On the afternoon of June 9, at the Party Central Committee headquarters, General Secretary and President To Lam received Cambodian Prime Minister Hun Manet on the occasion of the high-level delegation of the Cambodian Government making an official visit to Vietnam and attending the ASEAN Future Forum (AFF) in 2026.

Prime Minister Hun Manet thanked General Secretary and President To Lam for the warm reception and expressed his pleasure at returning to visit Vietnam. He conveyed the cordial greetings of Cambodian People's Party (CPP) Chairman Hun Sen, highly appreciated, and admired the significant achievements in Vietnam's economic and social development. He expressed confidence that under the wise leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, the Vietnamese people would continue to achieve new and greater accomplishments in the nation's construction and development. He expressed deep gratitude for the substantial and effective support and assistance that the Party, State, and people of Vietnam have always extended to Cambodia. Prime Minister Hun Manet highly valued the positive contributions of the AFF in promoting ASEAN cooperation and with partners, especially in the context of regional and global challenges.

Prime Minister Hun Manet expressed his delight at the comprehensive and positive development of Cambodia-Vietnam relations, bringing benefits to the people of both nations, especially in connecting the economies of Vietnam-Cambodia, Vietnam-Cambodia-Laos, infrastructure, tourism, trade, agriculture, industry, and other areas of cooperation. Prime Minister Hun Manet affirmed that Cambodia would work with Vietnam to protect, preserve, and nurture the relationship between the two countries, elevating it to new heights and passing it on to future generations.

Prime Minister Hun Manet emphasized that Cambodia values, develops, and deepens the Cambodia-Vietnam relationship; he affirmed that Cambodia would closely coordinate with Vietnam to effectively implement the commitments and agreements between the high-level leaders of the Communist Party of Vietnam and the CPP, especially in implementing the outcomes of the high-level meeting between the Politburo of the Communist Party of Vietnam and the Standing Committee of the CPP, and the meeting of the three leaders of Vietnam-Cambodia-Laos in February 2026.

General Secretary and President To Lam warmly welcomed Prime Minister Hun Manet to Vietnam and the AFF; congratulated Cambodia on its socio-economic development achievements under the leadership of the CPP, headed by Chairman Hun Sen, and the Cambodian government, led by Prime Minister Hun Manet; and recognized the trust of the Cambodian people in the CPP and the government, with the people's living standards increasingly improving.

General Secretary and President To Lam affirmed that Vietnam always supports Cambodia's nation-building and development efforts; emphasized the importance of the relationship between the two Parties and nations of Vietnam-Cambodia, and the three Parties and nations of Vietnam, Cambodia, and Laos as valuable assets of the three countries; and suggested maximizing the effectiveness of cooperation mechanisms, including the meetings between the three Prime Ministers, three Defense Ministers, three Ministers of Public Security, and three Foreign Ministers.

General Secretary and President To Lam appreciated the results of the talks between Prime Minister Hun Manet and Prime Minister Le Minh Hung; the two countries have outlined directions and measures to promote cooperation in all fields, especially in comprehensive connectivity between the two nations.

General Secretary and President To Lam expressed joy over the extensive development of bilateral cooperation, especially the relationship between the Communist Party of Vietnam and the CPP, with political trust as the foundation, defense and security cooperation as a solid pillar, strong growth in bilateral trade, increasingly rich youth cooperation, and the stable life and contributions of the Vietnamese community in Cambodia. Both sides emphasized the role of the Party in strategically guiding the overall bilateral relationship, directing the government and ministries to concretize the achieved results; highlighted the strategic significance of the relationship between the two Parties, two countries, and among the three Parties, three countries of Vietnam-Cambodia-Laos in the new situation; and shared a vision of the role of science and technology in economic development and prioritized enhancing the quality of cooperation between the two countries and among the three countries.

Both sides agreed to organize solemn activities to commemorate the 60th anniversary of establishing diplomatic relations between the two countries (June 24, 1967 – June 24, 2027); continue to strengthen people-to-people diplomacy, enhance education, and promote the historical significance and value of the bilateral relationship so that the younger generations of both countries further develop a sense of responsibility, consolidate, and nurture the relationship for its enduring development. Both sides emphasized strengthening youth connectivity between Vietnam-Cambodia and Vietnam-Cambodia-Laos, effectively promoting the Young Leaders Training Program of the three parties of Vietnam-Cambodia-Laos.

Regarding international and regional issues, both sides exchanged and shared views on matters of mutual concern; agreed to cooperate closely and support each other at regional and international forums, especially within ASEAN and the Mekong Subregion. General Secretary To Lam emphasized the role of ASEAN and the importance of a peaceful and stable environment for all countries in the region and the world; affirmed that Vietnam is always ready to closely coordinate and actively contribute to ASEAN's common efforts, helping to maintain peace, stability, cooperation, development, and strengthen intra-bloc solidarity and ASEAN's central role. General Secretary affirmed Vietnam's support for Cambodia to successfully host the 20th Francophonie Summit in November 2026.

General Secretary shared affectionate memories and vivid recollections of Cambodia and its leaders. On this occasion, General Secretary and President To Lam sent greetings and best wishes to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, CPP Chairman and Senate President Hun Sen, and other senior Cambodian leaders.
