During the talks, Liu Haixing warmly welcomed Foreign Minister Le Hoai Trung to China in his capacity as Special Envoy of General Secretary To Lam. He affirmed that the tradition of sending special envoys to visit, congratulate, and brief results immediately after each Party Congress reflects the high level of political trust between the two Parties.
Expressing his pleasure at visiting China with the main task ofbriefing the results of the 14th National Congress of the Communist Party of Vietnam, Special Envoy Le Hoai Trung emphasized that the 14th National Congress of the Communist Party of Vietnam was a great success. He affirmed that the Party and State of Vietnam always prioritize developing relations with China and are ready to work closely with the Party and State of China to elevate the relationship between the two Parties and countries to a new, deeper, and more substantive level.
Liu Haixing expressed that the Central Committee of the Communist Party of China congratulates the success of the 14th Congress of the Communist Party of Vietnam. He is confident that under the wise leadership of the Central Committee of the Communist Party of Vietnam and General Secretary To Lam, the Vietnamese people will effectively implement the resolutions of the 14th National Party Congress and achieve the two "100-year goals" on the occasion of the Party's and the country's founding.

Liu Haitxng emphasized that the Communist Party of China, with General Secretary Xi Jinping as its core, is always ready to work with the Communist Party of Vietnam, led by General Secretary To Lam, to deepen comprehensive strategic cooperation and promote the development of a China-Vietnam Community with a shared future of strategic significance.
Both sides agreed that under the strategic guidance of the top leaders of the two Parties and countries, Vietnam-China relations have developed well and comprehensively, with deeper political trust, substantial cooperation achieving many breakthroughs, vibrant local and people-to-people exchanges, and increasingly close multilateral coordination.
Highlighting the importance of promptly concretizing high-level common perceptions, most recently the phone conversation between General Secretary To Lam and General Secretary and President Xi Jinping, both sides agreed to continue strengthening close coordination between the foreign affairs agencies of the two Parties and countries. They aim to promote the consolidation of the political foundation through high-level contacts and strategic exchanges, leveraging the core and guiding role of Party channel relations in promoting cooperation between the two countries.

Foreign Minister Le Hoai Trung proposed that both sides enhance substantive cooperation to create new breakthroughs in areas where both have strengths and needs. Key focuses include balanced and sustainable trade cooperation, expanding imports of Vietnamese agricultural and aquatic products, encouraging leading Chinese enterprises to make high-quality investments in Vietnam linked with human resource training and technology transfer, prioritizing railway connectivity, and promoting scientific and technological cooperation as a new highlight. Additionally, they aim to strengthen cooperation in education, healthcare, culture, and tourism, thereby solidifying the strong social foundation of Vietnam-China relations.
Appreciating and agreeing with the cooperation proposals of Foreign Minister Le Hoai Trung, Liu Haixing affirmed that the International Liaison Department of the Communist Party of China is ready to maintain close coordination with the Party Committee of the Ministry of Foreign Affairs of Vietnam. They aim to thoroughly implement the common perceptions of the top leaders of the two Parties, enhance the effectiveness of cooperation mechanisms, and dialogue through the Party channel. They also seek to strengthen cooperation in theoretical exchanges and experiences in Party building and national governance, improve the effectiveness of training and cadre development cooperation, and leverage the advantages of the Party channel in promoting economic-trade cooperation, high-quality investment, infrastructure connectivity, and people-to-people exchanges between the two countries, achieving many positive new developments.
During the talks, both sides exchanged views on international and regional issues of mutual concern, the situation of political parties worldwide, and their positive and responsible contributions to peace, cooperation, and development in the region and the world.
