Also attending the event were: Politburo Member, Party Central Committee's Secretary, Head of the Party Central Committe's Central Organization Commission Le Minh Hung; Politburo Member, Standing Deputy Secretary of the Government Party Committee, Standing Deputy Prime Minister Nguyen Hoa Binh; Members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretary of the Government Party Committee, leaders of various central departments, ministries, and agencies.
At the ceremony, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, and Minister of Home Affairs Pham Thi Thanh Tra announced Decision No. 1868/QD-TTg dated August 29, 2025, by the Prime Minister on receiving the Party Central Committee's Secretary, Chief of the Party Central Office Le Hoai Trung, for work at the Ministry of Foreign Affairs, assigning him as Acting Minister of Foreign Affairs; Decision No. 347/QD-DU dated August 29, 2025, by the Standing Committee of the Government Party Committee on appointing Le Hoai Trung, Party Central Committee's Secretary, Acting Minister of Foreign Affairs, to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term.

Previously, the President had a deision for Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son to temporarily cease holding the position of Minister of Foreign Affairs until the 15th National Assembly dismisses the title.
Mr. Le Hoai Trung, born in 1961, from Hue City, is a member of the 12th and 13th Party Central Committee, Party Central Committee's Secretary of the 13th term (since October 2023), and a 15th National Assembly Delegate.
Mr. Le Hoai Trung has many years of experience at the Ministry of Foreign Affairs, having held positions such as Deputy Director General of the Department of International Organizations, Deputy Head of the Permanent Mission of Vietnam to the United Nations, Acting Director, then Director General of the Department of International Organizations, Ministry of Foreign Affairs.
In December 2010, he was appointed Deputy Minister of Foreign Affairs. From March 2021, he was transferred and appointed as Head of the Party Central Committee's Commission for External Relations; in February 2025, he was appointed Chief of the Central Office of the Party.
Handing over the Decision, assigning authority, and congratulating Le Hoai Trung, Prime Minister Pham Minh Chinh expressed gratitude to the Politburo and the General Secretary for their attention and decision to strengthen the government and the Ministry of Foreign Affairs.

The Prime Minister emphasized that Mr. Le Hoai Trung is a senior leader of the Party, exemplary in political mettle, moral qualities, and sharp strategic thinking, well-trained in diplomacy. Over 43 years of service, Mr. Le Hoai Trung has been a leader with rich, comprehensive experience in diplomacy. In every position, he has consistently demonstrated exemplary leadership, dedication, responsibility, and decisiveness in fulfilling the duties assigned by the Party and the State.
The Prime Minister highlighted that in recent years, the diplomatic sector has achieved significant accomplishments, contributing importantly to the nation's construction and development, becoming a bright spot in the country's overall achievements. At the 80th-anniversary celebration of the diplomatic sector, General Secretary To Lam emphasized that foreign affairs and diplomacy are crucial components in the strategy of "safeguarding Fatherland from early on and from afar", and are key forces in elevating Vietnam's position; Vietnamese diplomacy not only serves the nation and the people but also contributes to illuminating the belief in a peaceful, cooperative, and developing world.

Highlighting the significant contributions of leaders of the Ministry of Foreign Affairs over the years, the Prime Minister expressed gratitude and highly appreciated Mr. Bui Thanh Son's contributions to the diplomatic sector and the country's overall development, with high political mettle and responsibility.
The Prime Minister stated that over 80 years of formation and development, the Vietnamese diplomatic sector has consistently demonstrated the spirit of serving the nation, serving the people, with resilience and intelligence, contributing positively to safeguarding a peaceful, stable, and increasingly developed Vietnam. However, the world is facing fundamental, rapid, and unpredictable changes of the era, profoundly impacting all national activities, posing increasingly high demands on the diplomatic sector and other ministries and sectors.
The Prime Minister urged Acting Minister Le Hoai Trung and the leadership of the Ministry of Foreign Affairs to continue to promote the pioneering, crucial, and constant role of foreign affairs in the new era, striving to contribute to achieving the two strategic 100-year goals set; making practical contributions to expanding the country's development space, creating opportunities for integration, and effectively serving strategic breakthroughs in the upcoming period.
“Diplomacy in the new era, along with the task of national defense, needs to take the lead in identifying and seizing opportunities; not allowing the Party and State to be passive or surprised in strategic foreign affairs tasks; must firmly grasp the situation to advise the Party and State on appropriate, flexible, and effective foreign affairs strategies,” the Prime Minister emphasized.
Additionally, the Prime Minister directed the building of a comprehensive, modern, and professional diplomatic sector in line with the Party's documents, on par with the region and reaching international levels, with the core task being to continue training a diplomatic workforce that is both politically steadfast and professionally competent, pioneering, courageous, united, responsible, creative, and innovative in their activities.
The Prime Minister is confident that Mr. Le Hoai Trung and Mr. Bui Thanh Son will continue to leverage their experience, capabilities, and extensive expertise to continue dedicating themselves to the diplomatic sector, the Party, and the State; hoping that Party and State leaders will continue to assist the two comrades in excellently fulfilling their duties; affirming that the Government will always accompany and create all favorable conditions for them to work and listen to contributions to the Government's activities.

Speaking at the event, Acting Minister of Foreign Affairs Le Hoai Trung expressed gratitude to the Politburo, General Secretary To Lam, key leaders, and Prime Minister Pham Minh Chinh for entrusting him with this responsibility, which is both an honour and an significant responsibility; while expressing respect and appreciation for the contributions of generations of diplomatic officials, especially the Foreign Ministers, including Deputy Prime Minister and Minister Bui Thanh Son.
The Acting Minister emphasized that the tasks ahead for the diplomatic sector are extremely challenging. The world and regional situations are rapidly and profoundly changing, posing many new issues for our country; domestically, the entire Party, people, and military are striving to successfully complete the tasks set by the 13th Party Congress and prepare well for the 14th Party Congress. Successfully implementing the 14th Party Congress's policies, major resolutions of the Party, important resolutions, and action programs of the Government, and directives of the Prime Minister require renewed thinking, determination, and significant efforts from all sectors, levels, and localities, including the diplomatic sector.
Acting Minister Le Hoai Trung committed to working with the leadership, officials, civil servants, and employees of the Ministry of Foreign Affairs to strive to fulfill the tasks assigned by the Party, State, Government, and Prime Minister, effectively implementing the foreign affairs and international integration strategy as a crucial, regular task, striving to promote the pioneering role of foreign affairs in maintaining a peaceful and stable environment, mobilizing resources for national development, enhancing Vietnam's position and reputation on the international stage, and effectively implementing the directives of General Secretary To Lam, key leaders, and Party and State leaders.
