Closing ceremony of Laos Leadership Programme held in Vietnam for the first time

WVR - On the afternoon of March 28, after four days of lively discussions, the Laos Executive Leadership Program (LELP), co-organized by the Ministry of Foreign Affairs and Fulbright University Vietnam, concluded successfully with a closing ceremony and certificate presentation at the Ho Chi Minh National Academy of Politics. This initiative is part of the economic diplomacy policy exchange between the Ministries of Foreign Affairs of Vietnam and Laos.

Attending the closing ceremony were Deputy Minister of Foreign Affairs Nguyen Minh Hang; Lao Deputy Minister of Foreign Affairs Maythong Thammavongsa; Associate Professor Dr. Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics; Dr. Dinh Vu Trang Ngan, President of Fulbright University Vietnam, along with 24 high-ranking leaders from various ministries, departments, research institutes, and some localities in Laos.

During the program, experts and the senior Lao delegation exchanged assessments of the global situation and economy, analyzed impacts on each country's economy, and shared Vietnam's experiences. They provided suitable recommendations for Laos in its new development phase, focusing on institutional reform, innovation in growth models, and promoting new growth drivers (digital economy, new industrialization models, mobilizing resources for infrastructure investment, etc.).

Additionally, the delegation conducted practical surveys at the Becamex Binh Duong Industrial Park, VSIP, Dinh Vu-Cat Hai Economic Zone, and visited the modern VinFast automobile manufacturing complex in Hai Phong and Quang Ninh.

In his closing remarks, Lao Deputy Foreign Minister Maythong Thammavongsa highly appreciated the LELP, expressing deep gratitude to the Ministry of Foreign Affairs of Vietnam and Fulbright University for organizing such a meaningful program. He affirmed that Vietnam's experiences will strongly support Laos in promoting socio-economic development, contributing to the successful implementation of the 12th Party Congress resolution of Laos.

Deputy Minister of Foreign Affairs Nguyen Minh Hang emphasized that the program achieved all its set objectives, particularly in sharing experiences between the two countries. It not only benefits Laos but also helps Vietnam continue to refine its development thinking and policies to successfully implement the 12th Party Congress resolution of Laos and the 14th Party Congress resolution of Vietnam. It also contributes to strengthening the connection, sharing, and companionship between Vietnam and Laos in the new development phase, with an agreement to continue maintaining and expanding this initiative in the future.

Speaking at the closing ceremony, Associate Professor Dr. Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics, praised the practical significance of the LELP in enhancing theoretical and practical development exchanges between the two countries. This contributes to improving the policy-making capacity of senior Lao officials while continuing to nurture the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos.

The Vietnamese Ministry of Foreign Affairs, in coordination with the Fulbright School of Public Policy and Management under Fulbright University Vietnam, opened the Laos Executive Leadership Programme (LELP) 2026 for senior Lao officials at both central and local levels in Ho Chi Minh City on March 23, 2026.

Running from March 23 to 28 in Ho Chi Minh City and other localities, the LELP 2026 is designed as a high-level policy dialogue. It aims to support Lao leaders in translating strategic objectives into practical policy options and actionable programmes, drawing on both domestic realities and regional development experiences, particularly those of Vietnam.
