At the meeting, Ambassadors and Heads of Vietnamese Diplomatic Missions abroad expressed their delight at attending the 14th National Congress of the Party; congratulated General Secretary To Lam on being unanimously elected by the 14th Central Committee with absolute votes; and shared the enthusiasm of overseas Vietnamese following the successful conclusion of the Congress.
The Ambassadors and Heads of Vietnamese Diplomatic Missions abroad expressed confidence in the Party and State's policies. They believe the decisions made at the 14th Congress will lay the foundation for a new phase of development and provide significant momentum for comprehensive socio-economic progress and enhancing Vietnam's international reputation.
Summarizing international opinion, the Ambassadors noted that countries highly appreciate the 14th Congress of the Communist Party of Vietnam, viewing it as a congress of long-term strategic vision, breakthroughs in thinking, methods, and actions, aimed at achieving specific results with clear timelines.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized the Congress's success in clear and memorable viewpoints and policies. The Party has set a 100-year vision with breakthrough thinking, decisive action, placing the people at the core and center of development goals; stability for development; development for stability.
The personnel work demonstrated that the entire Party united in selecting and building a team of capable and virtuous cadres to shoulder responsibilities in the new phase. The Congress was organized methodically, tightly, adhering to principles, and effectively. There is a palpable atmosphere of excitement and trust among the people in the Party and State's decisions. International friends are very interested, following, and congratulating the Congress's success, showing Vietnam's increasing prestige and position.
Prime Minister Pham Minh Chinh urged the Ministry of Foreign Affairs to continue the implementation of international commitments; promptly plan and actively implement the action program to realize the 14th Congress Resolution, clearly outlining Vietnam's diplomatic path in the new era; proactively strategize in foreign affairs, enhance research, grasp, analyze, and assess global situations to make accurate, timely, and precise forecasts, improving the quality and effectiveness of advising the Party and State.

At the meeting, General Secretary To Lam welcomed and highly appreciated the active participation of the representative agencies in contributing to the document building and the dissemination of information about the 14th Congress of the Party in host countries. The General Secretary emphasized that this is an important occasion for the foreign affairs staff to grasp the spirit and major orientations of the Congress, thereby effectively implementing tasks in the new phase.
The General Secretary clarified new points and strategic directions in the 14th Congress Resolution, especially regarding foreign affairs and international integration. Given the volatile international and regional context and the country's development requirements, the Congress identified that alongside national defense and security, promoting foreign affairs and international integration is a crucial and regular task.
The resolution emphasizes the need for strategic autonomy and resilience as a foundation for deep integration without dependency, expanding international cooperation while maintaining independence, sovereignty, and national interests. The goal of foreign affairs development in the new era must match Vietnam's historical, cultural stature, and position, clearly reflecting the nation's new mindset, will, and aspirations after 40 years of Renovation.
In that spirit, the General Secretary urged Ambassadors and Heads of Diplomatic Missions to always prioritize national interests; promote a spirit of dedication, creativity, daring to think, daring to act, daring to break through, while ensuring discipline, exemplary conduct, and achieving tangible results.

The General Secretary emphasized adhering to the foreign policy of the 14th Congress and the directives of the Politburo and the Secretariat. Recently, the Party and State have issued many important strategic documents such as Politburo Resolution 59, National Assembly Resolution 250 on special mechanisms and policies in international integration; upcoming resolutions will continue to be issued on implementing the foreign policy of the 14th Congress.
Based on this, representative agencies need to promptly organize study sessions, thoroughly grasp, and develop specific action programs, clearly identifying key, breakthrough tasks suitable for each location.
The General Secretary particularly emphasized prioritizing economic diplomacy and science-technology diplomacy. Representative agencies need to proactively connect, expand markets, promote technology transfer, innovation cooperation, digital transformation, directly contributing to implementing strategic technologies and major projects for socio-economic development.
The people and businesses are identified as both the subject and the center of service, so the effectiveness and satisfaction of the people and businesses must be the measure of foreign affairs activities.
On the foundation of the country's new position and strength, the General Secretary requested representative agencies to clearly portray the image of a new Vietnam, ready to contribute positively and responsibly to the international community; not only as a recipient but also proactively participating, leading in solving global issues such as sustainable development, non-traditional security, peacekeeping, humanitarian aid; upholding multilateralism and international law.
The General Secretary emphasized the task of continuing to spread Vietnam's "soft power", promoting the image of the country and its people; effectively conducting community work, uniting overseas Vietnamese, protecting the legitimate rights and interests of citizens and businesses, while leveraging and promoting the resources of overseas Vietnamese, especially intellectuals, experts, and scientists.

On behalf of the Party Committee of the Ministry of Foreign Affairs and the Ambassadors, Heads of Vietnamese Diplomatic Missions abroad, Politburo member, Minister of Foreign Affairs Le Hoai Trung expressed gratitude for the close attention and guidance of the General Secretary and Prime Minister, which have strategically directed and achieved significant successes in foreign affairs.
Receiving the directives at the meeting, Minister Le Hoai Trung affirmed that the Foreign Affairs sector will strive and be determined to successfully implement the foreign policy of the 14th Congress of the Party, making practical contributions to achieving the country's strategic goals; expressing the desire to continue receiving leadership and guidance from the Politburo, the Secretariat, led by the General Secretary, for the Foreign Affairs sector and foreign affairs work.
