152nd General Assembly of the Inter-Parliamentary Union convenes in Istanbul

WVR - On the evening of April 15 (local time) in Istanbul, Turkey, National Assembly Chairman Tran Thanh Man, along with the high-level Vietnamese delegation, attended the Opening Ceremony of the 152nd General Assembly of the Inter-Parliamentary Union (IPU-152) with the theme “Nurturing Hope, Ensuring Peace, and Protecting Justice for Future Generations”.

The opening ceremony was attended by Turkish National Assembly Chairman Numan Kurtulmus, IPU President Tulia Ackson, IPU Secretary-General Martin Chungong, along with more than 60 Presidents, 40 Vice Presidents, and over 1,000 parliamentarians from nearly 114 IPU member parliaments.

In a message to the 152nd IPU General Assembly, United Nations Secretary-General Antonio Guterres emphasized the central role of parliaments in transforming multilateral commitments into concrete actions at the national level, thereby enhancing the effectiveness of the multilateral system.

He highlighted international cooperation, dialogue, and inclusive governance as key factors in addressing global challenges and called for strengthening partnerships between the United Nations and parliaments to enhance accountability and public trust.

In his welcome speech at the opening of the General Assembly, Turkish National Assembly Chairman Numan Kurtulmus affirmed that the IPU-152 General Assembly is a historically significant event with a highly topical theme, not only on a global scale but also directly linked to important developments in the region.

The international community shares a common responsibility in building peace and justice for future generations; not only through speeches, initiatives, and ideas but more importantly through actions directed towards the people.

The Turkish National Assembly Chairman emphasized the need to strengthen the role of multilateralism, building a new structure of international relations that is fairer and more effective, especially in crucial areas such as politics, peace, security, and international economic cooperation.

In her speech at the Opening Ceremony, IPU President Tulia Ackson expressed concern over the increasing inequality and issued a serious warning about the climate crisis and its long-term implications for the future of humanity.

She affirmed the central role of parliaments in building consensus, guiding policy, and shaping global solutions, while calling on parliaments to identify three important directions: Promoting inclusivity, persisting in dialogue, and acting with a long-term vision for future generations, thereby strengthening multilateralism with the United Nations at its core.

IPU Secretary-General Martin Chungong highlighted the role of parliamentary diplomacy in promoting peace, cooperation, and development in regions and globally, as well as ensuring better living conditions for people through dialogue and cooperation, building trust, and sharing experiences.

Sharing about IPU's efforts, Mr. Chungong stated that by 2025, IPU has strived to promote inter-parliamentary cooperation at the global and regional levels, including conflict areas, and announced plans to organize major events in 2026 such as the Global Women Parliamentarians Forum (June 2026 in Serbia) and the 153rd IPU General Assembly (October 2026 in Tanzania).

Regarding the outcomes of IPU-152, Mr. Chungong called for the session to discuss and adopt two important resolutions on “The role of parliaments in establishing robust post-conflict management mechanisms and restoring fair and sustainable peace” and “Building a fair and sustainable global economy: The role of parliaments in combating protectionism, reducing tariffs, and preventing corporate tax evasion”.

The IPU-152 General Assembly will convene from April 15-19, and according to the program, National Assembly Chairman Tran Thanh Man will deliver a significant speech at the General Assembly's plenary discussion session.
