Cuban top legislator Esteban Lazo Hernández concludes successful official visit to Vietnam

WVR - On October 5 night, President of the National Assembly of People’s Power and President of the Council of State of Cuba Esteban Lazo Hernández left Hanoi, successfully concluding his six-day official visit, from September 30 to October 5, to Vietnam at the invitation of Vietnamese National Assembly Chairman Tran Thanh Man.

To bid farewell to the Cuban National Assembly President and his delegation at Noi Bai International Airport were Member of the Party Central Committe and Vice Chairwoman of the National Assembly Nguyen Thi Thanh; Deputy Minister of Foreign Affairs Dang Hoang Giang; and National Assembly deputy Thai Quynh Mai Dung, who is a member in the National Assembly's Defense, Security, and Foreign Affairs Committee.

During the visit, in Hanoi, the Cuban National Assembly President and his delegation laid wreaths and paid respects at the Mausoleum of President Hồ Chí Minh, laid wreaths at the Monument to the Heroes and Martyrs, and laid wreaths at the statue of National Hero José Martí at Tao Dan Park.

During the official visit to Vietnam, General Secretary To Lam received National Assembly President Esteban Lazo Hernández. The Cuban National Assembly President met with President Luong Cuong, Prime Minister Pham Minh Chinh, held talks with National Assembly Chairman Tran Thanh Man, and co-chaired the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee.

In his meeting with the Cuban National Assembly President, General Secretary To Lam emphasized the determination of the Party, State, and people of Vietnam to further strengthen the special friendship, traditional solidarity, and comprehensive cooperation between Vietnam and Cuba. He highlighted that the relationship between the two Parties is the political foundation and orientation for the development of bilateral cooperation in all fields. He requested that the Cuban National Assembly of People's Power continue to prioritize support for cooperation in economy, trade, and investment, facilitating projects in agriculture, renewable energy, and biotechnology-pharmaceuticals, serving the development of both countries.

General Secretary To Lam proposed that both sides coordinate to enhance the exchange of theoretical and practical experiences, especially as Vietnam prepares for the 14th National Party Congress and Cuba for the 9th National Party Congress in 2026.

Cuban top legislator Esteban Lazo Hernández expressed admiration for the significant and comprehensive achievements Vietnam has made under the wise leadership of the Communist Party of Vietnam. He expressed firm belief that, with the trust of the people, the Communist Party of Vietnam will continue to lead the country to successfully achieve strategic goals in the new era, building a prosperous, democratic, equitable, and civilized Vietnam.

Cuba highly values the consultation and practical experience from Vietnam in the process of Renewal and building socialism, especially in preparing for the 9th Congress of the Communist Party of Cuba in 2026.

The Cuban National Assembly President met with President Luong Cuong and Prime Minister Pham Minh Chinh. Leaders of both countries expressed appreciation for the exemplary Vietnam-Cuba relationship, founded by President Ho Chi Minh and Leader Fidel Castro Ruz, and nurtured by generations of leaders and people of both nations. They evaluated the state visit to Cuba by General Secretary and President To Lam in September 2024 and the visit by First Secretary and President of Cuba Miguel Diaz-Canel Bermudez to Vietnam in early September as significant milestones for bilateral relations, deepening political trust and opening new directions for economic, trade, and investment cooperation.

The leaders affirmed their close monitoring and guidance for relevant agencies to effectively implement commitments, especially in food security, energy security, biotechnology, and other potential areas. They agreed to continue coordinating activities to commemorate the 65th anniversary of diplomatic relations in the "Vietnam-Cuba Friendship Year", facilitating and encouraging the participation of organizations and businesses from both countries in each other's socio-economic development. They focused on promoting economic, trade, and investment cooperation, particularly in strategic areas agreed upon by the high-level leaders of both countries, as well as expanding into other potential fields.

In a friendly atmosphere, during the talks, National Assembly Chairman Tran Thanh Man and National Assembly President Esteban Lazo Hernández shared updates on each country's situation and recent activities of their respective National Assemblies. They discussed directions and measures to continue strengthening the special friendship, solidarity, and comprehensive cooperation between the Parties, States, National Assemblies, and peoples of Vietnam and Cuba, as well as regional and international issues of mutual concern.

Both sides agreed to enhance the exchange of experiences between the two countries and their National Assemblies in legislative work, implementing major Party decisions in the new era, and effectively preparing and implementing the Party Congresses of Vietnam and Cuba in 2026. They shared experiences, encouraged enterprise development, attracted foreign investment, managed finance, developed agricultural production, applied science and technology, digital transformation, and other areas of mutual interest, thereby contributing to consolidating, diversifying, and enhancing the effectiveness of comprehensive Vietnam-Cuba cooperation.

At the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee, both sides exchanged views and shared experiences on policy and legal framework development to encourage enterprise growth, attract foreign investment, apply technology in agricultural production, and cooperate in biotechnology and healthcare, tailored to each country's specific conditions and situations. They assessed the achievements and proposed measures to enhance the effectiveness of signed cooperation agreements.

Both sides affirmed their commitment to continue strengthening close cooperation at the parliamentary level, both bilaterally and at global and regional inter-parliamentary forums where both National Assemblies are members. They will continue to explore the possibility of coordinated oversight to enhance the effectiveness of signed cooperation agreements between the two countries.

Both sides agreed to enhance consultations on legislative development, facilitate the implementation of bilateral commitments, coordinate in building and perfecting special mechanisms, and promote Vietnamese enterprises to expand investment in Cuba, especially by fostering cooperation between localities to exchange experiences and support each other in socio-economic development.

At the conclusion of the session, both sides issued a joint communiqué acknowledging the results of the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee, agreeing that the third session will be held in Havana, Cuba.

During the visit to Vietnam, the President of the National Assembly of People's Power, the President of the Council of State, and the delegation met and worked with leaders in Ho Chi Minh City and Hung Yen Province, and visited the Vietnam Military History Museum...
