cooperation, and the construction of new-generation ports.

President Lee Jae Myung expressed gratitude and hoped that the Vietnamese government would continue to pay attention to and support in resolving difficulties and obstacles in Republic of Korea businesses' investment projects in Vietnam. He committed to closely coordinating with Vietnam to effectively deploy the Economic Development Cooperation Fund (EDCF) and the Economic Development Promotion Fund (EDPF), focusing on Vietnam's strategic infrastructure areas.

Additionally, both sides agreed to strengthen cooperation in science and technology, innovation, and digital transformation to become important drivers for promoting bilateral cooperation and each country's development goals. General Secretary and President To Lam proposed that both sides enhance cooperation in research and technology transfer between the two countries and requested the Republic of Korea to continue supporting Vietnam in implementing the Vietnam-Republic of Korea Institute of Science and Technology (VKIST) project.

Agreeing with and highly appreciating the proposals of General Secretary and President To Lam, President Lee Jae Myung stated that the Republic of Korea is ready to share technology in future industries such as AI, semiconductors, clean energy, and human resource training, contributing to supporting Vietnam's modernization efforts and the development of advanced science and technology. He suggested that both sides strengthen the connection of the innovation and startup ecosystems between the two countries.

General Secretary and President To Lam and Republic of Korea President Lee Jae Myung witnessed the signing ceremony of cooperation agreements in various fields between the ministries and sectors of the two countries.

The two leaders shared the view that continuing to expand cultural, educational cooperation and people-to-people exchanges will create a solid foundation for promoting the sustainable and long-term development of bilateral relations. They agreed to continue paying attention to, supporting, and protecting the legitimate rights of each country's community living, studying, and working in the other country, including multicultural families; and to strengthen practical cooperation between localities, thereby promoting people-to-people exchanges between the two countries.

General Secretary and President To Lam proposed that the Republic of Korea actively support Vietnam in developing the cultural and entertainment industries and share tourism promotion experiences.

Discussing cooperation at multilateral forums, General Secretary and President To Lam affirmed readiness to cooperate with the Republic of Korea to effectively implement the ASEAN-Republic of Korea Action Plan for 2026-2030, coordinate with Mekong countries to promote the organization of the Mekong-Republic of Korea Summit in 2026, thereby maximizing potential, enhancing economic linkage, and building new resilient and sustainable value chains.

The high-level leaders of the two countries shared a common strategic vision on maintaining peace and stability in the East Sea, ensuring legitimate rights and interests in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); emphasizing the importance of promoting peace on the Korean Peninsula.

After the talks, General Secretary and President To Lam and Republic of Korea President Lee Jae Myung witnessed the signing ceremony of 12 cooperation agreements in various fields between the ministries and sectors of the two countries, showcasing the rich and comprehensive achievements attained during this visit.

Later that evening, General Secretary and President To Lam and his spouse hosted a grand banquet to welcome President Lee Jae Myung and his spouse on their state visit to Vietnam.
