Updating the Petroleum Law (amended) for employees at Petrovietnam

On November 28, General Director of the Vietnam Oil and Gas Group (Petrovietnam) Le Manh Hung chaired a meeting to update the contents of the Petroleum Law (amended).

At the meeting, Ms. Mai Thi Nhat Lan, Acting Head of the Legal and Inspection Department of the Group, presented a brief report on the Petroleum Law (amended), amendments, and supplements in the Petroleum Law.

The contents of the new Petroleum Law are assessed to have some progressive points, such as: supplementing regulations on implementing basic oil and gas investigation activities; increasing regulations on approving competence and dossiers of submission for approval of reports when performing oil and gas activities; establishing a policy framework for fully exploiting oil and gas fields, clusters, and lots, investment incentive policies and investment incentives, especially contributing to significantly improving the investment environment; establishing a legal framework for accounting, auditing and settlement work for oil and gas activities.

Along with that, the Legal and Inspection Department representative focused on presenting the amended and supplemented contents of the Petroleum Law and some notes on the implementation of the Petroleum Law.

The Group's leaders, together with representatives of the specialized committees, exchanged and discussed the amended and supplemented contents of the Petroleum Law, proposed and recommended some problems and difficulties that may be encountered in the process of implementing and implementing the Petroleum Law, to ensure the uniformity, completeness, and detail of the legal document system in the oil and gas field, and to ensure the feasibility in the application process, avoid overlap between the Petroleum Law with other Laws such as Law on Bidding, Law on Management and Use of State Capital...

In the coming time, the Legal and Inspection Department proposes that the Group establish a Steering Committee for the implementation of the Petroleum Law to disseminate the Law, implement the performance and apply the Petroleum Law in practice to Petrovietnam's the production and business activities and state management of oil and gas as well as research and give opinions in the process of developing decrees guiding the implementation of the Petroleum Law.

At the meeting, General Director Le Manh Hung noted that from now until the Petroleum Law officially takes effect (July 1, 2023), there is still a lot of work to be done to implement the Law; Update the amendments, adjust and supplement new contents of the Law to make the operation of the Group and its units more effective.

General Director Le Manh Hung agreed with the proposal to establish a Steering Committee to implement the Petroleum Law. He requested the Group's departments, offices, and member units to continue disseminating the contents of the Petroleum Law to all officers and employees to raise understanding and awareness of the Petroleum Law, and update and grasp new points to implement the Law effectively and synchronously.

Besides, organizing professional exchange sessions for officials and employees to understand more deeply about the Law so that the implementation is not troubled

On November 14, at the 4th session, the 15th National Assembly voted to pass the Petroleum Law (amended). The Petroleum Law No. 12/2022/QH15 includes 11 Chapters and 69 Articles that will take effect from July 1, 2023, regulating basic investigation activities on oil and gas and oil and gas activities.
