The Inaugural Leaders’ Session was also addressed by the Presidents of Belarus, Republic of Chile, Guyana, Marshall Islands, Sri Lanka, Tajikstan, Vice-President of El Salvador, Prime Ministers of Bhutan, Democratic Republic of Ethiopia, Lao PDR, Mauritius, Nepal, Democratic Republic of Timor-Leste, Acting/ Deputy Prime Ministers of Fiji Sultanate of Oman and Chief Adviser, Bangladesh.
The first two editions of the Voice of Global South Summits were held in January and November 2023. The Global South Summit offers a shared platform for developing countries to discuss ideas and solutions from the Global South on various developmental priorities, including those relating to developmental finance, health, climate change, technology, governance, energy, trade, youth empowerment, digital transformation, women-led development and capacity building, towards achieving a human-centric and sustainable development by 2030 and beyond; and deliberate on a vision for enhanced global development partnership and collective focus towards a sustainable future. The 3 VoGSS also took place in the run up to the UN Summit of the Future scheduled in New York on September 22-23, 2024.
At the 3rd VoGSS Summit today, Prime Minister Narendra Modi underscored that as the world grapples with uncertainty in the aftermath of covid and faces the challenges of terrorism and climate change, there is a need for the Global South to unite, echo their voice and be each other’s strength, share their capabilities, learn from each other’s experiences.
Prime Minister Pham Minh Chinh, in his address, requested the Global South to focus on three key areas.
Firstly, effective and substantive reform of regional and international governance institutions with the key focus on reforming the United Nations to be more democratic and effective, strengthening the multilateral trading system with the WTO at the center, minimizing trade barriers and unfair competition.
Secondly, promote the mobilization and effective use of all resources to successfully implement the United Nations Sustainable Development Goals. Need to promote our pioneering role in ensuring food security, environmental protection, natural disaster prevention, climate change adaptation, green economy development, digital economy, and circular economy on the basis of ensuring the principles of equal access, fairness, autonomy, and self-reliance. At the same time, PM Chinh also called for more practical and effective support from the international community, especially developed countries, in terms of finance, technology, human resource training and governance for developing countries.
Thirdly, promote new drivers of growth, especially science, technology and innovation and startups, considering them as the focus of all cooperation mechanisms and initiatives. It is necessary to continue to strongly promote South-South trade and investment, promote the development of South-South science and technology markets, develop an innovation ecosystem connecting the state, businesses as well as effective and substantial connections in the region.

Other tarticipants at the summit spoke highly of India’s initiative to organise the event, creating a framework for developing countries to share their voice, stance, and measures to overcome global challenges. They affirmed their commitment to the global multilateral system and international law, and underscored the need to promote solidarity and international cooperation, accelerate the reform of multilateral organisations, and step up the implementation of the SDGs via enhancing financial resources and experience sharing, developing private economy, and strengthening technology cooperation.
This is the third time Vietnam has been invited to the summit, demonstrating its increasing role, position and prestige in the global multilateral mechanisms.
The 3rd VoGSS also hosted Ministerial Sessions covering different aspects of the Theme. Vietnam’s Deputy Minister of Industry & Trade Phan Thi Thang addressed the Commerce Ministers’ Session coordinated by Indian Commerce Secretary Sunil Barthwal. In her remarks, Phan Thi Thang highlighted Vietnam’s accomplishments, its economic linkages & integration with the world. She also underlined the role of foreign investment, international trade, innovation, digital transformation, green economy, etc. She suggested new & potential form of cooperation for development such as e-commerce, renewable energy, pharmaceuticals, food processing and sustainable agriculture and strong economic, trade and investment ties between countries of the Global South. |
