Participating on the side of the Vietnam Sub-Committee were Vietnamese Ambassador to Russia Dang Minh Khoi, leaders of the Government Office, Ministries of Foreign Affairs, Industry and Trade, Planning and Investment, Science and Technology, Finance, Education and Training, Culture, Sports and Tourism, Transport, State Bank as well as representatives of many ministries, branches and enterprises of Vietnam.
On the Russian side, there were Russian Ambassador to Vietnam Gennady Bezdetko, leaders of the Government Office, as well as the Ministries of Economic Development, Energy, Industry and Trade, Science and Higher Education, Transport, Central Bank of Russia and representatives of a number of Russian ministries, branches and large enterprises.

Addressing the event, Deputy Prime Minister Ha affirmed Vietnam appreciates the comprehensive strategic partnership with Russia, wishing it to continue to develop and achieve many substantive results in the coming time.
He said that the meeting is a favorable opportunity for the two sides to discuss and agree on measures to strengthen their bilateral cooperation.

Deputy Prime Minister Chernyshenko, meanwhile, stated that Russia considers Vietnam its top important partner in the region and hopes to expand and deepen their comprehensive strategic partnership.
The two sides agreed to effectively implement the free trade agreement between Vietnam and the Eurasian Economic Union, creating favourable market access conditions for each other, especially concerning their products with strengths and without direct competition.
In education and training, they agreed to early sign a new treaty based on the 2005 agreement, hold the second Vietnam – Russia Rectors' Forum, and collaborate in the teaching of Vietnamese and Russian.

The two sides consented to hold Russian Cultural Days in Vietnam in 2023, better implement their cultural cooperation programme for 2022-2024, and enhance collaboration in high-performance sport.
The two Deputy Prime Ministers welcomed the organization of the Vietnam-Russia Business Forum within the framework of this visit to Vietnam by Deputy Prime Minister Chernyshenko. They agreed that the direct meeting between businesses of the two countries and discussing cooperation possibilities and prospects will be an opportunity to update on the environment and investment policies, and open up opportunities for development cooperation, bringing practical benefits to both sides.

The two sides agreed that efforts should be made to maintain the growth momentum in bilateral trade cooperation, in which enterprises of the two countries play a very important role.
Potential cooperation orientations in climate change response and digital government were also mentioned.

Concluding the event, the two Deputy Prime Ministers signed its minutes and agreed to hold the next session of the Committee in Russia next year. They also witnessed the signing of cooperation pacts in the fields of science and high technology.
