Vietnam, Cambodia Prime Ministers discuss ways to further promote bilateral ties

In a friendly atmosphere, Prime Minister Pham Minh Chinh congratulated the Cambodian government led by Prime Minister Hun Manet on achieving significant milestones in the country's development. He expressed confidence that Cambodia will continue to achieve great successes in the future.
Prime Minister Hun Manet congratulated the successful 14th National Congress of the Communist Party of Vietnam, emphasizing that its success is a vivid testament to the unity and high consensus within the Party, social agreement, and the firm trust of the Vietnamese people in the Party's leadership in national development. He also expressed confidence that under the wise leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will achieve double-digit growth and fulfill its goal of becoming a modern industrialized, upper-middle-income country by 2030, and a developed, high-income socialist nation by 2045.
The two Prime Ministers agreed that over the past year, the governments of both countries have effectively implemented the conclusions from the meetings of the two Parties and the three Parties (02/2025), proactively and decisively coordinating cooperation plans, achieving substantial results. Political and diplomatic relations have been continuously strengthened. Bilateral cooperation mechanisms have proven effective.
Defense and security cooperation has become increasingly substantive. Economic, trade, and investment cooperation has grown robustly, with bilateral trade reaching USD 11.33 billion in 2025, up 11.7% from 2024. Border and territorial cooperation has made significant progress, reflecting the goodwill and determination of both sides to build a peaceful, friendly, stable, and cooperative border. Cooperation in education, training, healthcare, culture, tourism, and people-to-people exchanges has been prioritized and promoted.

Alongside the positive aspects of opening border gates, the two Prime Ministers agreed that both sides need to coordinate effectively in managing and maintaining security and order in border areas, preventing cross-border crimes, smuggling, and illegal activities. They also emphasized the need to soon sign the "Agreement on Border Gate Management" and the "Agreement on Border Management Regulations" to facilitate cross-border trade and gate management, meeting the development goals of both countries in the new phase.
Building on the achievements and the results of the meetings of the two Parties and the three Parties, the two governments will continue to closely coordinate to advance bilateral relations, focusing on enhancing high-level contacts and exchanges at all levels and channels, promoting existing bilateral cooperation mechanisms, and strengthening defense and security cooperation. They will consistently adhere to the principle of not allowing hostile forces to use one country's territory to oppose the other, maintaining security and order in border areas, and combating cross-border crimes. Both sides agreed to expedite the unification of the "New Economic Cooperation Mechanism" project, closely linking the economies of Vietnam and Cambodia until 2035, with a vision to 2050. They will also promote research to unify the plan to connect the Ho Chi Minh City/Moc Bai - Bavet/Phnom Penh expressway and enhance cooperation in the trade and processing of agricultural and agro-industrial products.
Emphasizing the importance of maintaining a peaceful, stable, cooperative, and sustainably developing border between the two countries, the two Prime Ministers affirmed their commitment to continue addressing emerging issues promptly and appropriately, including sustainable environmental protection in border areas. They will promote negotiations to resolve the remaining 16% of the border that has not yet been demarcated and marked, and coordinate border management both on land and at sea with mutual understanding and respect, in accordance with international law.

Both sides reaffirmed their determination to continue preserving, nurturing, and continuously enhancing the traditional friendly neighborly relations, comprehensive cooperation, and close solidarity between Vietnam and Cambodia. They regard this as a valuable asset of the two nations and commit to passing on and developing this good relationship for future generations, for the long-term benefit of the people of both countries, as well as for peace, stability, and sustainable development in the region.
On this occasion, Prime Minister Pham Minh Chinh requested that Cambodia continue to address the legal status issue to help people of Vietnamese origin in Cambodia stabilize their lives and contribute positively to Cambodia's prosperity and the friendly relations between the two countries.
