All four ballots were presented in a vertical layout with contrasting colours, serving to promote the 80th anniversary of Vietnam's National Day as well as the Congress of the Communist Party of Uruguay.

In an interview with Vietnam News Agency, Gabriel Mazzarovich, a member of the 33rd Central Committee, emphasized that this Congress coincides with Vietnam's 80th National Day anniversary, marking a highly significant political event.

He stated: "We are deeply honoured to print the images of President Ho Chi Minh and Vietnam on the Congress ballots, a highly important political event.
