At the meeting, Madame Ngo Phuong Ly respectfully conveyed the greetings and appreciation of General Secretary To Lam to Russian President Vladimir Putin. In return, the Russian Deputy Prime Minister kindly asked Madame Ngo Phuong Ly to extend President Putin’s warm greetings to the General Secretary.
Welcoming the opportunity to meet Madame Ngo Phuong Ly again, Deputy Prime Minister Chernyshenko highly appreciated the outcomes of the official visit to Russia by General Secretary To Lam and Madame Ngo Phuong Ly in May 2025. He reaffirmed Russia’s commitment to realising the high-level agreements reached during that visit and promoting the Comprehensive Strategic Partnership between the two countries.

He also viewed the current visit by Madame Ngo Phuong Ly as a continuation of the results achieved during the General Secretary’s visit. On this occasion, he was pleased to announce that a Russian delegation will visit Vietnam on the occasion of the 80th anniversary of Vietnam’s national day.
Expressing her delight at returning to the beautiful country of Russia, Madame Ngo Phuong Ly shared her impressions of the May visit alongside the General Secretary, and conveyed her sincere appreciation for the warm and respectful hospitality extended to the Vietnamese high-level delegation by the Russian side, particularly by Deputy Prime Minister Dmitry Chernyshenko.

Madame Ngo Phuong Ly also took the opportunity to thank the Russian Government for inviting her and her delegation to participate in various meaningful activities held in Russia to commemorate the 75th anniversary of bilateral diplomatic ties.
In discussing ways to enhance cultural, artistic, and people-to-people exchanges in the time to come, Madame Ngo Phuong Ly expressed her appreciation for Russia’s support for the upcoming Vietnam Cultural Festival to be held at Red Square.
She emphasised that this is a valuable opportunity not only to promote Vietnam’s unique culture and arts to the Russian public but also to residents from other countries living in Moscow. Cultural relations, she noted, are a strong and enduring bond, while educational cooperation serves as a bridge of friendship between generations, a treasured asset of both nations that must be preserved and nurtured.

Deputy Prime Minister Chernyshenko remarked that Madame Ngo Phuong Ly’s visit had further highlighted bilateral cooperation in culture and the arts, contributing to the overall development of the two countries’ relations. He stressed that the Vietnam Cultural Festival in Russia would help the Russian people, particularly those in Moscow, to gain a deeper understanding of Vietnamese culture.
He reaffirmed Russia’s commitment to further educational cooperation, including the expansion of scholarships for Vietnamese students, particularly in the fields of culture, fundamental sciences and the arts. He also voiced support for the initiative to introduce Vietnamese language classes in schools with a large number of Vietnamese students and praised the diligence, discipline and law-abiding spirit of the Vietnamese community in Russia.

Looking to strengthen cooperation in education, the Russian side expressed a strong desire to promote the project to establish a Russia-Vietnam High School in Hanoi, and to develop the Branch of Pushkin State Russian Language Institute in Hanoi into a Russian Language Centre for Southeast Asia.
Introducing Madame Ngo Phuong Ly to Russia’s Sirius Education Centre model in Sochi, Deputy Prime Minister Chernyshenko explained that the centre not only focuses on fundamental subjects but also nurtures and develops talent in multiple disciplines, including arts such as ballet and painting. He expressed his hope that a similar school could be established in Hanoi in the future.
Agreeing with the proposals made by the Deputy Prime Minister, Madame Ngo Phuong Ly expressed her desire for both sides to continue working closely together to turn these cooperation projects into reality.
