WVR - On the occasion of Prime Minister Pham Minh Chinh's upcoming attendance at the 16th Annual Meeting of the New Champions of the World Economic Forum (WEF) in Tianjin and his working visit to China from June 24 to 27, at the invitation of Chinese Premier Li Qiang and WEF President and CEO Børge Brende, Vietnamese Ambassador to China Pham Thanh Binh gave an interview to The World & Vietnam Report, highlighting the significance of this “2-in-1” working trip.

Ambassador Pham Thanh Binh expressed his belief that Prime Minister Pham Minh Chinh’s working trip would open up many concrete and practical cooperation opportunities for the country’s prosperous and sustainable development in the new era. He also emphasized that the trip reflects Vietnam’s position, role, and sense of responsibility in promoting peace, stability, development, and prosperity in the region and the world.

According to Ambassador Binh, amidst a complex and unpredictable global political and economic landscape, this year’s WEF Tianjin Annual Meeting is a major and significant event, featuring the participation of Chinese Premier Li Qiang, Prime Minister Pham Minh Chinh, the President of Ecuador, and the Prime Ministers of Singapore, Senegal, and Kyrgyzstan, along with over 100 ministerial-level officials and more than 1,700 delegates from businesses, international organizations, and scholars around the world.

Regarding the significance of the Prime Minister's trip, Ambassador Binh noted that the fact the head of the Vietnamese Government has been invited for three consecutive years to attend and speak at this important event demonstrates the high regard the WEF and the international business community have for Vietnam’s position, role, and contributions to regional and global economic growth. He emphasized that Prime Minister Pham Minh Chinh’s current working trip holds several important implications:

First, by participating in the Meeting, Vietnam affirms its position, role, and responsibility in promoting peace, stability, development, and prosperity in the region and the world. Vietnam actively contributes to discussions and the search for solutions to regional and global economic and development challenges; keeps pace with new global economic issues and trends; and shares its perspectives, vision, and development experience—especially at a time when Vietnam has just completed a foundational “four-pillar framework” of policies for its transformation phase and new era of national development and resurgence.

Second, through meetings with global leaders, policymakers, and the international business community, Vietnam has the opportunity to promote its image and communicate the country’s policy orientations and strategies. This also helps foster and expand cooperation opportunities with governments and enterprises in support of Vietnam’s development goals, particularly in the context of navigating the complex developments in global trade.

Engaging in meetings and discussions with government partners, as well as global and regional business conglomerates, is also an important and effective channel for Vietnam to advance its priorities aimed at maintaining strong growth and creating breakthroughs—particularly by expanding and diversifying export markets and attracting investment.

Third, Prime Minister Pham Minh Chinh’s participation in the WEF Conference in China for the third time reflects Vietnam’s strong respect for and support of the host country, further contributing to the momentum of the positive and comprehensive development of Vietnam–China relations.

The high-level Vietnamese delegation will carry out many important activities at the WEF Annual Meeting and during the working visit to China. Prime Minister Pham Minh Chinh will attend as a Special Guest at the Policy Dialogue Session with the Chairman of the WEF in Tianjin, deliver a keynote speech at the session titled “Is the Asian Century Facing Headwinds?”, and participate in the Meeting’s Opening Session. In addition, the Prime Minister will hold bilateral meetings with leaders of other countries, WEF executives, and heads of major corporations.

Ambassador Binh expressed his confidence that the participation and contributions of Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation will make a significant contribution to the overall success of the Meeting, and elaborated in some details.

First, the Ambassador said, the Prime Minister will convey a message highlighting the critical importance of cooperation and dialogue, and of building appropriate global policy and governance frameworks to foster new growth drivers and ensure sustainable and inclusive development amid global uncertainties, instabilities, and disruptions.

Second, the Prime Minister will share insights on the intertwined opportunities and challenges facing global economic growth prospects; present Vietnam’s perspectives and experiences; and propose several concrete initiatives to enhance cooperation among countries in the region.

Third, the Government leader will emphasize Vietnam’s strategic vision and strong determination to achieve its growth and development goals, its efforts to adapt to new circumstances, and share the major policies of the Party and State as well as the country’s socio-economic development achievements; reaffirm its commitment to maintaining fast yet sustainable growth, while highlighting the potential and appeal of the Vietnamese market.

Fourth, Vietnam will reaffirm its appreciation for the global business community, express its readiness to engage in open, candid dialogue while welcoming constructive input from enterprises. The Prime Minister will also share the Government’s efforts to foster a favourable investment and business environment, vigorously implementing comprehensive measures across institutions, infrastructure, financial resources, and human capital. He will call for investment cooperation in key sectors where Vietnam seeks breakthroughs, such as artificial intelligence, automation, biotechnology, clean energy, infrastructure, and financial services.

Developing Vietnam-China relations in more effective, substantive manner

Regarding the Vietnam-China relations, Ambassador Binh said that in the context of a volatile and unpredictable global economy, both sides need to continue expanding and enhancing the effectiveness and quality of substantive cooperation, so as to achieve more tangible outcomes and new highlights.

He proposed the two sides actively and effectively implement the common perceptions reached by the high-ranking leaders of the two Parties and countries on substantive cooperation across various fields, strengthen the material foundation of bilateral relations by promoting investment and trade cooperation, and boosting the import of goods, especially high-quality agricultural products of Vietnam.

It is necessary to focus on implementing major projects that serve as new symbols of bilateral cooperation. Among these, the three standard-gauge railway lines connecting the two countries, namely Lao Cai – Hanoi – Hai Phong, Lang Son – Hanoi, and Mong Cai – Ha Long – Hai Phong, should be considered the top priorities in the strategic infrastructure connectivity between the two sides.

Attention should be paid to encouraging Chinese enterprises to expand collaboration and increase investment in the fields matching's China's strength and Vietnam's demand such as science and technology, innovation, digital transformation, green growth, and clean energy. The countries should also bring into full play regional free trade agreements such as the Regional Comprehensive Economic Partnership (RCEP) and the ASEAN-China Free Trade Area (ACFTA) 3.0 to promote balanced bilateral trade.

This is the first working visit to China by a key Vietnamese leader in 2025, taking place immediately after the highly successful state visit to Vietnam by Party General Secretary and President of China Xi Jinping in April 2025, amid the 75th anniversary of the countries' diplomatic relations and the Year of Humanistic Exchange.

Given the great significance of this event, the Vietnamese Embassy in China, from the outset, identified it as one of its top political priorities. The Embassy has mobilised all resources and proactively coordinated with relevant agencies and localities of both sides to actively promote the Prime Minister’s important bilateral engagements.

The Ambassador expressed his confidence that this trip will continue to realise and deepen the important common perceptions reached between the countries' top leaders, maintain and consolidate the stable and positive development momentum of bilateral relations, while also promoting Vietnam’s stature in global cooperation mechanisms, thereby, opening up numerous concrete and practical collaboration opportunities for the country’s prosperous and sustainable development in the new era.
