PM Pham Minh Chinh orders scientific-technological solutions to drive economic growth

Prime Minister Pham Minh Chinh called for transformative solutions for science, technology, innovation, and high-quality human resources to become driving forces for the nation’s rapid and sustainable development while presiding over a conference in Hanoi on February 11.

The event was attended by Deputy Prime Minister Le Thanh Long, ministers and heads of ministerial-level agencies, as well as leaders of research and scientific organisations, universities, and enterprises.

In his opening remarks, PM Chinh highlighted the implementation of Resolution No.57-NQ/TW, a landmark policy document issued by the Politburo on breakthrough developments in science, technology, innovation, and national digital transformation. The government has already launched its action programme, with seven major groups of solutions and 140 specific tasks assigned to various ministries, sectors, and localities, to carry out this resolution, aiming to achieve 8% growth in 2025 and setting the groundwork for double-digit growth in subsequent years.

The Government will present a resolution to the National Assembly at the upcoming session to address challenges in scientific and technological development, he said, adding amendments to the Law on Science and Technology will be proposed at the NA's session in May 2025, aiming to create a more conducive market environment for innovation and growth.

Against the backdrop, he asked the participants to make thorough assessment of the current situation, identify challenges and opportunities to capitalise on potential and transform opportunities into resources. He specifically urged for breakthrough solutions regarding institutions, resources mobilisation, infrastructure, and human resources for science-tech and innovation development.

The Government leader stressed that the advancement of science, technology, innovation, digital transformation, and high-quality human resources is not solely the responsibility of state agencies and research institutions, advocating for an inclusive approach that engages citizens and businesses – the centre, subject, resources, and motives of the areas.
