Meeting Canadian Prime Minister Mark Carney again, Prime Minister Pham Minh Chinh praised the positive developments in the bilateral relations in recent times across all fields, laying a favorable foundation for more substantive and effective cooperation in the future.

The Prime Minister expressed his desire to make economic, trade, investment, and science and technology cooperation a significant pillar in bilateral relations, aiming to effectively leverage the complementary strengths of the two economies and the advantages of both being members of the CPTPP. He suggested that Canada open its market to Vietnamese goods, boost investment, and connect supply chains sustainably and mutually beneficially.

The Canadian Prime Minister affirmed that Canada always considers Vietnam an important partner in the Indo-Pacific region and agreed with the cooperation proposals of the Prime Minister. He proposed close coordination to promote agreed-upon cooperation content, advancing the Vietnam-Canada Comprehensive Partnership to new heights. The Prime Minister extended an invitation to the Canadian Prime Minister to visit Vietnam soon, which was gladly accepted.

*Meeting Angolan President João Lourenço, Chair of the African Union (AU) 2025, Prime Minister Pham Minh Chinh conveyed greetings from General Secretary To Lam, President Luong Cuong, and other Vietnamese leaders to the President. He affirmed that Vietnam always values traditional, friendly relations and seeks to enhance cooperation with African countries, including Angola, especially in agriculture and trade. Both sides need to boost exports of their strong products to each other amid the current fierce trade competition. As an AU observer (from December 2023), Vietnam is ready to continue contributing to the AU's Agenda 2063 and hopes Angola will support promoting FTA negotiations between Vietnam and the African Continental Free Trade Area.

Regarding bilateral relations, the two leaders expressed delight at the success of President Luong Cuong's visit to Angola in August 2025, which set the direction for building a "cooperative partnership for development" between Vietnam and Angola as a model for South-South cooperation.

President João Lourenço thanked the Vietnamese government and people for their sincere affection, affirming consistent support for Vietnam to strengthen relations with the AU and African countries, including Angola. He welcomed and promised to facilitate Vietnamese businesses interested in investing in Angola, especially in agriculture, telecommunications, and energy. He hoped Vietnam would soon send a delegation and businesses to Angola to promote specific cooperation projects based on the orientation and commitments of the two countries' senior leaders. On this occasion, the Prime Minister conveyed an invitation from General Secretary To Lam and President Luong Cuong for the Angolan President to visit Vietnam soon, which was gladly accepted.

*Meeting Saudi Arabian Foreign Minister Prince Faisal Bin Farhan Al Saud, Prime Minister Pham Minh Chinh recalled his deep impression of his visit to Saudi Arabia in 2024, affirming that Vietnam always values promoting friendly and cooperative relations with Saudi Arabia in a comprehensive and substantive manner. The Prime Minister conveyed greetings and invitations from General Secretary To Lam, President Luong Cuong, and senior Vietnamese leaders to the King and senior Saudi leaders to visit Vietnam soon to elevate bilateral relations to new heights.

The Prime Minister suggested both sides expand markets, facilitate bilateral trade, and promptly initiate negotiations for a comprehensive economic partnership agreement (CEPA) between the two countries, as well as an FTA between Vietnam and the Gulf Cooperation Council (GCC). He also proposed that Saudi Arabia increase investment in Vietnam's potential projects in strategic infrastructure, logistics, renewable energy, digital transformation, and science and technology, and support Vietnam in building international financial centers in Ho Chi Minh City and Da Nang. He called for expanded cooperation in trade, investment, defense, food security, and the Halal industry.

Agreeing with the Prime Minister's proposals, Saudi Arabian Foreign Minister Prince Faisal Bin Farhan Al Saud congratulated Vietnam on its economic growth in 2025 and was impressed by Vietnam's reform efforts. He affirmed that Saudi Arabia always values developing comprehensive cooperation with Vietnam, a leading dynamic economy in Southeast Asia, and noted that there is significant potential for cooperation between the two sides, especially in the current complex global context. The Saudi Foreign Minister expressed support for early negotiations and signing of an FTA between Vietnam and the GCC and suggested that Vietnam soon send a business delegation to Saudi Arabia to discuss and promote investment cooperation projects.

On this occasion, both sides also agreed to strengthen coordination and support each other at multilateral and international forums, with the Saudi Foreign Minister appreciating Vietnam's objective and constructive stance on the Palestine issue.

Meeting Ethiopian Prime Minister Abiy Ahmed again, the two leaders reviewed the implementation of agreements and cooperation content achieved during Prime Minister Abiy Ahmed's visit to Vietnam in April 2025, affirming their determination to develop bilateral relations in a more substantive and comprehensive manner. Prime Minister Pham Minh Chinh welcomed the recent launch of a direct flight by Ethiopian Airlines to Vietnam following the visit. He suggested both sides continue to promote exchanges of delegations at all levels, especially high-level ones, expand markets, and facilitate bilateral trade, including promptly initiating negotiations on basic agreements such as the Double Taxation Avoidance Agreement and the Investment Promotion and Protection Agreement.

Ethiopian Prime Minister Abiy Ahmed expressed great pleasure in meeting the Prime Minister again, thanking him for the warm reception and sincere affection extended by the Prime Minister and senior Vietnamese leaders during his visit to Vietnam for the P4G Summit in April 2025. He highly appreciated Vietnam's economic growth, role, and position on international issues and at multilateral forums. The Ethiopian Prime Minister agreed with the proposals made by the Prime Minister, affirming that the Ethiopian government will closely coordinate with Vietnamese partners to effectively implement the agreements reached between the two countries.

*Meeting Zimbabwean Vice President Constantino Chiwenga, Prime Minister Pham Minh Chinh affirmed that Vietnam always values developing traditional relations with African countries, including Zimbabwe. The Prime Minister suggested that both sides enhance exchanges of delegations at all levels, especially high-level ones, expand import-export markets, and boost cooperation in potential fields such as agriculture, telecommunications, 5G, mineral exploitation, construction materials, textiles, and footwear. He also proposed that both sides soon study and sign a bilateral trade agreement and an investment protection agreement and hoped Zimbabwe would support Vietnam in negotiating an FTA with the Southern African Customs Union (SACU).

The Zimbabwean Vice President expressed admiration for Vietnam's history of national liberation struggle, national unity, and the achievements of renovation and development today, considering it a model Zimbabwe wishes to learn from. The Vice President noted that the President has appointed a Special Envoy to promote investment cooperation from Vietnam and hopes Vietnamese businesses will invest in agriculture, mining, infrastructure, and more. The Vice President emphasized that there is significant potential for cooperation between the two countries and expressed a desire to soon send delegations to Vietnam to learn from its socio-economic development experience and promote cooperation, especially in manufacturing, telecommunications, agriculture, minerals, and establishing a financial center.

*Meeting WHO Director-General Tedros Adhanom Ghebreyesus, Prime Minister Pham Minh Chinh expressed deep gratitude for the attention and support WHO has given Vietnam in recent times. The Prime Minister emphasized that during the COVID-19 pandemic, thanks to timely support from WHO and the Director-General, Vietnam effectively responded and controlled the disease.

The Prime Minister stated that Vietnam is implementing various policies to ensure and enhance public health, always prioritizing the health of its people. Sharing the recent reality that Vietnam has continuously faced historic storms and floods, causing significant loss of life and property and posing a risk of post-flood disease outbreaks, the Prime Minister hoped to continue receiving WHO's support in responding to and preventing diseases after natural disasters.

Sharing with Vietnam, the WHO Director-General expressed deep condolences for the losses caused by the storms and floods. He thanked the Vietnamese government for its strong commitments to the health sector and public health care, expressing admiration for Vietnam's decisive leadership and timely policies in combating COVID-19. Regarding the risk of disease after storms and floods, the WHO Director-General stated that the organization currently has an emergency response fund and is ready to mobilize resources from this fund to support Vietnam as soon as possible.

The WHO Director-General affirmed that experts would be sent and would work immediately with the Vietnamese delegation in Geneva and the Ministry of Health of Vietnam to implement the discussions with Prime Minister Pham Minh Chinh.

*Meeting UN Secretary-General Antonio Guterres again, Prime Minister Pham Minh Chinh expressed support for the Secretary-General's perspectives and approaches at this year's G20 discussions, especially on reforming the international financial system, green transition, and narrowing the development gap. He appreciated the Secretary-General's efforts to ensure the G20 aligns with UN goals and supports developing countries in achieving the Sustainable Development Goals (SDGs).

Secretary-General Antonio Guterres once again thanked and congratulated Vietnam for successfully hosting the signing ceremony of the UN Convention against Cybercrime, affirming that Vietnam's invitation to the G20 Summit for two consecutive years is a strong affirmation and recognition of Vietnam's growing prestige, position, and role in global issues.

Secretary-General Antonio Guterres expressed deep sympathy with the Vietnamese Government and people for the losses caused by the storms and floods and stated that relevant UN agencies would support Vietnam in overcoming the flood aftermath.

The Secretary-General affirmed that the UN would continue to accompany Vietnam in its new development phase, especially in supporting climate change response and achieving sustainable development goals.
