In his remarks, Chernyshenko showed his condolences to the Vietnamese Government and people for the damage caused by typhoon Yagi, affirming that the Russian government is willing to support Vietnam during this difficult period.

Vietnam is an important and long-standing partner of Russia, he stressed, expressing his gratitude for the Vietnamese government's close cooperation through the intergovernmental committee mechanism, which has helped promote cooperation between the two countries across fields.

Ha affirmed the Vietnamese Government's determination to continue strengthening and continuously developing the Vietnam-Russia comprehensive strategic partnership, as well as the traditional and close friendship between the two countries and their people.

The meeting concretised the commitments and political will of the two countries' high-ranking leaders over the past time, particularly the outcomes of Russian President Vladimir Putin's visit to Vietnam in June 2024 and the phone talks between President Putin and General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam in August 2024, Ha stated, noting that they contributed significantly to deepening the comprehensive strategic partnership between Vietnam and Russia.

The two sides reaffirmed their desire to strengthen political trust and exchange of all-level delegations, and particularly maintain a hotline between the intergovernmental sub-committees' co-chairs. They agreed to make efforts to increase import-export turnover and promote balanced and sustainable bilateral trade, particularly facilitating access to each other’s markets for agricultural products and pharmaceuticals.

They also agreed on a range of specific measures to further enhance cooperation in various sectors, such as agriculture, industry, energy-oil and gas, information-communications, science-education, culture-sport, tourism cooperation and people-to-people exchange; strengthen the teaching of Vietnamese and Russian languages in both countries, maintain scholarships for Vietnamese students, and attract Russian students to study and conduct research in Vietnam.
