NA Chairman Tran Thanh Man receives First Deputy Speaker of Federation Council of Russia's Federal Assembly A. V. Yatskin
WVR - On the morning of December 2, at the National Assembly House, National Assembly Chairman Tran Thanh Man met with A. V. Yatskin, First Deputy Speaker of the Federation Council of the Federal Assembly of Russia and Chairman of the Cooperation Group with Vietnam of the Federation Council, during his working visit to Vietnam from November 29 to December 5.

National Assembly Chairman Tran Thanh Man welcomed the delegation from the Federation Council of Russia visiting Vietnam; he considered the visit an important step in enhancing cooperation between the two legislative bodies, promoting direct exchanges between the Vietnam-Russia Friendship Parliamentary Group of the Vietnamese National Assembly and the Cooperation Group with Vietnam of the Russian Federation Council. The visit also aims to strengthen cooperation between Vietnamese provinces and Russian entities through field visits and studies. On this occasion, the Chairman extended greetings to Russian President V.V. Putin, Federation Council Chairwoman V.I. Matviyenko, and State Duma Chairman V.V. Volodin.
First Deputy Speaker of the Federation Council of Russia A.V. Yatskin expressed his pleasure at meeting Chairman Tran Thanh Man again; he thanked the Chairman and the Vietnamese National Assembly for the warm and thoughtful reception given to the delegation. He affirmed that the Chairman's attention and guidance are crucial in boosting parliamentary cooperation. A.V. Yatskin conveyed greetings from Federation Council Chairwoman V.I. Matviyenko to Chairman Tran Thanh Man and emphasized that Russia's senior leadership highly values the traditional friendship and comprehensive strategic partnership with Vietnam, considering Vietnam a top important partner in the region.
Expressing his delight at meeting A.V. Yatskin again since his official visit to Russia in September 2024, NA Chairman Tran Thanh Man stated that Vietnam always monitors and congratulates Russia on its significant socio-economic achievements, acknowledging the important role and contributions of the Federation Council in this process.
NA Chairman Tran Thanh Man affirmed that the Party, State, National Assembly, and people of Vietnam always remember and appreciate the support from the Soviet people, including the Russian people, in the past struggle for independence and the current close and effective cooperation from Russia in Vietnam's development. With the foundation of the comprehensive strategic partnership established over 10 years ago (2012-2025), Chairman Trần Thanh Mẫn confirmed that the high political trust is a crucial basis for both sides to further exploit cooperation potentials for the benefit and development of both nations.
Both sides emphasized that 2025 is a significant year in each country's history and bilateral relations; both have participated in many important activities and commemorations of each other, jointly organizing events to celebrate the 75th anniversary of diplomatic relations, reflecting the traditional friendship between the two nations.
NA Chairman Tran Thanh Man and First Deputy Chairman A.V. Yatskin agreed that the Vietnam-Russia comprehensive strategic partnership is developing positively; bilateral cooperation in economic-trade, investment is being promoted effectively, especially in agriculture, forestry, fisheries, and food sectors. The expansion of direct flights has contributed to enhancing people-to-people exchanges, tourism, and trade between the two countries. Chairman Tran Thanh Man suggested that the Federation Council support and promote direct cooperation between localities of both countries, establishing new partnerships to meet development needs and leverage each locality's strengths.

First Deputy A.V. Yatskin affirmed that there is still much potential and room to be explored; he noted that one of the Federation Council's important tasks is to promote cooperation between localities of both countries. He thanked Vietnam for arranging visits to localities such as Can Tho City and Khanh Hoa Province to explore cooperation opportunities at the local level and expressed readiness to support Vietnamese localities in implementing substantive cooperation agreements and signing new documents to expand relations. Both sides agreed to enhance information exchange to connect more localities, promoting people-to-people exchanges and expanding cooperation in economic-trade, investment, culture, education-training, tourism, and more.
NA Chairman Tran Thanh Man acknowledged the positive results of parliamentary cooperation in general, and between the Vietnamese National Assembly and the Federation Council in particular, highlighting the proactive and responsible role of the Vietnam-Russia Friendship Parliamentary Group and the Cooperation Group with the Vietnamese National Assembly of the Federation Council. The agreement signed in September 2024 and the action plan agreed upon for 2024-2025 have been seriously implemented by both legislative bodies, with many tasks completed. Both sides agreed to jointly research and draft a new cooperation plan for the next phase.
First Deputy Speaker A.V. Yatskin conveyed condolences for the losses in lives and property due to recent natural disasters in Central Vietnam. On behalf of the Party, State, National Assembly, and people of Vietnam, Chairman Tran Thanh Man expressed gratitude for the valuable support, both spiritual and material, from Russia's senior leaders, relevant agencies, and people to help Vietnam overcome the aftermath of the typhoons.
