Opening of the 11th National Patriotic Emulation Congress
WVR - On the morning of December 27, the 11th National Patriotic Emulation Congress was solemnly held at the National Convention Center (Hanoi), with the theme “Emulation for Innovation, Creativity, and Acceleration to Propel the Nation into an Era of Prosperous, Civilized Development”.

The Congress was attended by 2,223 delegates, including 198 invited guests and 2,025 official delegates.
The Congress aims to summarize the emulation movement and commendation work over the past five years, commend and honor the Heroes of the People's Armed Forces, Labour Heroes, national emulation soldiers, exemplary models, and set out directions and tasks for renewing emulation and commendation work in the coming time; creating new motivation and momentum to contribute to the successful implementation of economic and social development tasks, maintaining national defense and security in the coming period.
In his opening speech, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council, emphasized that in the jubilant and exciting atmosphere as the entire Party, people, and army are striving to achieve achievements to welcome the 14th National Party Congress, in Hanoi, “the thousand-year-old city of culture and heroism”, the capital of conscience and human dignity, the City for Peace, the heart of the nation, the Central Emulation and Commendation Council solemnly organizes the 11th National Patriotic Emulation Congress.

Prime Minister Chinh affirmed that this is a significant socio-political event, a grand festival of patriotism and the aspiration to contribute; a gathering to commend and honor exemplary collectives and individuals - the most beautiful flowers in the vibrant garden of the patriotic emulation movement over the past five years.
On behalf of the Central Emulation and Commendation Council, warmly welcoming and sending to the entire Congress respectful greetings, warm feelings, and best wishes, and expressing deep gratitude and reverence to beloved President Ho Chi Minh, Prime Minister Chinh recalled President Ho Chi Minh's words: “The emulation movement is one of our people's great victories... It will pave the way for even greater, more glorious victories”.
The Prime Minister stated that nearly 80 years ago, at a critical moment for the nation, President Ho Chi Minh issued the Call for Patriotic Emulation, laying the foundation for the patriotic emulation movement of the Vietnamese revolution. Since then, the spirit of patriotic emulation has crystallized into a precious tradition, a unique cultural beauty, and a great intrinsic strength of the entire Vietnamese nation. The call “Emulation is patriotism, patriotism means emulation, and those who emulate are the most patriotic people” has become a source of strength, gathering willpower, and strongly awakening the patriotism of the entire Party, people, and army.
The patriotic emulation movement throughout historical periods has been associated with the nation's glorious milestones, becoming an important driving force that has led the Vietnamese revolution to achieve many glorious victories in the process of building and defending the Fatherland, such as: “Three Readiness”, “Three Responsibilities”, “Five Volunteer”, “A Thousand Good Deeds”, “Each Person Works Twice as Hard for the Beloved South”, “All for the Frontline, All for Victory”, “Determined to Win Emulation”, “For National Security”; “The Whole Country Joins Hands for the Poor - Leaving No One Behind”... Especially, the campaign to study and follow Hồ Chí Minh's ideology, morality, and style according to Directive 05 of the Politburo has become a foundation contributing to promoting patriotic emulation movements in recent times.

According to Prime Minister Chinh, over the past five years, our country has faced numerous difficulties and challenges, not only temporary but also historical moments. However, under the leadership of the Party, regularly and directly by the Politburo and the Secretariat, led by former General Secretary Nguyen Phu Trong and currently General Secretary To Lam, along with the participation of the entire political system, the support of the people, the business community, and the cooperation and assistance of international friends, we have overcome “headwinds” and achieved many important accomplishments with timely and effective measures characterized by “turning the tide, changing the state” and the “rearranging the landscape” revolution, laying the foundation for the country to enter a new era of development, new achievements.
In the significant achievements of the country, there has been a positive contribution from the patriotic emulation movements over the past five years. Many emulation movements have had depth, breadth, and strong influence, contributing to creating “miracles” and “notable marks” such as: the special emulation movement “The Whole Country United, Joining Forces, and Determined to Emulate to Prevent, Combat, and Win against the COVID-19 Pandemic”; the emulation movement “Promoting the Development of Synchronous and Modern Infrastructure; Practicing Thrift, Combating Waste”; the movement to eliminate temporary and dilapidated houses in 2025; the “500 Days and Nights to Complete 3,000 km of Expressway” movement; the rapid construction movement to complete the 500 KV transmission line from Quang Trach - Pho Noi and Lao Cai – Vinh Yen; the “Digital Literacy for All” movement, the “Lifelong Learning” movement; the Quang Trung rapid campaign to repair and rebuild houses for people affected by recent natural disasters; the “Waves and Computers for Students” program…
“The positive results from the emulation movements in recent times have affirmed: Emulation has deeply permeated everyone, every home, every sector, every field, creating motivation, inspiring, spreading trust, encouraging, and motivating the entire nation to actively work, emulate creatively, and contribute”, Prime Minister Chinh stated.
The Prime Minister emphasized that the 11th National Patriotic Emulation Congress takes place at a time when the country is entering a new era. The Congress has a very important task, not only to evaluate and summarize the patriotic emulation movement and commendation work over the past five years but also to set out breakthrough directions and tasks for the patriotic emulation movement in the next phase, with the mission to “create new motivation, create new momentum, create new impetus” for the country and people to develop a rich, prosperous, civilized, happy nation, steadily advancing towards socialism.
