Dear delegates and the entire Congress.
Today, I am very pleased to attend the 8th Congress of the Central Public Security Party Organisation, term 2025-2030– an event of special significance for the cause of national security protection, social order and safety, and the defense of independence, sovereignty, and territorial integrity of the Fatherland in the new revolutionary phase. On behalf of the Party and State leadership, I would like to extend my warmest greetings and best wishes to the distinguished guests; 350 Congress delegates, who are exemplary Party members representing the courage, intelligence, faith, and will of the Central Public Security Party, and to all comrades and through them to all generals, officers, non-commissioned officers, civil servants of the People's Public Security and forces participating in security and order protection at the grassroots level nationwide.

Dear comrades,
President Ho Chi Minh taught: "Our police is the people's police, serving the people and relying on the people to work"; all activities of the police aim to protect the interests of the people, wholeheartedly serving the people; the dedication and sacrifice of police officers and soldiers are to protect the peaceful and happy life of the people; the working method of the People's Police needs to follow the mass line, relying on the people, turning the people's strength into their own strength.
In the past term, deeply imbued with and effectively implementing the viewpoint "the people are the root", the center, the subject in all guidelines and policies for national security protection, social order, and safety, has created a source of strength for the Central Public Security Party Organisation and the entire People's Public Security force to complete and excellently complete all contents set out by Resolution of the 7th Congress of the Central Public Security Party Organisation; becoming one of the exemplary and outstanding Party organizations in implementing the 13th Party Congress's Resolution.
Before the 8th Congress of the Central Public Security Party Organisation, the Politburo collective listened to the Central Public Security Party Standing Committee report on the Congress preparation work and provided directives for the Party Standing Committee to finalize the draft documents to be presented at the Congress. The Politburo highly appreciates the Central Public Security Party Organisation for its tight leadership and direction, successfully organizing party congresses at all levels; actively preparing draft documents and personnel plans for the 8th Congress of the Central Public Security Party Organisation in accordance with the regulations and guidelines of the Party Central Committee, especially strictly implementing Directive 45 of the Politburo on party congresses at all levels towards the 14th National Party Congress.
The Congress documents reflect the spirit of innovation, creativity, intelligence, democracy, and solidarity, with a high sense of combat and action; seriously absorbing the directives of the Politburo; objectively and truthfully reflecting the results of implementing Resolution the 7th Congress of the Central Public Security Party Organisation; forecasting the situation and setting out directions, goals, tasks, solutions, and breakthrough work for the term 2025-2030 and subsequent years, affirming the courage, high determination, exemplary spirit, responsibility, daring to think, daring to do, daring to overcome challenges for the Party, for the people, for the successful implementation of the two 100-year goals set by the Party.
The outstanding results of the Central Public Security Party Organisation in the past term have been recognized and highly appreciated by the Politburo collective, which can be summarized in three aspects:
Firstly, the Party has led the police force to create breakthroughs and strong transformations in the work of national security protection and ensuring social order and safety.
In strategic advisory work, comrades have thoroughly grasped the spirit of "proactive security", going ahead, early forecasting, timely advising the Party and State to effectively handle complex situations related to national security and interests; courageously proposing to upgrade relations with some key partners, not only contributing to resolving the risk of the country being caught in a "trap" or being drawn into the "political chessboard" of major powers, but also creating a firm standing position, contributing to enhancing the prestige and image of an independent, autonomous nation with a position and role in the region and internationally.
In national security protection, comrades have well organized the struggle, dismantling, neutralizing hundreds of intelligence agents, suspected intelligence agents, espionage bases, deep insiders; attacking, breaking up, preventing the sabotage activities of many exiled reactionary organizations, opposition elements in the country, expanding the struggle with key sabotage elements abroad; neutralizing plots and activities inciting "secession", "autonomy" in strategic areas; pushing back the risk of economic dependence leading to political dependence; actively protecting the ideological foundation of the Party, fighting against wrong and hostile views with many innovative, creative, and highly effective methods.
Cybersecurity has been systematically, scientifically deployed with capabilities and proficiency meeting the high demands of the task. Fighting against crimes infringing on national security has achieved many results. Through this, the schemes and activities of hostile and reactionary forces exploiting the country's comprehensive and deep international integration to influence internal affairs and politically transform Vietnam have been thwarted, pushing back the highly cunning, sophisticated, and dangerous "peaceful evolution" threat; firmly protecting national security, the leadership of the Party, the regime, the government, and consolidating the trust of cadres, party members, and the people in the Party and the regime.
Successfully performing the functions and tasks of the police in major events such as the 70th anniversary of the Dien Bien victory (A70); 50 years of Southern liberation and national reunification (A50) and most recently, ensuring absolute security and safety for the grand celebration of the August Revolution and National Day on September 2 (A80) with unprecedented scale and stature, without the slightest error, highly recognized and appreciated by the Party, State, and People.
In crime prevention and control, comrades have decisively directed the fight against all types of crimes, especially corruption, wastefulness, criminal, and drug crimes, reducing social order crimes by 5% annually; investigating and handling thoroughly, strictly, and comprehensively many serious, complex corruption and economic cases with the spirit of "no forbidden zones, no exceptions", "handling one case to warn the whole region, the whole field", creating a high deterrent effect, contributing to pushing back degradation, "self-evolution", "self-transformation" within the Party, building a clean and strong Party, supported by the People.

Secondly, the Party has effectively led the implementation of police work to serve economic – social development, serving the people. Through security protection, order, crime investigation, and handling, the police force has promptly discovered and advised the Party and State on many issues regarding experience and technology, contributing to unifying the Party and State's awareness and thinking on many new, non-traditional issues, serving economic development. As the main unit building the National Population Database, laying the foundation for digital transformation, digital economy, digital society in the future, and serving the people better and more effectively.
Proactively proposing amendments, supplements, and new legal documents, reforming administrative procedures, creating maximum openness and convenience for economic – social development, creating development space for many new issues, actively contributing to legal construction, perfecting the socialist legal system. "For the country, forget oneself, for the people, serve" with the spirit "when the people need, when the people are in difficulty, there is the police", leading the movement of the whole country joining hands for the poor, leaving no one behind, eliminating temporary houses, dilapidated houses, helping people in times of danger and hardship, overcoming natural disaster consequences, shining the revolutionary police nature, truly being a reliable support for the Party, State, and People.
Thirdly, for itself, the Party has excellently completed the set goals, bringing the People's Public Security force "beyond itself", achieving remarkable growth and development, consolidating the trust and love of the Party, State, and People. The outstanding, exemplary, commendable point of the Central Public Security Party Organisation in the past term is that it has led to the basic completion of the goal of building the People's Public Security force "truly clean, strong, regular, elite, modern, meeting the requirements and tasks in the new situation" as set out by Resolution No. 12, dated March 16, 2022, of the Politburo. The Central Public Security Party Organisation and the entire People's Public Security force have been exemplary, leading the implementation of Resolution 18 of the Politburo on "continuing to innovate, arrange the organizational structure of the political system to be streamlined, effective, and efficient". Comrades are the pioneering unit in deploying the 2-level local police model, providing practical experience for the entire political system to resolutely implement the 2-level local government model.
The policy of deploying regular police to communes has truly proven effective; the police are truly close to the people, living with the people, helping the people, serving the people unconditionally. The security and order situation in villages, hamlets, households, and each citizen has improved, and the people support it.
With the issuance and effective implementation of a series of thematic resolutions on political and ideological education, culture, arts, regulations on studying and following Hồ Chí Minh's ideology, morality, and style, the Six Teachings of Uncle Ho for the People's Police; decisively fighting against corruption, wastefulness, and negativity right within the People's Police, creating a strong transformation throughout the force in performing public duties, cultural behavior, serving the people, building a beautiful image of the People's Police in the hearts of the people and international friends.
On behalf of the Party and State leadership, once again, I warmly congratulate and commend the great results and achievements that the Party and the People's Public Security force have achieved in the past five years.
Besides the outstanding advantages mentioned above, in leadership and direction of task implementation, the Public Security Party has frankly acknowledged four groups of existing limitations mentioned in the Political Report submitted to the Congress. I propose that the Congress continues to discuss with a high spirit of self-criticism and criticism, frankly, sincerely, and openly, deeply analyzing the existing limitations, shortcomings, and causes, especially subjective causes, to thoroughly overcome them as soon as possible.
Dear comrades!
From now until 2030 is the most important phase to shape the new world order, with increasingly fierce and intense strategic competition among major powers, many instabilities, traditional and non-traditional security complexities; this is also the decisive phase to achieve the two strategic 100-year goals under the Party's leadership, the 100th anniversary of the country's founding. The country has just undergone a historic transformation with the operation of the 2-level local government model with re-planned development space; a series of strategic Party guidelines with many new thinking and breakthrough solutions are being implemented.
Historical practice shows that in pivotal revolutionary phases, hostile and reactionary forces, various types of crimes will increase their sabotage activities, taking full advantage of loopholes and shortcomings to promote "self-evolution", "self-transformation" within, dividing the great national unity bloc, dividing the Party, State from the People, aiming to weaken endogenous strength, sabotaging the cause of building and defending the socialist Fatherland. After a term with many imprints, the Party, State, and People trust and expect the People's Public Security force to continue to exemplify the implementation of the Party's guidelines, striving to break through, surpassing itself to create new feats for the Party, for the country, for the people. This situational context sets out new, very honorable tasks for the Central Public Security Party as well as increasingly high requirements and tasks for security and order protection.
The Political Report and Action Program have set out directions, goals, targets, tasks, solutions, strategic breakthroughs, and hundreds of specific tasks, demonstrating a very high sense of combat and action. I highly appreciate and basically agree, emphasizing and noting two additional issues:
Firstly, on the guiding viewpoint:
- The People's Police must continue to exemplify, lead, and be one of the core forces implementing the Party's guidelines, first of all, the 14th National Party Congress's Resolution and strategic guidelines to firmly lead the country into a prosperous and strong development era.
- Closely combine the Party's nature, people's nature, and deep national nature; all guidelines and activities of the People's Police must be for the strength of the Party, the socialist regime, the nation's longevity, high-quality development of the country, and the happiness of the People.
- Dare to think, dare to do, dare to take responsibility, dare to break through creatively, dare to sacrifice for the Party, for the country, for the people, for continuously enhancing the prestige and strength of the Vietnamese People's Police.
Secondly, on five key tasks
Firstly, focus on leading to firmly consolidate a peaceful, stable environment, build a society with order, discipline, safety, and health, creating a foundation for the successful implementation of the 14th National Party Congress Resolution and the two strategic 100-year goals of the Party. Proactively grasp the internal and external situation, partners, and objects, promptly advising to turn danger into opportunity, promoting and seizing opportunities, pushing back all risks and challenges to development and national security interests. Focus on identifying and firmly protecting security in new spaces and fields (national digital sovereignty, border economic security, cybersecurity, information security, and data safety in the digital transformation process); proactively prevent new forms of national security infringement (robots, unmanned vehicles, cyber warfare...); strengthen the protection of regime security, government security, cultural and ideological security, economic security, cybersecurity, protect key leaders, the "pillars" in the political system, science and technology community; protect the successful implementation of the Party's strategic guidelines; resolve complex potential issues of social security, security in strategic areas, security in religion, ethnicity, worker security, ensuring no passivity or surprise.
Continue to sustainably reduce crime, successfully build drug-free, crime-free communes, progressing to drug-free, crime-free provinces, being the core in building Socialist Communes, Socialist Provinces. Maintain the core role, leading in the development of science and technology, innovation, and national digital transformation; create breakthroughs in state management of fire prevention and fighting, ensuring traffic safety, managing entry and exit in an intelligent, modern, strict, and effective manner; proactively and effectively respond to non-traditional security challenges. In the immediate future, focus on leading to ensure absolute security and safety for the party congresses at all levels towards the 14th National Party Congress, the election of the 16th National Assembly deputies, and the election of People's Council deputies at all levels for the term 2026-2031, ensuring no errors, even the smallest.
Secondly, focus on leading to strengthen all aspects of security and order assurance. Promote the strength of science and technology, especially AI, quantum, and strategic technologies in national security protection. Care for building and promoting the role of commune police, forces participating in security and order protection at the grassroots level, closely connected with the people; continue to lead in initiatives to build schools, healthcare, support the people, bringing the movement of all people protecting national security into depth, substance, mobilizing the invincible strength of the people to participate in security and order protection.
Highly promote foreign relations and international integration on security and order in consolidating political trust with partners; minimize plots and activities sabotaging the cause of building and defending the Fatherland from outside; expand the country's survival and development space; maximize external resources for development and enhance security and order potential; increase contributions to regional and global peace and security. Closely coordinate with the Army, departments, ministries, sectors, and localities to build a people's security foundation, a people's security posture along with a people's defense foundation, a people's defense posture closely linked with the people's will, consolidating the comprehensive strength to protect security and order. Strive for breakthroughs in developing self-reliant, self-sufficient, dual-use, modern security industry, laying the foundation to consolidate security potential, increase strength to protect security and order, build and defend the Fatherland.
Thirdly, especially focus on building the Party, building a clean, strong, comprehensive People's Public Security force, by 2030 professional, elite, modern. Care for building the exemplary, leading, clean, strong Central Public Security Party Organisation in politics, ideology, organization, and ethics; enhance political bravery, intellectual level, exemplary role, and combativeness of party committees and organizations; strengthen revolutionary ethics, public service ethics, emphasize the exemplary responsibility of cadres and party members, especially leaders, commanders, and heads. Continue to strongly implement the 11th, 12th Party Central Committee's Resolution and Conclusion No. 21 of the 13th National Party Congress on building and rectifying the Party associated with studying and following Ho Chi Minh's ideology, morality, and style and the Six Teachings of Uncle Ho for the People's Police.
Strengthen inspection, supervision, and Party discipline along with resolutely and persistently promoting the fight against corruption, wastefulness, and negativity right within the People's Police. Focus on building a team of cadres and party members who are honest, disciplined, regular, modern, humane, close to the people; attract, develop, and utilize talents, meeting the requirements and tasks in the new situation. Continue to lead and direct the effective operation of the 3-level police model, ensuring seamless, coordinated, and tight cooperation, forming a continuous posture from the Central to the grassroots, effectively solving emerging security and order issues. Summarize, evaluate, and continue to effectively implement Resolution No. 12 of the Politburo, building a modern People's Public Security force first in terms of people, modern in terms of equipment and means, actively applying science and technology to enhance the quality and effectiveness of police work.
Fourthly, the Central Public Security Party Organisation focuses on leading to continue creating new advancements, elevating police work with the spirit "the 2025-2030 term must be better than the 2020-2025 term". Each party organization, cell, and Party member needs to concretize and implement the Congress's very innovative theme "Following Uncle Ho's teachings–Innovating thinking–Enhancing knowledge–Professional, modern–For the Party, for the people" with specific products and results. Proactively advise on perfecting institutions and laws on security and order, reviewing, adjusting, and supplementing plans, daring to break through new, complex issues, increasing contributions to sustainable, high-quality development of the country and improving all aspects of people's lives.
Fifthly: in this Party Congress term, I want comrades to launch the Three Best Emulation Movement as a motivation for the successful implementation of the 8th Central Public Security Party Congress Resolution and the 14th Party Congress Resolution, which is: Most Disciplined–Most Loyal–Closest to the People. In which, discipline is the foundation, loyalty is the core, and closeness to the people is the measure. With these criteria, comrades will compete and surely succeed.

With 80 years of tradition in building, fighting, and growing, the contributions and dedication of the People's Public Security force to the revolutionary cause of the Party, the nation, and the country's development are immense. The Party, State, and people nationwide are always proud of the People's Public Security force with deep love and trust; believing in the bravery, responsibility, and will of the entire force in protecting the Party, the socialist regime, the people, security, and order, considering the People's Police as an important force ensuring the successful implementation of the 14th Party Congress Resolution and the Party's strategic guidelines in the new development era of the country. I firmly believe that the 8th Congress of the Central Public Security Party Organisation will be an exemplary, model Congress, concentrating intelligence, promoting glorious heroic traditions, affirming the determination to successfully implement the Congress Resolution, continuing to create new feats, new victories, meeting the trust and expectations of the Party, State, and People towards the People's Police.
