The Global Town Hall, organized since 2020, is an annual forum held online by the Foreign Policy Community of Indonesia (FPCI), with the participation of approximately 10,000 officials, scholars, journalists, social organizations, and audiences from over 80 countries worldwide.
The 2026 Global Town Hall, themed “Calling for a Global Turning Point: Repositioning Development, Restoring Humanity, Restoring Justice in an Increasingly Volatile World”, features eight discussion sessions and nearly 50 speakers from the United States, China, Russia, Japan, Republic of Korea, India, Southeast Asian countries, and others around the world. The invitation for Minister Le Hoai Trung to deliver the keynote speech at the Global Town Hall reflects recognition of Vietnam's contributions and the international community's desire to hear Vietnam's perspectives.
In his keynote speech, Foreign Minister Le Hoai Trung noted that the world is witnessing numerous instabilities as the use and threat of force are on the rise, ten percent of the global population lives in extreme poverty, and key global development indicators are being reversed.
This reflects three fundamental crises occurring simultaneously and interacting with each other, as mentioned by General Secretary and President To Lam at the 23rd Shangri-La Dialogue, including the crisis of international order, the crisis of development models, and the crisis of strategic trust.

Based on this, Minister Le Hoai Trung shared his views on three major orientations.
Firstly, it is necessary to reshape the focus of development by ensuring inclusive participation, equitable sharing of benefits, and adequate risk management for all countries, especially medium and small-sized nations.
Secondly, the Minister emphasized that all policies should place people at the center. Efforts to build international order should aim for the highest goal of ensuring a peaceful, stable, and prosperous future for the people.
Thirdly, it is crucial to consistently uphold justice, adhere to international law, and the United Nations Charter. All countries should comply with common rules, enhance dialogue, and resolve disputes by peaceful means.
The Minister affirmed that Vietnam is always proactive and actively participates in addressing international and regional issues, upholding international law, and being an active and responsible member of ASEAN and the United Nations.
In 2026, Vietnam has contributed ideas on maintaining peace, stability, and common prosperity at the Shangri-La Dialogue, participated in resolving Middle East peace issues, chaired the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons, sent rescue teams to assist Venezuela in overcoming earthquake consequences, and for the first time, had a judge elected to the International Tribunal for the Law of the Sea.

The Minister shared that Vietnam pursues a development model based on resilience, creativity, humanity, sustainability, and integration, with people as the center, goal, motivation, and subject of development.
As the Chair of APEC 2027, Vietnam will contribute to joint efforts to promote sustainable growth in the region and address current common economic challenges.
Vietnam seeks to promote more transparent international cooperation on artificial intelligence and new technologies, as well as enhance the effectiveness of combating cybercrime. Additionally, the Minister affirmed that Vietnam will continue to work with ASEAN countries to build a people-centered ASEAN Community and promote ASEAN's central role in the regional structure.
Echoing the Minister's assessment, many speakers emphasized the necessity of reshaping the focus of development, enhancing inclusivity, sustainable development, and placing people at the center.
