The illegal Duong Van Minh organization was founded by Duong Van Minh himself. He claimed to be the son of God and formed the so-called “Duong Van Minh religion”.
Under the guise of religion, this organization has regrouped reactionary individuals, agencies and international organizations to defame our country. They wrongly accused our current government of violating democracy, human rights, and religious freedom. Meanwhile, the illicit organization propagated the thesis “Duong Van Minh will be the Lord and the King of Hmong people”.

Taking advantage of Duong Van Minh's death on December 11, 2021, reactionary organizations inside and outside the country have created the so-called "Synthetic report of Hmong believers of Duong Van Minh Faith". They wrongly accused the government of “repressing religion”, which encouraged news agencies such as RFA, RFI, VOA, and BBC to release slanderous articles about the current regime.
Illegal activities of Duong Van Minh
Duong Van Minh (Dương Văn Mình), a Hmong, was born on May 9, 1961, in Sy Dieng, Thuong Thon Commune, Ha Quang District, Cao Bang Province. His general education level was 1/10. He lived in a poor family in the highlands specializing in cultivation. Since 1979, his family has lived in Yen Lam Commune, Ham Yen District, Tuyen Quang Province.
In 1989, Duong Van Minh took the first steps to create the so-called “Duong Van Minh religion”. He claimed to be a child of God, who was speaking God's words and obeyed God's commands to come and interact with mortals and especially Hmong people.
He enticed Hmong people with nonsense and mythical information and illusory and monstrous arguments. He asked them to follow and obey him if they wanted to "live a regal and immortal life in heaven". He also persuaded people to immediately discard the ancestral altar, abandoning “obsolete” funeral and marriage traditions, etc.
He said that in order to come to heaven, people need to stop all daily-life activities such as working, studying; livestock and poultry must all be eaten; new and beautiful clothes must either be thrown away or be torn up, even jewelry and precious things must also end up the same way…
At that time, Hmong people faced many difficulties in daily life that lacked knowledge but was full of obsolete customs. Therefore, hundreds of households believed and followed Duong Van Minh. Since then, Duong Van Minh proclaimed himself the cardinal, cheating Hmong people in the provinces of Tuyen Quang, Bac Kan, Thai Nguyen, and Cao Bang to give him money and property. He and the core members of his illegal grouping then divided and spent that money on personal expenses.
The case of Duong Van Minh has affected the property and even the life of a part of the Hmong community that believes in his bizarre ideas. Therefore, the local and central authorities, together with socio-political organizations have stepped in to help those whose livelihoods have been affected by his outrageous lies.
Thanks to the quick and drastic action of the government, in 1990, Duong Van Minh was sentenced to 5 years in prison by the People's Court of Tuyen Quang Province for fraudulent appropriation of property and propagating superstitions.
Falsely accusing Viet Nam of religious persecution
After being released from prison in 1995, he did not repent. He escaped from the local authorities' watch and established the so-called “Duong Van Minh religion”.
This time, Duong Van Minh learned about Protestantism. Assuming that religion is suitable for the psychology, personality, and society of Hmong people, he makes use of the religion for his own personal purposes.
Duong Van Minh started to proclaim himself a "son of God" who has carried out God's command. From then on, he established a "new religion" for Hmong people, called "Duong Van Minh faith" or “Duong Van Minh religion”.

In order to gain support from hostile forces at home and abroad, Duong Van Minh was directed to send a petition to slander the government of "religious repression, persecution of the Hmong people, and breaches of democracy and human rights". This time, he took a more devious and cunning move: directing his followers to form their own states for Hmong people, seceding from the Vietnamese ethnic community.
Their conspiracy is extremely malicious: connecting and contacting opposing organizations and individuals both at home and abroad; inciting the masses to engage in activities that oppose the guidelines and policies of the Party and State; slandering Viet Nam for "violating human rights, freedom of belief, and religion," persecuting of ethnic minorities...
The Duong Van Minh problem has evolved into a phenomenon of "heresy" that has harmed the security, social order, and spiritual life of some Hmong people in the provinces of Cao Bang, Bac Kan, Thai Nguyen, Tuyen Quang, and Ha Giang over the past 30 years.
Faced with these issues, local authorities have continuously propagated and galvanized the masses not to believe and listen to the "Illegal Duong Van Minh Group", and to comply with the Party's principles, guidelines, and policies while adhering to the law's restrictions.
As the authorities dismantled the mourning house, stopped the "Common Tet" welcoming activities, Duong Van Minh's birthday and "Duong Van Minh's founding day" celebrations, etc., however, a great number of key figures who are estremist and agitated have incited people to gather in large numbers to obstruct social security and order, overwhelm or oppose the grassroots government, prevent children from going to school, not to receive hunger eradication and poverty alleviation asisstance and, not to participate in the election of deputies to the XIII National Assembly, The 15th National Assembly and People's Councils at all levels 2013.
Moreover, in order to exert pressure on the government, those extremist people gathered information and disseminated it via social media, and made it available to outsiders who could use our policies and regulations to make outrageous demands.
The deceptive nature of the coward was exposed when Duong Van Minh was asked to work with the authorities. He didn't even dare to acknowledge the organization he formed, nor did he dare to confront the truth. He tried to avoid responsibility by blaming those who followed him.
Duong Van Minh’s organization mostly operates in the northern areas, where people’s lives are still harsh... When he died, those rebels continued to use religious rituals to "sanctify and glorify Duong Van Minh" while also "finding and nominating a successor to run the organization".
In order to thoroughly deal with Duong Van Minh's illegal organization, affected localities need to consistently implement the Party's policy on religious work: "Mass mobilization is at the heart of religious work. Religious work is the responsibility of the entire political system". As a result, the political system at all levels should strengthen the effectiveness of mass mobilization, dissemination of information, advocacy, persuasion, and education of a part of the affected Hmong people by specific solutions.
The State of Viet Nam respects people's right to freedom of belief and religion, but firmly bans the use of religion to infringe on the legal rights and interests of organizations and individuals. Therefore, each citizen must be vigilant and stay alert in order to avoid being drawn into illegal religious activities that go against the Party and State.
