Deputy PM, FM Bui Thanh Son to pay an official visit to Russia

At the invitation of Russian Foreign Minister Sergei Lavrov, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son will pay an official visit to the Russian Federation from April 2nd to April 4th, according to an announcement from Ministry of Foreign Affairs on March 31, 2025.

Vietnam and the Russian Federation share a history of long-standing traditional friendship and close ties. The relationship between the two countries has been built and strengthened over many decades, based on trust, sustainable cooperation, and mutual respect.

On January 30, 1950, the Democratic Republic of Vietnam and the Soviet Union officially established diplomatic relations. This year, the two countries celebrate the 75th anniversary of the establishment of diplomatic relations (January 30, 1950 – 2025).

On June 16, 1994, Vietnam and the Russian Federation signed the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation, laying the foundation and legal basis for relations in the new development phase.

On March 1, 2001, Vietnam and Russia signed a Joint Declaration on Strategic Partnership. On July 27, 2012, Vietnam and Russia issued a Joint Declaration on further strengthening their Comprehensive Strategic Partnership. On November 30, 2021, the two countries issued a Joint Declaration on the Vision for their Strategic Partnership until 2030.

A prominent feature of Vietnam-Russia political relations is the high level of trust, with diverse forms of cooperation, notably regular high-level exchanges. The two sides have also established and effectively implemented many mechanisms, such as the Inter-Governmental Committee meetings, Strategic Dialogue, and annual Political Consultations, contributing to enhancing mutual understanding and trust, and creating a foundation to promote all-around cooperation between the two countries. Vietnam and Russia have always supported and closely cooperated within international and regional organizations, such as the United Nations, ASEAN, APEC, ASEM, and ARF.

The two sides share similar views on many international and regional issues. Russia supports Vietnam's stance on resolving disputes in the South China Sea through peaceful means, based on international law, the United Nations Convention on the Law of the Sea (UNCLOS), and the early establishment of a Code of Conduct for Parties in the South China Sea (COC).

Based on the trusted political relationship, economic and trade cooperation has developed positively. A key highlight in economic cooperation between the two countries is the strong development in the fields of energy and oil and gas.

Bilateral cooperation in areas such as science and technology, culture, education, tourism, and local exchanges has been increasingly expanded. Among these, cooperation in science and technology and education and training has been further strengthened and elevated to a strategic level.

Cultural exchange activities are regularly organized and have contributed to increasing mutual understanding between the two peoples, creating favorable conditions for promoting cooperation in other areas. The Russian Federation remains one of Vietnam's top tourist markets.

Defense and security cooperation, as well as military-technical cooperation, is a traditional area of cooperation between the two countries and continues to develop steadily based on a trusted partnership, in accordance with international law. This cooperation contributes to maintaining a peaceful and stable environment, supports the economic development of each country, and strongly promotes the Comprehensive Strategic Partnership between Vietnam and Russia.
