The forum saw the participation of Acting Governor of Saint Petersburg Alexander Beglov, Vietnamese Ambassador to Russia, Ngo Duc Manh, and Secretary of the Ho Chi Minh Communist Youth Union's Chapter in Ho Chi Minh City, Pham Hong Son.

Addressing the opening ceremony, Acting Governor of Saint Petersburg Alexander Beglov said that the youth are one of the key forces in boosting the relationship between Russia and Vietnam. Therefore, it is necessary to attract young people from both countries to international dialogues.
He called on both countries to promote regular exchanges and meetings between youth delegations of the two sides as one of the best solutions to consolidate the cooperative relations between nations.
Ambassador Ngo Duc Manh spoke highly of the forum, adding that the forum affirmed the important role of the youth in the cause of national building and development of both Vietnam and Russia.
Meanwhile, Secretary Pham Hong Son emphasised the significance of the forum, describing it as the first important event in the exchange of youth between two large cities of both countries. He expressed his belief that the forum would convey positive messages to the youth of both countries as a basis for the organisation of the second forum of its kind in Ho Chi Minh City in 2019.
The three-day forum will hold discussions and talks on various issues of concern including e-governments, smart cities, bilateral cooperation in the digital economy, and digital culture in civil society development, among others.
